MINUTES OF EMERGENCY MEETING OF
BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MI550URI
JULY 31, 1993
A emergency meeting of the Poard of Aldermen of the City
of River^side, Missour^i was held in the City Hall in
Riverside, Missour^i at 8:00 a. m. on J~.~ly 31, 1993, to
discuss the cleanup pr^r_,ced~_ir^e for^ the City. Those present
were Aldermen Kar^r, Teters, Marshall and R~_ile; Alder^rnen
Wed~_ia and Aust were absent. Mayor Petty B~_ir^ch called said
meeting to order^. City Attorney Dan Witt was also present.
The main discussion was how to handle the arplications
far the businesses whc~ are star^ting to clean ~_rp and assess
the damage to the b~_rilding. It was br^c~ught out that the
b~_iildir~gs alr^eady her^e in 1977 and prior^ years are allowed a
50X additior~ without having to fill to the 100-year^ flood
height, and can curly da this one tune. It was also agreed
upon that the permit fees will be waived. However, the City
will r^equir^e applications to be completed and any changes
made should be Shawn an the application. It was also bro~_ight
up that we should have the assessed value (fr^orn the caunty7
of the building befor^e the flood and the fair roar^k.et value
now. These applications have to be approved by someone here
in City and it probably should be the Zoning E:r~farcernent
Officer^. The applicants which have very little damage could
go thr^a~_igh the Zoning Enforcement Officer^, however^, if there
is a substantial amount of damage, they would pr^obably have
to ga to the Planning Commission. It was also s~_rggested by
City Attorr•~ey Dan Witt to have the applicants certify that
the damage is less than 50X, ar roar^e than 50X an the
application. All of this infor^rnation is essential for^
p..~ssible audit pur^poses.
Mayor P~_irch said she was trying to find o~_it whether the
U. S. Army was going to help with the cleanup.

The matter of the streets was discussed as to whether or
oat let the big trucks travel over them. This would be
checked into.
Mayor^ Purch said that she has asked David Pr^enner^ and
Dick Gr^ogan to supervise the cleaning and has r_,rdered
d~_unpsters to put the debris in. Infor^rnation wi 11 be obtained
with regard to hazardous materials and the disposal thereof.
Alder^man Marshall was excused at approximately 8:35 a. m.
Mayor Burch said she would like to have Mr^. Oelklaus of
Larkin and Assoc., Lar^r,y Reese and her^self to go aver the
applications.
