Board of Aldermen of City of Riverside, Missouri
November 3, 2009
A workshop session was held for the City of Riverside, Missouri, in the City Hall of Riverside,
Missouri at 6:30 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Cope, Thatcher, Hurt, Super and
Bmns.
Also present were David Blackburn, City Administrator, Mike Duffy, Director of Community
Development, Louise Rusick, City Clerk, Jane Henry, Executive Administrative Assistant, Meredith
Hauck, Community Relations Director, Donna Resz, Finance Duector and Brian Hall, Interim City
Attorney.
Workshop Session Erin Curtin and Laura Lynch with Trozzolo Communications said it was
at 6:30 p.m. important to think about the branding objectives and what the marketing plan
is going to look like. When choosing a logo, it is important to keep in mind
perspective residents, developer's influencers, local media, other cities and
peers in other government offices and choosing an image for the identity to
wrap the plan azound.
Highlights from Trozzolo's last visit were revisited for the logo and tagline
stating [here is 2 kinds of logos "Iconic and Logo type." An Ionic logo has an
element that is related to the field and a type logo is put together to be artistic
and memorable. A logo is met to be a simple visual mazk that identifies your
city. It creates immediate recognition, creates a relationship with your product
or brand and it points to or designates something. Trozzolo created
something friendly, progressive, genuine, fresh, and honest and a vibrant color
palette. The logo must be usable on line and must be simple, clean, memorable
and bold.
Meredith took them on a tour of the City and they met with staff, aldermen and
the branding committee and looked at the City master plan. This has been a 6-8
week process.
Three samples of the logo were shown and the main choice by the board was
the first logo with the name of "Riverside" and a color stream underneath the
City name symbolizing the river and trail with a tagline "upstream from
ordinary".
Regular Session Mayor Rose called the meeting to order and Aldermen, Fuller, Bruns, Cope, at
7:00 p.m. Thatcher, Hurt and Super answered roll call.
Pledge of Allegiance Mayor Rose started the recital of the Pledge of Allegiance with the audience
joining in.
City Auditor Mia Frommelt with Gladrey & Pullen summarized the financial report stating
Presentation the 2008 audit was submitted to the Government Finance Officer's Association
for an award and the City did receive the certificate of excellence for financial
reporting plus the 2009 audit will also be submitted. Total revenue of all
governmental funds increased one percent between this yeaz and last year.
Gaming revenues increased $550,000 and investment earnings increased almost
$2 million, being a result of lower interest rates and a lot in bond proceeds

earning interest. There is a new line appearing on the graph this yeaz called
`Charges for Services' of $1.7 million with this being a shaze agreement with
Penn Gaming for the Argosy Casino Pazkway and the reimbursement For
construction costs by Penn Gaming. In comparing total expenditures from last
year to this year, there was an increase of twenty-two per cent from last yeaz
due to increase in debt service expenditures, interest and principal payments
with quite a bit of debt being paid off. Included in this year's figure is a pay
down of some debt because it could be purchased at a discount.
A good fund balance is on hand. $1.7 million being spent over a three month
period with $28 million of cash on hand at the end of the yeaz and the
Government Finance Officer's Association recommends having a 3 month
balance on hand at all times. There were no issues with any part of the audit,
no disagreements with management and no problem with performing the audit.
Service Master Final Alderman Thatcher moved to table Service Master's request for final
Development Plan, development plan for another week, seconded by Alderman Fuller, the vote

Annex demolition Mike Duffy said the contract is provided in the Aldermen's packet for the
annex. The pazking lot entrance on the west side is now closed, the bridge is
opened and Cliffview Drive to change the flow of traffic.

