AN ORDINANCE ESTABLISHING THE RIVERSIDE BRUSH AND YARD
WASTE RECYCLING PROGRAM
WHEREAS, the Boazd of Aldermen is charged with protecting the public health,
safety and general welfaze of the citizens of Riverside; and
WHEREAS, in carrying out this duty, the Board of Aldermen and the City have
herein created the Riverside Brush and Yazd Waste Recycling Program (the "Program"),
the purpose of which is to allow the citizens of the City to participate in brush and yazd
waste recycling.
NOW, THEREFORE, be it Ordained by the Board of Aldermen of the City of
Riverside, Missouri, as follows:
Section 1. The City hereby establishes the Riverside Brush and Yazd Waste
Recycling Program. Residents of the City, upon showing proof of City residence, shall
be allowed to recycle brush and yard waste from their city owned property only at
Damon Pursell Construction Recycling Facility located at 6905 Highway 9, Riverside,
Missouri.
Section 2. The City shall enter into an agreement with Damon Purcell
Construction Recycling Facility providing for the payment of brush and yazd waste
recycling fees, verification of residency, and collection of usage data.
Section 3. The City Administration and City Staff are hereby authorized to
perform all the acts and execute any other documents necessary or desirable to effectuate
the intent of this Ordinance.
Section 4. This Ordinance shall take effect immediately upon passage.

BACKGROUND:
Currently The City of Riverside accommodates residents to dispose of brush and yard waste at the Public
Works facility bulk trash dumpster free of charge. The dumpster is serviced by Deffenbaugh Industries on a
weekly basis. Trash and yard waste is then disposed of at their landfill. Brush and yard waste would be more
suited to be disposed of at a facility capable of recycling this type of material. Public Works facility would
continue to accept bulk debris and trash
Staff has contacted The City of Gladstone's recycle facility located at 4000 NE 76111 Street and Damon
Pursell's recycle facility located at 6905 9 Hwy Riverside, MO. inquiring to provide brush/yard waste
collection for the City. Several neighboring jurisdictions participate with the City of Gladstone's residential
brush and yard waste program. Brush and yard waste are recycled into mulch at this facility. Dump days are
Mon. Wed. and Fri. from 9:00am -4.00 pm
Damon Pursell's facility grinds brush and yard waste for compost. Dump days are Mon—Fri. from 7:30 am -
4.00 pm weather permitting.
The Gladstone facility is 8.81 miles and an estimated 17 minutes driving time from the Public Works facility.
The Pursell facility is 3.0 miles and an estimated 5 minute drive from the Public Works facility.
BUDGETARY IMPACT:
The cost at both facilities for the residential program is,
Bags - $1.00
Pick up truck bed level load - $10.00
Pick up truck cab high load- $15.00
Pick up truck above cab - $20.00
Single wheel trailer- $20.00
Tandem wheel trailer- $30.00
Stumps and tree trunks will be charged at a rate of double the load price.
Both facilities will charge the customer on site or invoice the City of Riverside on a monthly basis for services
provided for Riverside residents.
With a decrease in brush and yard waste volume at the Public Works facility it may be possible to adjust from
4 monthly service pickups to 2 monthly service pickups from Deffenbaugh Industries resulting in a$440.00
decrease in monthly service costs.
REVIEWED BY AND RECOMMENDATION:
This program was reviewed by the Public Works Department and recommends that residential brush and yard
wastes are disposed at a yard waste recycle facility.
