MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
OCTOBER 5, 1993
A regular meeting of the Berard of Aldermen of the City
of Riverside, Missouri was held in the City Hall in
Riverside, Missouri at the City Hall an October 5, 1993, at
7:30 P. M. Those present were Aldermen Wedua, Teters, Aust,
Marshall and Rule; Alderman Karr absent and Mayor Betty Burch
called said meeting to order.
It was decided to dispense with the r^eading of the
minutes of August 17, 1993, September 7, 1993 and
September 21, 1993 for the present tune.
Jeff Cherry, 15 E. Concord, Kansas city, MO 64112 of
Cherry & Associates, 108 NW Parkway, presented Business
License Application. This is far general contractors,
specializing in general contracts far service stations. This
was approved subject to the payment of the fee.
Philip Palmer, 1069 Cimerey, Gardner, KS pr^eser~ted an
application to install a satellite for Matian Industries, NW
Parkway, This would be a roof mount and he has Special Use
Permit 224. This matter was discussed. The Mayor and Berard
asked several question concerning Matian Industries, which
Mr. Palmer could not answer because he was installing the
satellite far Motion Industries. It appeared that Motion
Industries der not have a business license. This rnatter• would
be check into and no action will be taken at this tune.
Mayor Betty Burch presented checks to the three
families who last their houses in the 1993 flood, i. e. Bab
Gieseke, Felix Plovie and Cindy Newman. They thanked
everyone ver^y much far the money.
Richard Johnson, 1@207 NW 72nd Ter., Weatherby Lake,
presented Change of Use and Business License for Northland
Leasing Corp. at 2707 NW Vivian. This far the sale and lease
of office business equipment, new and used. Also the sale
and lease of consignment equipment.
The Change of Use Permit was approved, as well as the
Business License, subject to the payment of the fee.
Randy Best, 7519 Highway 9, Parkville, MO representing
Best Discount Sales, 2504 West Platte Raad, presented Special
Use Application to sell used vehicles and also a Business
License Application. The Special Use Application and the
Business License Application were approved subject to the
payment of the fee.
Bab Gieseke spoke to the Mayor and Berard concerning the
Levee and said he didn't have any other information other

than what was in the Kansas City Star.
Mr. Watts of the Missauri Gaming Company spoke to the
Mayor and Board and said that he was at the planning
Cornmissian regarding the planning Commission recommending
appraval of waiving certain zoning rights as set o~_rt in the
Contract between the City of Riverside, Missauri and the
Misscuri Gaming Campany.
The planning Commission had r^ecarnrnended the appraval of
waiving certain zoning rights as set out in the Contract
between the City and Missauri Gaming Campany.
Marshall moved to place Bill Na. 93-57 on its first
reading, seconded by Wedua. This Bill provides far the
appraval of the waivers in the Missaur^i Gaming Campany
Contract with the City. The vote was as follows: Alderman
Aust, aye; Alderman Wedua, aye; Alderman Rule, abstained;
Alderman Teters, aye; Alderman Mar^shall, aye; and Alderman
Karr, absent.
Marshall rnaved to place Bill Na. 93-57 ors its second
reading, seconded by Teters. The vote was as fallaws:
Alderman Aust, aye; Alderman Wedua, aye; Alderman Rule,
abstained; Alder^man Teters, aye; Alder^man Mar^shall, aye; and
Alderman Karr absent. Upon the Bill having been read two
times and copies of the bill having been made available far
public inspection pricer to consideration by the Pacer^d of
Alder^rnen, Bi 11 No. 93-57 is passed.
Marshall moved that the overtime far the rnanth of
September for the public Safety Department, as presented by
Chief Bab Bayless, be approved, seconded by Rule, the vote
was Aldermen Wedua, Teters, Mar^shall, Rule and Aust, yes;
Alderman Karr, absent.
The minutes of August 17, 1993 were read and approved as
corrected.
The minutes of September 7, 1993 were read and appr^aved
as corrected.
The minutes of September ~1, 1993 were read and approved
as corrected.
Chief Bab Bayless said during the past, the public
Safety Department has been getting same park College Students
to observe in the public Safety Department and the
Comrnunicatians Department. This is part of the students
College Work. Mast cell of the students have been very
helpful and one has worked into a full time position with the
P~_iblic Safety Department. He said they now have Sophia Henry

in their' department.
Chief Rob Rayless said that the Mini Grant he received
far his department to spend on tiros spent by his officers an
stopping speeders and check of safety belts was to be used
during July and August. However, since the flood, this grant
has been extended to go inter September and October, 1993 tc~
completely ~_ise the X2000 grant. Chief Bayless said that many
of the tickets issued were warnings only.
Chief Bayless said that same time ergo it was brought up
to have a curfew ordinance and he has been working on this
far Just Juveniles.
Chief Rayless said he has received a letter frarn the
Alpine Nursing Home thanking the City for all the help it
received from the City during the Flood. Also a letter fr^om
Rab Lemon was received, thanking the City for all the help he
received dur^ing the flood.
Chief Rayless said that he has been wc~rk.ing with Larry
Reece cm snow removal route.
Chief Rayless said that George Flaws spend his vacatian
working in the City during the flood. Chief Bayless wrote
his Employer, Sony, informing them haw George Flaws spent his
vacatian. Sony has informed Chief Bayless that they will
present to the Public Safety Department a check far X1000.
A recess was called. Meeting reconvened. Aldermen
Wedua, Teters, Marshall, Rule and Aust were present; Alderman
Karr, absent. Mayor Burch presided aver the remainder of the
meeting.
Mayor Burch announced that there will be a hearing of
the Planning Commission regarding the rezoning of certain
pr^operty south of the Union Hall, Just across Cliffview
Street. The person requesting the rezoning plans to build an
office building far tax carnputing services.
Mayor Burch announced that the Tree Lighting will be an
December 2, 1993 at 5:20 p. m. in the city Park and the
Christmas party will be an December 12, 1993 at 6:00 p. m. in
the Union Hall.
Mayor Rurch wo~_ild like the Aldermen to review the budget
far July, August and September' 1993.
Mayor Rurch said she was getting together the Jab
descriptions an various positions.

R letter was r^ead from Mr^. Charles Carney regarding the
debris along Nor^thwest Platte Rr_~ad where it enters the City can
the East. He explained what he is doing and plans to clean ~_ip
the area.
Alderman Teter^s inquired with regard to the park.

been installed. This matter will be checked.
Alderman R~_ile moved that the meeting go into executive