Minutes of 10/26/09 Alderman Bruns moved to approve the minutes of October 26, 2009, seconded
Approved by Alderman Super, the vote was:

Discussion of Payments David explained in the ordinance that was passed in March regarding this matter
of Residential sewer that we were going to negotiate with Kansas City Missouri on the contract, but
Payments we are different from any other contract they have because they took over (own)
our sewer lines opposed to contracting with us to just offering services. The
issue comes down to what the rate is they chazge for the service. One option
being we would pay Kansas City for all the sewer usage for a set fee including
residential and commercial customers.
Alderman Fuller asked about us writing checks to residents for the Healthy
Initiative Program and David said these rates aze all under the same
classification, but the sewer usage amount would be different, therefore being no
equality to the fee. Also, the new addition, Montabella has a different rate than

Brian Hall said it is not unconstitutional to write a check to a citizen, it's the
purpose the check is being written for. A public purpose can mean to provide
sewer service, but not to pay their bills. The constitution says you can't take
public funds and use for private purposes no matter how well meaning that
private purpose is.
Alderman Fuller would like to have the citizen's bring their bill in and the City
write them a check. Alderman Bmns said we need to take more time to think
of something more sinillar to help the whole city instead of this because it's a
controversial issue and costing the City money in discussions with the KCMo
Water Department and Attorneys. Alderman Bruns said we should "Lay this to
rest" and not set a precedence to "put us on the brink" of causing a constitutional
problem.
Motion to Repeal Alderman Thatcher moved to repeal Ordinance No. 2009-36, (Authorizing the
Ord. 2009-36, City of Riverside, Missouri To Enter Into An Amended Cooperative Agreement
Approved With The Ciry Of Kansas City, Missouri For Operation Of A Wastewater
Collection System) seconded by Alderman Bruns, the vote was:
Aye: Aldermen Bmns, Thatcher and Cope.
No: Aldermen Hurt, Super and Fuller.
The vote resulting m a tie, Mayor Rose voted, Aye.
The motion carried to repeal Ordinance No. 2009-36.
Branding Logo and Meredith said a logo and tagline was selected in the board's workshop meeting
Tagline Options to move forward updating our branding messaging and it will be available to
see in eazly 2010.
Clean Your Files Day Meredith said in conjunction with other communities in the metro

13"' has been chosen as `Clean Your Files Day' and a recycling truck will be
here from noon to 4 p.m. for residents and businesses. The shred truck will be
here again April 17th from 8 a.m. to noon.
City Telephone System Meredith has been working with staff regazding our current telephone system
as it will not be supported by our telephone provider after Spring 2010 so we
will need a new telephone system. Meredith has been talking with other
communities and a couple of vendors that have gone through the project and
they had hired a consultant because it's not just a telephone system, it's a more
complex network. An ordinance will be introduced soon requesting the City
hire a consultant, Schwartz Consultants for a cost of $8,700 to do an analysis, a
request for proposal and an option at the end to help supervise installation.
David explained the system was upgraded 2 years ago, but this type of system
is not made anymore.
Census Update Mike said it's coming out in April 2010 and there is a complete county
committee at Platte County, chaired by the Director of Planning and Mike
also sets on the committee also. Only a short form will be used for people to
fill out. The reason the census is important to our community is there is a
certain amount of funding given out to communities based on their
population, state and federal funding. In addition to that, it addresses the

