It was decided to dispense with the reading of the
Minutes of November ~, 16, and 30, 1993 for the present time.

Mr. Harold Wall, 5005 High Drive, Riverside, MO came
before the Board to inquire about the licensing of pets. Mr.
Wall stated that pet owners pay a 56.00 fee for a dog tag or
54.00 if neutered and there is no fee for cats. Mr. Wall
stated he didn't think it was fair to charge a fee for doge
and Mayor Burch stated in 1978 when the Hancock Law was
passed, it prohibits cities from raising or incurring new
taxes without the vote of the people and to change this, it
must be put before the people to vote upon. Mr. Wall didn't
want to vote on this. Mayor Burch explained one-year tags
were given at no .charge if the applicant had proof of rabies
shot for their cat(s). This program did not work because we
had no proof of who owned the animals.
Ron Jones with Kaw Valley Engineering, 122 N.W.
Parkway, Riverside, MO came forward and submitted through
the Planning Commission variance application. Larry Reece,
in his note to the Board stated ncting puraunnt to public
notice does recommend to the Board of Aldermen their adoption
of a proposed waiver to the Zoning Code set forth in the
attached 89-15 ordinance marked "Exhibit A" and set forth.
A motion waa made, considered and passed on December 2, 1993
by the Planning commission. In summary the ordinance says,
two commercial vessels are allowed in the district of the
City's property.
Alderman Marshall moved to place Bill No. 93-71A on its
first rending, seconded by Aldermen Karr. Thies Bill provides
for the waiver to the Zoning Code es set forth in Ordinance
89-15CExhibit A). The vote waa: Alderman Wedua, aye;
Alderman Tetera, aye; Aldermen Karr, aye; Aldermen Marshall,
aye; Alderman Rule, abatnined and Alderman Auat absent.
Alderman Karr moved to place Bill No. 93-71A on its
second reeding, seconded by Alderman Marshall, the vote was
Alderman Rule, abatnined, Alderman Auat, absent; Alderman
Wedua, aye; Alderman Tetera, aye; Alderman Karr, aye; and
Alderman Marshall, aye. Upon the Bill having been read two
times and copies of the Bill having been made available for
public inspection prior to consideration of the Board of

Aldermen, Bill No. 93-71A was passed.
Ron Jones further was to present:
A. Letter of Certification of "No Rise" as Ron Jones
stating in certification process all the Corp of
Engineers and Federal Emergency Management Agency
CFEMA) in certification by a Civil Engineer.
B. The Change of the Uae Permit going from the City
Perk to a temporary site for commercial, i.e.
Riverboat Gambling. An ordinance giving approval to
pave lot in C1ty Park.
A motion was made by Alderman Karr that the Change of
Uae Permit be accepted and seconded by Alderman Tetera, the
vote was: Alderman Wedus, Tetera, Karr and Marshall, yes;
Alderman Rule ebatained and Alderman Auat absent.
C. The Special Use Permit is including in the Zoning
Order this Uae.
Alderman Marshall moved the Special Uae Permit be
accepted, seconded by Alderman Karr, the vote was: Aldermen
Wedus, Tetera, Karr and Marshall, yea; Alderman Rule,
abstained and Alderman Auat, absent.
Ron Jones explained the asphalt to be 4" and rock 18"
to be added to the proposed road. Geotec, out of St. Louis
changed the depth of rock to 18" and no additional soil to be
added to the proposed road. The added Geotec membrane was
approved.
Kaw Valley Engineering has submitted for Riverside
Casino a reproduced vellum for Mayor Burch to sign off on
for plena for construction for access road, parking lot,
striping, grading and edge illumination.
Aldermen Marshall moved to npprove the Mayor signing
off on the plena for construction as mentioned above;
seconded by Alderman Wedus, the vote was: Alderman Wedus,
Tetera, Karr, Marshall, yea; Alderman Rule ebatained and
Alderman Avat, absent.
The Application for the building of atreeta and parking
lot was presented next.
Aldermen Marshall moved to accept the application
permit for building of atreeta and parking lot, seconded by
Alderman Karr, the vote was Aldermen Wedus, Tetera, Karr and
Marshall, yea; Rule abstained and Auat absent.
Ron Jones explained the exit proposed out of the

