MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
SEPTEMBER 21, 1993
A regular meeting of the Berard of Aldermen of the City
of Riverside, Missauri was held in the City of Riverside,
Missauri an September 21, 1993, at 7:00 p. m. Thr_,se present
were Aldermen Wedua, Teters, Marshall, Rule and Aust; Kar^r^,
absent. Mayar Betty Burch called said meeting to order.
It was decided to dispense with the reading of the
Minutes of August 17, 1993 and September 7, 1993 far the
present time.
Theresa Haskins, 1310 NW Winter Raad, presented Business
License Application, Change of Use Application far Mobile
Fleet Service at 4125 NW Riverside Drive. This is far
maintenance and repair of vehicles. A Special Use Gerrnit was
also presented and the Planning Camrnissiar~ had approved it,
along with the Change of Use. Since this is zoned far this
type of business, it appears that a Special Use Permit is
not required and this will be checked out. The Change of Use
Permit and the Business License Application were approved,
subject to the payment of the fee.
Frances Waadword, 760-3 Westside North, Weatherby Lake,
MO was present representing Fleming and Babcock. She wanted
to know if it would be passible to have a trailer far their
office on a ternparary basis, ~_intil the levee is repaired. A
discussion was had concerning getting the levee repaired as
quickly as passible.
Alderman Rule moved that Fleming and Babcock have a
temporary permit far a trailer at their place of business to
be used only as an office far 180 days, seconded by Alderman
Aust, the vote was: Aldermen Wedua, Teters, Marshall, Rule
and Aust, yes; Karr absent.
Bab and Marie Gieseke wer^e present to thank the people
far all that the city has done far them during the Flood.
Roger Edrnands, 2323 NW Woodland, was pr^esent to talk
about his par^king his taw truck(s) at his residence. He said
that he has to have a flat bed at his house because he is an
a 24 hour call. The Mayar and Board explained to Mr. Edrnands
that they have been getting complaints about his tr^ucks being
parked in a residential area not zoned far this type of
business and that he did have a choice of requesting a change
of zone.
The subject of Argosy's waivers in its contract an
certain items was discussed. City Attorney Don Witt had
written to the Aldermen explaining this procedure. Mr. Witt
said this could be referred to the Board of Zoning

adjustment.
Alderman Marshall rnaved that the waiver of items in the
Argasy's cantr^act be referred to the Planning Commission far
its decisiar~, seconded by Wedua, the vote was: Aust,
Marshall, Teters, Wedua, Rule abstained, and Kar^r absent.
Rick Watts, Director of Missa~.rri F'ra~ect Develc~prnent far
Argosy and Hamer Williams, Architect far Argosy were present
to tell the City of the changes they have made in the plans.
They plan to change the road entrance somewhat, they ar^e
going to build a gar^age and they plan to build the 2~fD-raarn
hotel at the start of the pra~ect. They plan to leave as
many trees as passible. They will fill tc~ the 757-758 feet
elevation.
Argosy also applied far a grading and filling permit.
Alderman Teters rnaved that the City approve the grading and
filling permit far Argosy, subject to the approval of the
City Engineer, far Argosy, seconded by Alderman Marshall, the
vote was: Aldermen Wedua, Teters, Marshall and Aust, yes;
R~rle abstained and Karr absent.
Argosy applied far a Special Use Permit in Flood Area.
Alderman Teters rnaved that Ar^gasy's Special Use Permit be
approved, seconded by Alderman Marshall, the vote was:
Alderman Aust, Marshall, Teter^s, and Wedua, yes; Rule
abstained and Karr absent.
A recess was called. Meeting reconvened and those
pr^esent were Aldermen Aust, Rule, Marshall, Teters and Wedua;
Karr absent.
Alderman Teters moved to put Bill No. 9s-55 an its first
reading, seconded by Alderman Wedua. Phis Bill provides far^
the taking of bids far ~1,0k'I~,000 and authorizing the
creation of an additional City Depositor far^ the highest and
best bids. The vote was as follows: Alderman Wedua, aye;
Alderman Teters, aye; Alderman Marshall, aye; Alderman Rule,
aye; Alderman Aust, aye; Alderman Karr absent.
Alderman Marshall moved to put Bill Na. 53-55 an its
second reading, seconded by Alderman Wedua, the vote was:
Alderman Wedua, aye; Alderman Teters, aye; Alderman
Marshall, aye; Aldermar~ Rule, aye; Alderman Aust, aye; and
Alderman Karr absent. The Bill having been read two times
and ca pies of the Bill having been made available far public
inspection prior to consideration of the Board of Alderman,
Bill Na. 93-55 is passed.
Mayor B~_irch said that Kitterman talked to her ar~d asked
if the City would be willing to tr^ade the property where the

David Theatre is for^ another piece of property. Kitterman
said they would tear dawn the David Building and r^ernave all
the materials. The property Kitterman wanted to trade for
was a srnaller^ piece of property. This was discussed and it
was the consensus of the Berard to tell Kitterman the City was
not interested in tr^ading.
Mayor Burch announced that it is National Juvenile
Arthritis Awareness Week from October 4 thru October 10,
1993.
Alderman Rule rnaved that the City Pr^aclaim the week of
October 4 thr^u October 10, 1993, as National Juvenile
Arthritis Awareness Week, seconded by Alderman Marshall, the
vote was Alder^men Marshall, Rule, Aust, Teters and Wedua,
yes; Karr absent.
Mayor Burch said that there has been a crack in the
building, where the storage roam is and it needs repairing.
She secured the fallowing bids:
Pind Masanr^y X700.00
Osage Masonry tbid #1) 7^c3.00
Osage Masonry (Alternate #2) 1,947.00
Alderman Marshall moved that the City Accept the Bid of
Rind Masonry in the sum of X700.00, which appears to be the
best bid, seconded by Alderman Aust, the vote was: Aldermen
Wedua, Teters, Marshall, Rule and Rust, yes; Karr absent.
Alderman Rule said that there are several dead trees an
the right of ways which should be removed.
Mayor Burch announced that the City's Fall Festival is
this taming Saturday.
Alderman Rule rnaved to put Bill Na. 93-56 an its fir^st
reading, seconded by Alderman Marshall. Said Bill provides
far the appropriation of money out of the General Fund of the
City of Riverside far the payment of certain indebtedness as
listed there in. The vote was as follows: Alderman Wedua,
aye; Alderman Teters, aye; Alderman Marshall, aye; Alderman
Rule, aye; Alder^man Aust, aye; Alderrnar~ Karr, absent.
Alderman Rule rnaved to put Bill Na. 93-56 an its second
reading, seconded by Alderman Aust. The vote was as fallaws:
Alderman, Wedua, aye; Alderman, Teters, aye; Alder^man
Marshall, aye; Alderman Rule, aye; Alderman Aust, aye;
Alderman Karr, Absent. Upon the bill having been read two
times and copies of the Bill having been made available far^
public inspection prior to consideration of the Berard of
Alderman, Bill Na. 93-5Er is passed.
