MINUTES OF REGULAR MEETING OF EOARD OF ALDERMEN
OF THE CITY OF RIVERSIDE, MIS50URI

A regular meeting of the Baar^d of Aldermen of the City
r_,f Riverside, Missouri was held in the City Hall in
Riverside, Missouri on July E0, 1993 at 7:30 p.rn. Those
present were Aldermen Wedua, Teters, Karr^, Marshall, R~_rle and
A~_rst. Mayor Betty Hur^ch called said meeting to err^der.
It was decided to dispense with the reading of the
min~_rtes of J~_rly 6, 1993, far the present tune.
Mike Kaska, of Mike's Fireworks spoke to the Mayor^ and
B~~~ard of Aldermen regarding fir^ewar^k permits in the City of
Riverside, MO, possibly reducing the firework permits, namely
only the local people. He spoke with regard t~~ someone
wholesaling fireworks vers~_is those r^etail.ing fir•ewarks. He
said maybe the number of per^mits could be r^ed~_rced and
increase the price an the license for the people who get the
permits. Mayor B~_rrch said that they would do s~_~rne checking
inter this matter befar^e the beginning of the next fireworks
season.
Steve Warger, 4435 NW Vivian Raad, representing the Jets
said that St. Pi~_is was going to get a new scare boar^d and
has offered the old scar^e board to the Jets. His tha~rghts
were that they would install the sccme board each seasarr and
rem~~ve it at the end of the season. He said the sine of the
score b.=gar^d is approximately 8' x 2Q~' . He was advised by the
Boar^d that he would have to apply to the Planning Cornrnission
and ga franc there.
Gloria Hickman, 3601 NW 50th Street, spoke to the Mayor
and Board regarding r^ecycling. She said she is taking r_,ver^
the parkville Er~viranmer,tal Program work and she wa~.rld like
to see River^side to get involved. She also noticed that at
the last Riverside Clean-up there was na chipper and the
branches were put in the dumpsters with the ether debris.
Gloria Hickman said she wo~_ild like to see River^side to
think about doing scmre recycling. The Mayor and Saar^d said
they wo~_rld der more checking an this subject.
Alderman Rule rncwed to p~_rt Bill No. 93-38 cm its first
reading, seconded by Alderman Wed~_ra, this Bill a~_rthorizes the
longevity pay incr^ease far Daryl L. Kerr^r^. The vote was as
f~ryllaws: Alderman Aust, aye; Alderrnar~ Wed~_ia, aye; Alderman
Rule, Aye; Alderman Teters, aye; Alderman Marshall, aye; and
Alderman Kar^r did nc~t par^tici pate in this decisiarr.
Alderman Marshall moved that Bill No. 93-38 be placed on
its second reading, seconded by Alder^nran Aust, the vote was

Upon the Bill having been read two tunes and copies of the
Bill having been made available far p~_rblic inspection pr^ior^
to car~sideration by the Boar^d of Alder^nren, Bill N~~. 9,.,-:~8 is
passed.
Alderman Rule moved to put Bill Na. ~3-.:,9 an its first
r^eading, seconded by Alderman Karr, this Bill a~_rthr_~r^izes the
taking of bids far ~1,@00,Q~~Q~ and authorizing the creation of
an additional City Depasitar^ far^ the highest and best bids.

aye; Alder^man Wedua, aye; Alderman Teter^s, aye; Alder^man

Alderman R~_rle moved that Bill Na. 93-39 he placed an its
second r^eadir~g, seconded by Alderman Wed~_ra, the vote was as

