MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
AUGUST 17, 1993
A r^egular meeting of the Berard of Aldermen of the City
of Riverside, Missouri was held in the City Hall in
Riverside, Missaur^i an August 17, 1993, at 7:3Q~ p. m. Those
present were Aldermen Wedua, Teters, Karr, Marshall, Rule,
and Aust. Mayor Betty Burch called said meeting to order.
It was decided to dispense with the reading of the
minutes of July 20, 1993, July 29, 1993, July 31, 1993,
August 3, 1993 and August 10, 1993 far the present time.
Danny George, 4505 NW Lakata, spoke to the Mayor and
Board of Aldermen regarding a broken sewer line at the above
address. He said that in the winter time, there was always
frozen water^ at the location. Mayor Burch said she contacted
the City engineer and he will come and inspect the area.
They will also contact Beamer Construction regarding their
installation of the sewer line and will get in touch with Mr.
George.
Ran Janes with Kaw Valley Engineers, 122 NW Riverpark
Drive, representing Argosy, said that he is having a prablern
with getting a sewer connection permit with Kansas City,
Missouri. They gave the reason that the City of Riverside,
Missouri has not signed the reciprocal agreement and it is
still pending. There are three applications needed, erne far
special use permit, one in flood plains area, and grading
permit and at the same time there is a variance. The r^easan
for the variance would be if the levee is raised to the 766
height, then all plans would have to be adjusted. A lot of
things are pending an the levee. This matter^ was disc~_~ssed
further and Mayor Burch will check into the matter fur^t her.
Mark Dennis, 537 South Jackson, Kansas City, MO spoke to
the Mayor^ and Berard evncerning a "Benefit Concert" to help
the people who suffered frarn the flood. This would be held in
conJunctian with the Fall Festival. He said they would have
Pepsi Cola, WHB, KY104, etc., the Red Cross would be present
to provide Fir^st Aid and people could donate anything they
wanted ter, i. e. clothes, non-perishable faced, money, etc. He
preferred to have it an the Sunday following the Fall
Festival, however, if this did not work out, then he would be
willing to have it Saturday afternoon. He said they would
have ten to fifteen Kararke entertainers. The Mayor and
Board thought it would be best to have it on Satur^d ay, from
three p. m. to 7 p. m. This time was agreeable with Mr.
Dennis.
The minutes of July 20, 1993 were read and approved as
corrected. The minutes of July 31, 1993, were read and

appraved as carrected. The minutes of August 3, 1993 were
read and appraved as carrected. The minutes r_,f August 10,
1993 were read and appraved as carrected.
Mayor Burch brought a layout an the City's partian of
the Chamber of Commerce's Dir^ectory and wanted to know if the
Board would approve having the rnap in lieu of the other
advertising previously appraved. The Berard was in agreement
of having the map of River^side in the directory.
Mayor Burch said she asked Bab Gieseke if she could
attend the meeting regarding the levee, which she did. She
said when she heard that the Carp was not going to start
working an the Riverside partian of the levee far
approximately two years. She told them that Riverside
businesses could not der anything if it was going to take two
years before any repairs were going to be made. Mayor Burch
said that Bab Gieseke contacted the Carp and they said they
would move along with expedient order.
A discussion was had with regard to continue to furnish
the dumpster^s to the business people.
Alderman Aust moved to pull the dumpsters when full and
not to bring empty dumpsters back, seconded by Alderman
Marshall, the vote was Aldermen Wedua, Teters, Aust, Rule,
Karr and Marshall, yes.
The F'arta Paties were to be in the City far 30 days and
they will then pick them up,
The Mayor and Baar^d agr^eed that the City's equipment
should not be used in the private businesses to help with the
cleanup.
Alderman Karr^ moved to put Bill Na. 93-49 an its first
reading, seconded by Alderman Teters, this Bill provides far
the appropriation of money out of the general fund of the
City of Riverside, Missouri. The vote was as follows:
Alderman Wedua, aye; Alderman Karr, aye; Alderman Teter^s,
aye; Alderman Marshall, aye; Alderman Rule, aye; and
Alderman Aust, aye.
Alderman Karr moved to put Bill Na. 93-49 on its second
reading, seconded by Alderman Teters, the vote was as
follows: Alderman Wedua, aye; Alderman Karr, aye; Alderman
Teters, aye; Alderman Marshall, aye; Alderman Rule, aye;
and Alderman Aust, aye. Upon the Bill having been read two
times and copies of the Bill having been made available far
public inspection prior to consideration by the Baar^d of
Aldermen, Bill Na. 93-49 is passed.

