MINUTES OF REGULAR MEETING OF
HOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
OCTOBER 12, 1993
A regular meeting of the Hoard of Aldermen of the City
of Riverside, Missouri was held in the City Hall in
Riverside, Missouri an October lE, 1993 at 7:3~D p. m. Those
present were Alder^men Wedua, Teters, Marshall, Rule and
Aust; Karr, absent and Mayor Betty Burch called said meeting
t~~ order^. City Attorney Dan Witt was also present.
It was decided to dispense with the reading of the
min~_ites of October 5, 1993 for the present tune.
Three representatives of Argosy were present iJoe
Urarn, Mike Cannar and Charlie Braarnfield>.
Betty Burch and Ed Rule met with Missouri Gaming
Cc+rnrnissian and made a taur^ of F'arkville, where it plans to
have its Riverboat gambling facility. They then came to
Riverside and toured the facility where our Riverboat
Gambling facility will be. Mayor Burch said that the
Missa~.iri Darning Commission seemed very impressed with the
City's facilities and the applicant. All in all Mayor Bur^ch
and Ed Rule seemed very confident that Riverside would be one
to r^eceive a Gaming permit.
The rn~t r^ of Argosy using the City Park as a ternparary
place far aming Facilities was discussed. A resalutian
was prepared and after a few changes were made, Alderman
Marshall moved that the City accept the Resolution
a~_~thari~ing Argosy to use the City's park far his Darning
Facilities an a temporary basis until the permanent
facilities are complete, seconded by Alderman Teters, the
vote was Aldermen Aust, Wedua, Teters and Marshall, yes;
Alderman Rule abstained and Alderman Karr absent.
Mr. Jae Uram of Argosy said if things ga as planned, he
hoped that they would be open very early in 1994. On behalf
~~f Argosy, he wanted to thank everyone for the cooperation
they have received.
A recess was called. The meeting reconvened. Those
present were Aldermen Wedua, Teters, Marshall, Rule and Aust;
Karr, absent. Mayan Betty Burch presided aver the r^ernainder
of the meeting.
Mayor^ Bur^ch appointed Alderman Ed Rule as Acting Mayan
protein, in the absence of Alderman Karr.
Mar^shall moved that the meeting ga into executive
session, to discuss personnel matters, seconded by Aust, the
vote was Aldermen Wedua, Teters, Marshall, Rule and Aust,
yes; Karr absent.

Alderman Marshall rnaved that the meeting go into regular
session, seconded by Alderman Aust, the vote was Aldermen
Wedua, Teters, Marshall, Aust and Rule, yes; Karr absent.
City Attorney Don Witt said he would like to get
directions from the Mayor^ and Board concerning the
envir^onrnental concerns regarding Argosy's pr^o~ect. He said
that someone has to get the study and suggest that the City
and Argosy have it done and split the casts. The Mayor and
Bear^d authorized Attorney Don Witt to negotiate this matter^
with Argosy.
It was brought out that since Platte Gounty is a First
Class County that the City will receive c:SX of the Special
R~ryad District's receipts.
Alderman Rule brought ~_tp the change in roof line an the
Jockey Club and he was told this matter is under control.
Alderman Wedua wanted to know if the clean-up containers
will be here in the fall. Mayor Burch explained that due to
the extensive expenses spent on the flr~od damage, that it
was decided not to have the containers this fall.
Alderman Wedua said that the Gower Street sign is
missing. Mayor Burch and Alderman Wedua will check an the
Street Signs.
Mayor Burch said that Mike Purcell r^acked Northwood Road
(the hill only from Highway 9), this was mostly dust from the
cr^usher run. The Special Raad District has surveyed the road
today and they will have a meeting next week and Mayor Burch
said she will attend. The Special Road District wants the
City to close the road far present time.
Alderman Teters said she asked Larry Reece about the
playground eq~.iipment and was told that as soon as they have
enough personnel to do it, they will install it.
Alderman Aust said that Roger Edmonds still is parking
his tc~w truck in the driveway. It was brought up that if he
is doing business in Riverside, he will need a business
license.
Mayor Burch reported that Kathy Rose has submitted the
Municipal Court report for the month of September to City
Clerk brace Kerner^1 ing on October 12, 19'33.
There being no further business to come before the
Board, upon motion duly made, seconded and passed, meeting
ad~our^ned at 11 :45 p. m. ~i
