HomeMy WebLinkAbout1993-10-194 ~ / MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURT OCTOBER 19, 1993 A regular meeting of the Board of Aldermen of the City of Riverside, Missauri was held in the City Hall in Riverside, Missauri an October 19, 1993, at 7:30 p.rn. Thane present were Aldermen Wedua, Teters, Karr, Marshall, Rule and Aunt. Said meeting was called to order by Mayar E+etty Burch. It was decided to dispense with the reading of the minutes of October 5, 1993 and October 12, 1993, far the pr^esent t i me. Ray Harris, Route #1, Bax 112A, Carneran, MO 64429, presented a Change of Use permit, Special Use permit and Business License far Ray's Muffler and Auta Repair, Inc. an Northwest Gateway. The Ghange of Use permit frarn Service Station and Auta Repair to Muffler and Auto Repair, Inc. was appraved. Alderman Rule moved that the Special Use permit be appr^oved, seconded by Alderman Karr, the vote was Aldermen Wedua, Teters, Karr, Marshall, Rule and Aust, yes. The Business License Application was approved subject to the payment of the fees. As matter of information, Mayar Burch said that the previous tenants were behind in the payment of the sewer bill an this property, however, this reverts to the land owner. Charles Tripp, Route #2, Bax 190, Stewartsville, MO 64490 of Matian Industries presented a Special Use permit and Business License Application. The Special Use permit is far the installation of a satellite 4' dish an tap of the building and the Business License Application is far Matian Industries at 2:.4 NW parkway. Alderman Rule moved that the Special Use permit be appraved, seconded by Alderman Aust, the vote was Wedua, Teters, Kar-r, Marshall, Rule and Aust, yes. The Business License Application was appraved subject to the payment of the fees. Meet., 10-19-93 Mayor Betty Burch said she received a report an the 50th Street hawse, and it is in litigation. At this place there are tires batteries, car parts and building debris. The P~_iblic Service Depar^tment has received complaints an this property. Bill Clar^k is the owner of this proper^ty and this matter will be checked into. A group of residents on NW Merrimac were present to report problems at the 4017 NW 52nd house and at 5125 NW Merrimac and the back yard of 5109 NW Merrimac. The people at 5110 NW Merr^imac many times blacks the mailboxes with their truck and the mailman will not deliver the mail. 511:: NW Merrimac (Jake Hannah) this property needs cleaning up. The property at 5108 NW Merrimac (Melvin Parker) has had several abandoned vehicles; The property at 5106 has abandoned vehicle in the back yard. Tarn Samples said that after these places are cleaned up, there should be a way to have them stay that way. Mayor Burch said that usually there is a cleanup in the spring and fall, however since the flood, the City did not have a cleanup this fall. Another thing brought up was the people an Merrimac parking in no parking area. It was brought up that if there err^e "Na Parking Signs" an the streets then they should be enforced. It was brought out that there are several people not an sewers and the City is working on this. Bob Gieseke, 4204 NW Mattox, spoke to the Mayor and Berard r^egarding the levee. Red X Grading permit was discussed. Gary Wahl came to the Planning Commission far permission to put more fill, and it was approved. The City Engineer said they would have twa drainage places. They plan to fill and slope it to Highway 9. They will have cantralled fill and then tap it to 760 feet. The plans are to be reviewed. Filger Oil renewed their grading permit. Alderman Teters moved to place Hill Na. 93-58 an its first reading, seconded by Karr. This Hill provides far the ratifying the acceptance of bids an ~1,Q~00,000. Alderman Karr rnaved to place Hill 93-58 an its second reading, seconded by Alderman Wedua. The vote was as fallaws: Alderman Aust, aye; Alderman, Rule, aye; Alderman Wedua, aye; Alderman Teters, aye; Alderman Karr, aye; Alderman Marshall absent. Alder^rnan Karr rnaved to place Hi 11 93-59 an its first reading, seconded by Alderman Teters. This Hill provides far the appropriation of rnaney out of the general fund of the City of Riverside, Missouri as listed therein. The vote was as fallaws: Alderman Karr, aye; Alderman Aust, aye; Alderman Rule, aye; Alderman Teters, aye; Alderman Wedua, aye; Alderman Marshall absent. Alderman Karr moved to place Hill 93-59 an its second reading, seconded by alderman