Alderman Karr moved to put Pill Na. 93-50 on its first
reading, seconded by Wedua; this bill provides far the
appropriation of money out of the general fund of the City of
Riverside, Missouri far the payment of certain indebtedness
pertaining to the 1993 flood. The vote was as fallaws:
Alderman Wedua, aye; Alderman Karr, aye; Alderman Teters,
aye; Alderman Marshall, aye; Alderman Rule, aye; and Alderman
Aust, aye.
Karr moved to put Bill Na. 93-50 an its second reading,
seconded by Teters, the vote was: Alderman Wedua, aye;
Alderman Karr, aye; Alderman Teters, aye; Alderman Marshall,
aye; Alderman Rule, aye; and Alderman Aust, aye. Upon the
Bill having been read two times and copies of the Bill having
been made available far public inspection prior to
consideration of the Board of Aldermen, Bill Na. 93-50 is
passed.
A recess was called. Meeting reconvened. Those present
were Aldermen Wedua, Teters, Karr, Marshall, Rule and Aust.
Mayor Betty Burch presided aver the remainder of the meeting.
An application far Jahn Linder, 400 Branch Street,
F~latte City, MO far Midwest Quality Mobile Wash was presented
far- approval. This is far commercial cleaning (flood
assistance). The application was approved sub,7ect to the
payment of the fee.
Alderman Rule moved that the meeting ga into Executive
Session to discuss personnel matters, seconded by Alderman
Karr, the vote was Alderman Wedua, Teters, Karr, Marshall,
R~.tle and Aust, yes.
Alderman Rule moved that the meeting ga into Regular
Session, seconded by Alderman Karr, the vote was Alderman
Wedua, Teters, Karr, Marshall, Rule and Aust, yes.
Alderman Aust moved to put Bill Na. 93-51 an its first
reading, seconded by Alderman Marshall. This Bill provides
for the employment of Larry Reece as Administrative Assistant
to the City with duties and authority as outlined by the
Board of Aldermen at the rate of pay of ten dollars 010.00)
per hour and a ninety (90> days probation period. The vote
was: Alderman Wedua, aye; Alderman Aust, aye; Alderman
Teters, aye; Alderman Rule, aye; Alderman, Marshall, aye; and
Alderman Karr, aye.
Alderman Marshall moved to put Bill Na. 93-51 on its
second reading, Seconded by Alderman Aust. The vote was as
fallaws: Alderman Wedua, aye; Alderman Aust, aye; Alderman
Teters, aye; Alderman Rule, aye; Alderman Marshall, Aye; and

Alderman Karr, aye. Upon the Still having been read two tunes
and copies of the Hill having been made available far public
inspection prior to consider^atian of the Hoard of Aldermen,
Hill No. 93-v1 is passed.
Alderman Karr rnaved to put Hill No. 93-5:~ an its first
reading, seconded by Alderman Teter^s, this Hill provides far
tF7e execution of a cantr^act with Missaur^i highway and
Transportation camrnissian and the Burlington Northern Railway
company relative to certain crossing improvements. The vote
was as fallaws: Alderman Wedua, aye; Alderman Karr, Aye;
Alderman Teters, aye; Alder^man Marshall, aye; Alderman Rule,
aye; and Alderman Aust, aye.
Alderman Karr moved to put Hill Na. 93-52 on its second
reading, seconded by Alderman Teters, the vote was as
fallaws: Alder^man Wedua, aye; Alder^man Karr, aye; Alderman
Teters, aye; Alderman Marshall, aye; Alderman Rule, aye; and
Alderman Aust, aye. Upon the Hill having been read two times
and copies of the Hill having been made available far public
inspection pricer to consideration by the Hoard of Aldermen,
Hill Na. 93-52 is passed.
With regard to the Past Office, Mayor Hur^ch said she is
still hunting far a building and there are two prospects at
the present time, one belonging to Winston Peeler and the
other one belonging to Bernie Vulgamot.
St. Mathews Ch~_rr^ch is going to have a chili supper an
September 1Q~, 1993 far Flaad Benefit.
Alderman Aust said that Roger Edrnands is parking his taw
truck at his ha~_ise and is doing business out of his house and
there appears to be a lot of activities going an. This will
be checked into.
Alderman Rule thought there should be na parking an any
of the streets in the City, especially there should be na
parking of commercial vehicles in residential areas.
Ther^e being na further business to came before the
board, upon motiar~ duly made, seconded and passed, meeting
adjourned at 11 : Q~5 p. m.