apportionment of seats in congress and having an accurate count helps us for
representation in Washington.
Wazd Boundary Mike showed the board a power point presentation of the boundaries of the
Presentation wards and the idea to redistrict the wards by creating a wazd map that is easier
to understand and follow along with the census bureau blocks. This would also
make representation to be split more evenly between the three wadds. It was
suggested to present this idea of changing wards (boundaries) to the
residents to get their opinion as to what is being proposed. It was also suggested
placing in the newsletter comparison of old wazd maps and what is being
proposed and ask for a feed back from the residents.
Aldemran Bruns would like to know the voter turn out. Mike said Wazd 2's
turnout is substantially more than Ward 1 or 3.
Economic Development Mike and Donna aze working on revised information for TIF revenues so the
board knows exactly what is being paid out on TIF revenues on various bonds
outstanding.
Northwood Road Update Matt said a second public meeting was held last Thursday showing the cut and
fill areas along the road and explaining the fire tracks could tum through the
roundabouts. Alderman Super asked about a connector from South Drive to
Northwood to the southern ropndabout and if it could meet the design criteria
and Matt said it does and will between 8-10% grade. Clearing and grabbing
will go on and constmc6on will start next year. Mike said Parkville Special
Road District will provide limited funds. Staff is now looking at outside
sources of funding.
Street Maintenance Travis said the subdivision started up by Valley Lane and Cherokee has
Program placed curb and gutter, approaches for driveways and mill and overlay should
start next week.
The subdivision by Gower Court has a few sub grades failing and curbs sinking
and these aze being replaced. Crack sealing, re-seeding and stripping is
occurring a[ E.H. Young Pazk. Improvements aze continuing at Renner Brenner
Park. The project at Gower and Cerrito required more work when they got into
the sidewalk work as a foundation was required to hold up the retainer wall.
Where Indian Lane ends there will be a connection to the trail at this point and
there will be signage at this point.
Vivion Road/Double AA Stimulus funds were received for this project and the contract negotiated with
Intersection Update MoDot because they will do the design services to complete the project and to
meet the obligations schedule the government as put forth. The City has
provided same services, survey and legal description services to keep the
project on schedule. MoDot has completed the right-of way plans and working
with the property owner on the southeast corner of Vivion Road and AA
Highway and St. Joe to deal with a couple of temporary construction issues. A
meeting will be scheduled with the MoDot project manager, City of Northwoor
and City of Riverside for the plans and how the project is proceeding. MoDot
is to see these funds aze obligated by March 2010. The estimate for this project
is $378,000.
A pre-bid meeting was held for Argosy Parkway North today. Nineteen
contractors attended and bids will be opened next Tuesday.

Meredith said dance classes will be going on at the Community Center from
11:30-12:30 a.m. each Monday weekly.
Mo. Riverfront Trail Jim Kunce, Assistant Duector for Platte County Pazks said the MRT Safety
Committee has been talking regazding safety and maintenance on the trails.
The county's insurance provider (MPR) came and looked at the different safety
concerns. Some additional safety measures that have been made aze signage,
counters, closures posted on the website, ATVBike Patrols by Public Safety,
911 call box and MARC 911 trail locator systems.
Captain Costanzo said Public Safety looked at finding and getting someone out
in an emergency. The trail has 3 zones with signage that matches map grids
,
address book and city location and notification by whoever closes the trail. A
call box will be placed on the south end of the wooded trail. A press release
will be put out on the 911 system on the trail.
Bill No. 2009-150 Alderman Thatcher moved to place Bill No. 2009-150 on its first reading, said
Agreement For Bill Authorizing The Mayor To Execute An Agreement For Demolition
Demolition Services Services for the Riverside City Annex by HECO at a total cost of $17,000,
seconded by Alderman Cope, the vote was:

Employ Tina C. Griffin Authorizing The City of Riverside, Missouri, To Employ Tina C. Griffm As A
Full-Time Dispatcher Full-Time Dispatcher In The Department Of Public Safety, setting the salary
at $30,000 per annum and to be effective November 4, 2009, seconded by
Alderman Bruns, the vote was:

Mayor's Discussion Mayor Rose thanked all the people that contributed to `Trunk or Treat' as there
were 350-400 kids that attended. The fountain across from Beverly Lumber is
now complete. Mayor Rose said she attended the Park Hill South ribbon cutting
as they received a grant for their outdoor classroom. Mayor Rose suggested the
boazd thinks about partnering with Gladstone on composting for ow residents.
Missowi American Water Company wants a water rate increase and Mayor
Rose would like for David Blackburn to form a committee and look at some
alternatives.

Board of Aldermen Aldermen Fuller likes the idea of exploring about what to do about utilities for
Comments citizens.
Alderman Cope and Bruns said it was great to see all the `little ones' at Trunk
or Treat.
Alderman Hurt said we need to make people aware when certain items that
come up and they can contact our politicians and Jefferson City.
Alderman Super said part of the problem with the water rate increase is the
Public Service Commission and part of the solution is to use our influence
we've got in Jefferson City to make the Public Service Commission aware of the
fact that their actions have long reaching effects.