Wed~_ra, aye; Alderman Teters, aye; Alderman R~_rle, aye; and
Alderman Mar^shall, aye. Upon the bill having been r^ead two
times and copies of the Bill having been made available far
public inspection pr^ior tc~ consideration by the board of
Aldermen, Pi 11 Na. 93•-3B is passed.
A letter frarn Leland M. Walker, President of the First
National Bank of Platte County was read, wherein he thanked
the City far^ its efforts in approving the RTM Machine.
A letter frarn Jahn Br^awn, of Jahn Br^~~wn Enter^pr^ises, was
read whey^ein he thanked ever^yone far the efforts made to help
with regard to the flood.
A letter•• frarn Preston Wi 11 Tarns, attorney far Kansas Gity
Pawer^ and Light Carnpany was read, this concerned the r^enewing
o•P the KCP&L Franchise Cantr^act.
Alderman Karr rnc~ved tr_. p~_rt Bill No. 93-4~ cin its first
reading, seconded by Rule, this Bill pr^ovides for the
granting of Kansas City Pawer^ ~ Light Company, its successors
and assigns, a franchise and auth~~.~riza•tion to cr_,nstruct,
oiler^ate and maintain all appropriate facilities far^ Carr^ying
on a light, heat and power business, gr^anting the r^ight to
~.rse the streets, alleys and all other public places of the
City within the pr^esent or future certificated services
terr^itar^y of the Carnpany therefor, and pr^escr^ibing the ter^rns
and conditions of such author^ization. The vote was as
follows: Alderman Rule, aya_; Alder^man Marshall, aye;
Alderman Aust, aye; Alder^rnan Wedua, aye; Aaderrnan Karr, aye;
and Alderman Teters, aye.

Alderman Mar^shall moved •that the meeting go into regular••

Chief Bob Bayless reported to the Mayor and Board on the
flo~!d situat ion.
Alderman Marshall moved that the meeting go intc~
executive session to discuss personnel matters, secc~r~ded by
Alderman Kar^r, the vote was Alder^men Wedua, Teters, Karr,
Marshall, Rule and Aust, yes.
Alderman Karr moved that the meeting go into r^eg~_rlar^
session, seconded by Alder^rnan Rule, the vote was R.ldermer~
Wed~_ra, Teter^s, Karr, Marshall, Rule and Ault, yes.
Mayor Burch rept~rted that Argosy people were late in
making their^ rent payment and the Argosy people were very
apologet is abr_~ut it and r^ec~uested that the City send them a
m~~nthly invoice.
Alderman Karr moved to p~_tt Bill No. 93-41 on its first
reading, seconded by Alderman Marshall. This Bill arner~ds the
c~~+ntract and lease with Missouri Gaming Company and Ratifying
the contract and lease with the Missouri Gaming Cornparry as
arner~ded. The vote was as follows: Rlder^rnan Marshall, aye;

Mayor Hurch said that she is going to have a meeting
r^egarding annexaticrr, Gn Monday.
Mayor Hurch said she will write a letter tG Michael
Pur^cell regarding repair to NGr^thwGOd Read.
Alderman Marshall moved that the City pay Mayor Hetty
H~_irch for thirty (30) hours Gf work at 'b 10.0rD, seconded by
Alderman Aust, the vote was Alder^nren Kar^r^, Wedua, Aust,
Teters, Marshall and Rule, yes.
Alderman Marshall moved that the City reirnb~_rr^se Kathy

Alderrnar~ Rule moved that Hill No. 93-43 be placed on its
first reading, seconded by Alderman Kar^r^. This Hill provides
f~~r the appropriation of mr_,r~ey o~_it of the general f~_rr~d of the
City of Riverside, Missa~_rr^i for the payment of certain
indebtedness as listed therein. The vote was as fellows:

Mayor Ptrrch said that she wo~_rld like the City tc~
employ a Municipal Hi 11 Clerk for^ two days a week. and she
will start out to do the billing on the sewer^ system and
she would like to hir^e Louise R~_rsick for^ X7.25 per^ hour.
Alderrnar~ Rule moved to put Hi 11 No. 93-44 or. its fir^s•t
r^eading, seconded by Alderman Aust, this Si 11 provides f~~~r
the ernployrnent of Lr_,uise R~_isick as Municipal Cler^k fc~r^ the
surn of X7.25 per^ hour and two days per^ week. The vote was as

Mayor Hurch said she received the fallowing fig~_~res

Alderman R~_i1e moved that the City star^t preparing for^
this work to be done cm Merrimac, High Drive and 52nd Street,
seconded by Alderman Karr^, the vote was Aldermen Rule, Aust,
