Those members present were: Gary Brenner, John Marshall, Floyd Best, Frank: Martin and Jim Wedua. Dr. Thomas Noyes, Eagle Animal Hospital, 48Y5 N.W. Gateway, came before the board to request a variance an parking lot specifications. He is asb:.ing a variance on the asphalt thickness from the required 4" asphalt and 6" base, to ~" asphalt and 4" base and the elimination of curbing. His architect said this was based on the use of the building and the drainage (on the curbs). John Marshall asked the architect about standing trucks on a ~'"' asphalt surfiace on a hot day, such as a •firetruck. '(he architect said, if Heavy enough, would sink in any surface. Floyd Best asked about the compaction of the soil. The architect said it would be 9b%. -~ ,~ John Marshall said the main concern of this board was the maintenance on a 2" surface, especially on a main road into town. Dr-. Noyes said if :"' would not perform well, he would not want it. Jim Wedua said his a;•:perience has shown that =" with a 6" base WOLtId be sufficient, Marshall agreed. A letter from the city engineer was passed around with his recommendation to stay with the city specifications. Jahn Marshall said curbing was necessary on any new paving construction and that the board could not enforce curbs on the e.:isting parking areas. Tt was agreed that because of the ~_inusual drainage in the rear, that r_urbs may not be necessary around the rear parking area. 1=1oyd Best moved the variance on the asphalt thickness be denied, but a variance an the base to 4" from b", and to deny the variance for no curbs. Curbs shall be provided on the entrances from Gateway to a point to the intersection of the present surface where drainage Will be adequate. Floyd Best withdrew his motion. Jim Wedua said that it was his opinion that a 4" asphalt base with a ~" asphalt topping was as good or better than a 4" asphalt topping with a 6" gravel base. Jim Wedua made a motion to deny a variance as requested, but to grant a variance from the requirement to a 4" asphalt base and ~" asphalt topping and to deny the variance on no curbing e.:cept for- the parking area which will not be replaced and nn the 8 parH:ing spots in the rear because of drainage and access to the property off of the par~:ing area. Esest seconded. Votes were as follows: E+est-yes Marshall- yes Wedua- yes Martin-- yes I"srenner- disqualified himselfi from voting for personal reasons. Motion to grant variance ~-+s regGtested was denied, e::cept for the thickness option given of the asphalt and the elimination of curbs on the rear parking area. After the vote, Dr. Noyes said he would have estimates made on the option the board granted him and that it may more economical for him to build the proposed parking areas according to city specifications.