Riverboat area. He expressed a concern by Argosy regarding
the train crossing at Zeke Road as it's the City's concern.
A second exit is proposed. A route is proposed 250' south of
Holiday Sand and Gravel's drive and moves west parallel to
the railroad, almost 250' south of the railroad and extending
west to public road of 69 and 169. A bridge across Line
Creek would be needed., and road (both temporary) with a two-
lane bridge and two-lane street, the talk of the coat is
eatlmated at 5700,000.
Mr. Steve Wolcott, Argosy's attorney spoke on the
aub~ect of needing a second exit for emergency, etc.
City Attorney Don Witt, is to clarify that the City hea
right to access of the railroad crossing and Mr. Wolcott ie
working with Mr. Witt on this access clarification.
Mr. Don Robertson of Kitterman Plastics, 4100 Riverside,
St., Riverside, Mo came forward to discuss the David
Theater. Mayor Burch said it would be another month or so
before we know if FEMA has approved the razing of the David
Theater. CFEMA has approved 12 of our 18 DSR applications.)
We received a check for 539,444. The final conclusion was to
get bide to see about razing the building or to use City
employees for the project.
Chief Bob Bayless presented and explained the list of
overtime for the month of November.
Alderman Karr moved the overtime for the month of
November be approved, seconded by Alderman Marshall, the vote
was: Alderman Wedue, Tetera, Karr, Marshall and Rule; Auat
absent.
The Mayor mentioned with Platte county becoming a flrat
class county, the distribution of the Parkville Special Road
District's funds would be distributed by the county
commissioners. The State Statutes say when you're a first
class county, 25x of the money collected form Platte county
taxes is to come back to the City of Riverside. The City now
gets 55,000 to 56,000 a year. The Platte County Mayor's
Association called and wanted to have a meeting because the
Commissioners say no one seems to know what kind of
allocation the City is going to get.
Today, the Mayor was served with a summons entitled
Parkville Special Road District va. Platte County, Missouri
and all of its surrounding entities. Thies matter was
referred to Don Witt.
Larry Reece gave the Mayor a letter from a man
complaining a couple weeks ago about the Clark property.

They have four or five places on Florence Road and one on NW
50th Street. The Clerks end the tenants need to be served
personally with a copy of the notice and certified proof of
service must be retained by the Director of Public Safety.
The City needs a copy and a copy of the notice must be posted
on the property alleged to be in violation of the ordinances,
in a place open to public view; that is the front door. A
hearing needs to be scheduled with the Mayor and Board of
Aldermen and the hearing no less than ten days after service
to the respective parties. Mr. Witt will be present for the
hearing and he has prepared information to be filed should
the Clark's continue to refuse to comply.
Merrimac Street complaints were discussed and Chief
Bayless said new street signs have been posted. A violation
notice will be placed on each vehicle that is parked on the
street.
Everyone has done something on Merrimac for cleanup,
except Millie Wright because of a death in her family.
Platte County's Board of Zoning Ad~uatment is to have a
hearing on the Damon Purnell grading permit and Mr. Witt and
Larry Reece went to the meeting. The grading property is
out of the City of Riverside's ~uriadiction, however, the
Mayor end Board of Aldermen are interested in seeing how
Platte County and the B2A rules on the appeal. The Mayor
travelled on Northwood Road and said the asphalt is already
showing wear. The truck hauling sign has been installed.
Platte County Commission has a solid waste incentive
grant program and application has been filled out and sent
in at coat share of 50-50 funded program, this was regarding
a wood chipper.
Chief Bayless explained John Brown's Company donating
some used equipment to the City which is a generator, large
fan, smaller fens, pressure washer, shovels, squeegees, etc.
Larry Reece wanted to know what to do with the old pressure
washer and it was decided to keep it.
The Mayor mentioned the State of Missouri requires a
certification to spray for mosquitoes and the coat is 527.50
and the school is in Excelsior Springs, MO and is 555.00. It
was decided to ask Larry Reece who should attend the meeting.
Chief Bayless announced the Civil Air Patrol would like
a radio repeater on top of the City's water tower. Mayor
Burch said Mr. Witt should look over the letter from the
C1vi1 Air Patrol because the City has a contract with
Missouri Cities Water Company.

Alderman Karr mentioned the tree lighting. The
Christmas Party was mentioned as December 12. The Senior
Citizens dinner waa mentioned also.
Aldermen Wedue mentioned Mattox and DeConick Road; the
plan to gravel them with money refunded from FEMA. The roads
will be surveyed to find the center line of VanDePopulier,
DeConick and Mattox.
Fleming Babcock CFBI) said they were going to put a f111
below Bob Gieseke's. Larry Reece said we were furnishing
the pipe for them - two 24" diameter pipes to let the water
flow through. FBI agreed to install it at no coat to City.
Larry Reece is to go ahead and get prices on the pipe and get
bide on the surveying.
The Mayor mentioned the delinquent sewer accounts.
Dianna Silvagni will be contacted as to any action taken on
the letters.
Larry Reece put together a note on some proposed work
pro~ecta to be done at City Hell. He wants to put black
pipe in the bay areas to provide air services. He avid he
needs to do the ADA on the water fountain and the Mayor wants
to do the other ADA revisions to the building.
The sewer project waa mentioned by the Mayor. The
Board has authorized the Mayor end Louise Ruaick to pursue
the people left on the sewer hook-up.