Teters. The vote was as fallaws: Alderman Karr, aye; Alderman Aust, aye; Alderman Rule, aye; Alderman Teters, aye; Alderman Wedua, aye; Alderman Marshall, absent. Upon the Hill having been read two times and copies of the bill having been made available far public inspection prior to cansideratian by the Hoard of Aldermen, Hill Na. 93-59 is passed. Alderman Karr moved to place Hill 93-60 an its first reading, seconded by Alderman Aust. This Hill provides far the increase in pay far Public Safety Officer Marty Rawe because of longevity (5 years) 112X. The vote was Alderman Aust, aye; Alderman Rule, aye; Alderman Karr, aye; Alderman Teters, aye; Alderman Wedua, aye; Alderman Marshall, absent. Chief Bob Bayless presented the Mayor and Board with Division of Fire Safety Report and explained carne. Chief Bayless read a letter from Intercontinental, thanking the City for all the Help during the flood. Chief Bayless said he went tG the presentation of cornrnendation to George Flaws far working his vacation tune by volunteering to help the City during the Flood. Chief Bayless said he received the ~1~0~D. He said what he would like to do with same Gf this money is to purchase a Fax machine. Chief Bayless also said he would like to get a new Video TelevisiGn. Chief Bayless said he took Larry Reece Gn the snow route., and thought that this route should be pasted as such. There would be the need of :.0 signs. He said that the television and radio always shows when Kansas City puts the Emergency Snow RGUte into effect and we will do the same. Chief Bayless said that Park College is making a survey regarding the City Public Safety Department and he thought it was a good idea to see what the survey showed regarding Gur Public Safety Department. Chief Bayless evaluated the Pager System and went tG a mare economical system, .Mobil Rhone. Chief Bayless said that there are Borne properties that have had flood damage and cannot ar will not be repaired and he has gotten a burn permit from the Natural Resources. This Training will include the fire departments Gf Platte County and Gladstone on December 17, 18 and 19th and will be videoed by Park College, this will cost the City nothing. With regard to the Senior Christmas Luncheon, Mayor Betty Burch will check with the Riverside Baptist Church to see if they can have it there. Mayar Burch read a merna from Larry Reece stating that the salt and sand spreader needs to be repaired. Back in April the City had approved marking the parking lot as well as the one north of the City Hall Building and marking three handicap symbols. This will be dare shar-tly. Alderman Teters said that they have started to put up the playgr^aund equipment at the Homestead Park, then Renner- Brenner Rark will be next. Mayor Burch said she went to the Mayors' Meeting and Bill Maxwell is going to the Missouri Highway Commission with a Resolution urging the Missouri Highway and Transportation carnrnission to abide by the provisions of the Intermodal Surface Transpor^tatian Efficiency Act of 1991 by pragrarnming and releasing funds far transportation enhancement projects in Ml55ollr7. communities. They would like all cities to adapt the resolution. Alderman Rule moved that the City adapt the above Resolution to the Missouri Highway Commission, seconded by Alderman Karr, the vote was Aldermen Wedua, Teters, Aust, Rule and Karr, yes; Marshall absent. Mayar Burch said that Larry Reece is writing Mr. Edrnands a letter advising him that he does not have a business license. Alderman Rule wanted to know if bids have been taken far the cutting dawn of dead trees in the City. It was brought up that there are several street lights which need replacing. Mayar Bur^ch said that Kathy Rase may have to have surgery and wanted to know if it would be okay to have Louise Rusick be trained far the Municipal Court Clerk Position. Mayor Burch would also like to place Louise Rusick an full time basis. The Berard were in agreement to have Louise Rusick trained far the Municipal Court Clerk Position. Rule moved to place Bill Na. 93-61 an its first reading, seconded by Aust, this Bill provides far the employment of Louise Rusick an full time basis. Upon the bill having been read two times and copies of the bill having been made available for public inspection prier to consideration by the Board of Alderman, Bill No. 93-61 is passed. Mayor Burch said that the Christmas Street Ornament Lights should be ordered by October 31, 1993.
