River^side, Misso~_tri r_,r, November 2, 199,3, at 7:3~ p. m. Those
present were Aldermen Teters, Karr, R~_ile and A~_rst; Aldermen
Wed~_ra and Marshall absent. Mayor^ Betty B~_~r^ch called said
meeting t~ ~ order.
It was decided to dispense with the reading c.f the
rnin~_ites of ^ctober ice, 19 and 6, 199:?, far the present tune.
Jr_~e Nuttal, 169 Or^leans Cir^cle, Apt. iC, North Kansas
City, MU 64116 presented Business License Applicaticm for
Joe's Cafe at 164::: NW Platte Road. This would be fc~r ser^ving
fc~c~d and non-alcoholic beverages. He has applied for sales
tax n~_unber and also the Co~_inty Health Inspector has been
r,r_,tified. This application was appr^oved subaect to obtaining
a sales tax n~_rmber and appr^c ~va1 by the C~~~~_rnty Flealth

r^egarding his plans for^ the area he is filling. Everyone was
well pleased with the plans.

Fete Weiland, 1007 Oak F'ark. Aven~_re, DesMc~ines, IA 50313,
spoke tc~ the Mayer and Board cif Alder^rnen with regard tc~ his
plans fc~r^ a business in River^side and get the reactior~ of the
Mayor and Boar^d ~ ~f Alder^rnen cancer^nirig same. He has a
b~_rsiness in DesMoines (a waste facility) which grinds i_ip tr^ee
branches, br^~_tsh, etc. and they then p~_rt the nn_rlch back in the
gr^o~_~nd and sornetirne have r_,rganic vegetable gar^dens. They
sornetirne sell the organic matter car chips. The pieces cif
w~~~od which ar^e •to~~ l.ar^ge to gr^ir~d ar^e c~.rt into wc•~c~d fnr^
people to purchase for^ burning. He presented some pict~_ires
of his business in DesMr_,ines. He said he has a co~_iple r_~f
pieces of pr^oper^ty in mind, that he w~~~_rid either lease or^
p~_rrchase if he cc~~_ild, sho~_~ld Riverside approve •thi.s type of
b~_rsiness.
Mayor^ Bur^ch said this was not a per^mitted use in the
Industrial Area where Mr. Weiland th~~ught he wo~_tld be
interested in having his b~_rsiness, ar~d this wo~_~Id also be ire
view front Highway 9 and I635,
A poll of the Foard was made and cm~e vote was a "Maybe",
the other^ five wet^e not in favar^ of it.
Chief Bayless presented the aver^time for the rn~=~nth c.f
October^ 199.?,.
Alderman R~_rle moved that the cover^~tirne as pr^esented by
Chief Bayless be approved for^ the mcrr~th of Oct~~ber^ 1993,
seconded by Alder^man i:ar^r^, the vote was Alder^rnan Wed~_ia,

(Octaber^ 25, 19933, October ~E, 1993 she met with Michael
Ptrr^cell, his attar^ney and the. Ci•L-y Engineer, He wanted to
black top the hill to a `4 fc~c~t width, and the City wanted a
e:8 fc~~~t width fr^...m Highway 9 to his •Fir^st r^ciad ir•~to his
proper^ty. Since that •tirne, the street has been black. tapped
and he has changed the drainage Culver^t. Will have to wait
for a r^ain to see if this cor^r^ects the sit~_iatir_~n cif wa~ter^

Mayor Burch did not participate in the exec~_rtive session
