MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MIS50URI
DECEMBER 21, 1993
A regular meeting of the Berard of Alderrnen of the City
of Riverside, Missouri was held in the City Hall in
Riverside, Missr_,uri an December 21, 1993, at 7:3@ p. m. Those
present Aldermen Wedua, Teters, Karr and Marshall; Aldermen
Rule and Aust absent.
It was decided to dispense with the reading of the
minutes of Navernber 2, 16 and s@ and December 7, 1993 far the
pr^esent t i me.
Doug Olson, P. D. box 849 Gladstone, MO, presented
business license application with copy of the Warkmens
Compensation Insurance far Nutritional Enzyme 5uppart
Systems, (dba NESS) at 29@3 NW Platte Road, Riverside, MD
which is for the wholesale sales of food enzyme supplements.
He said he does have to collect sales tax on same of his
sales and he did have a sales tax number. This license was
approved subject to the payment of the fee.
John Cartright, 5115 NW Merrimac, said a gr^oup of people
had been to the City about two months ago regarding cleaning
up certain items and the parking problem an Merrimac. Chief
Bob Bayless explained to Mr. Cartright what had been done
with regard to the parking signs which had been put up and
that the people were given a certain length of time befor-e
issuing other than warning tickets. The Mayor said that
letters have been sent to the residents, asking them to clean
up their property and if this has not been done, then, if the
Alderrnen agreed, summons for the people to appear in court
would have to be sent.
Alderman Karr moved that the City proceed to der whatever
it takes to clean up Merrimac, seconded by Teters, the vote
was Aldermen Karr, Marshall, Wedua and Teters, yes; Rule and
Aust absent.
Ran Jones, of Kaw Valley Engineering, 122 NW Parkway,
presented drawings with regard to the Electrical, Water and
Sewers far the temporary permit. Something will have to be
worked out with regard to the power box, perhaps go through
FEMA. This matter was discussed. (Alderman Rule present
8: @@ p. m. )
The question was asked as where the water hydrants would
be installed. A 6" line is required and erne hydrant is
already there and a secar~d one will be installed near BN.
The railroad has told Argosy what size casing needs to be
used and a draft agreement has already been presented and
when it is in final farm, the City and Argosy will have to
sign it. A "hold harmless agreement" will be made with the

City.
Alderrnan Karr, moved to approve the water^ line and sewer
line, as well as the lighting plans, subject to the City's
Engineer evaluation of the electrical cut-off switch,
seconded by Alderman Wedua, the vote was Alderman Rule,
abstained and Aldermen Marshall, Teters, Karr and Wedua, yes;
Aust absent.
Mayan Burch said that after Argosy is na longer using
the park, they will put it in the condition the City wants
it, sa long as it is like the condition prior to any
excavation. The Mayor also inquired of the Aldermen if they
wanted to ga ahead with the gulf course, in connection with
Argosy going ahead with their plans. This was discussed.
Alderrnan Teters, as a member of the Rark Berard, rnaved
that they recommend to the Park Board that the City have a
gulf course in connection with Argasy's building pra~ects,
seconded by Alderman Wedua, the vote was Aldermen Wedua,
Teters, Karr, Marshall, yes; Rule Na and Aust absent.
Michael Gunn, Attorney far Michael Purcell, 3@@@
Broaktree Lane, Kansas City, MO 64119 and Michael Purcell,
3@@ North Church Raad, Liberty, MO 64@68 presented drawings
far their plat an the development of his property west of
Northwood Raad all in connection with their request far the
City to annex the area. He said there would be 189 lots and
the price range would be ~2@@,@@@ plus. They said they have
checked our regulations on residential development plats and
have had this planned accordingly. Michael Purcell still
wants to take dirt from the area and said he plans to take
dirt frarn the area far the next seven to ten years. Mayor
Burch said she had requested Michael Purcell to present the
plan tonight and she would like to take this matter under
consideration; that the plan be presented to the City
Engineer as well as the Aldermen reviewing it and then will
ask Messrs Gunn and Purcell to return to the meeting.
Lillian Trimble was also present and she was interested
in this pra~ect, because they have property adjacent to the
Purcell property and would also like to have the City annex
their property if the development appears to be up to their
expectation.
Mayor Burch wanted to let them know that the City did
not want to spend a lot in legal and engineer fees an this
pra~ect.
Alderman Rule rnaved that Michael Purcell, Jirn Trimble,
Dr. Sanches, and all the other adjacent property owners

get to together and settle their- differences and then bring
their plans back to the City and that the City send the plat
plans to the City Engineer far his review and camrnents,
seconded by Alderman Karr, the vote was Aldermen Wedua,
abstained, Teters, Karr, Marshall and Rule yes, Aust, absent.
It was suggested that all the adjacent property owners
have a meeting to settle their differences and that Mayor
Burch be the moderator.
Chief Bab Bayless said that Argosy has asked the Rublic
Safety Department to check the applicants' records far them
far the reason that if they have them checked otherwise it
would take quite a while and it would not take the City very
long. They would start sending them to the Public Safety
Department an January 3. The Rublic Safety Department would
send the information inter the computer and would cast the
City only about twenty-six to twenty-nine cents. It was the
consensus of the Mayor and Board of Aldermen to check the
applicants' records far Rrgasy.
A recess was called. Meeting reconvened. Those present
were Aldermen Wedua, Teters, Karr, Marshall, and Ruleg Aust
absent. Mayor Burch presided over the remainder of the
meeting.
Chief Bayless said that the City will again have "Cap
Cab" far anyone who needs the service an New Year's Eve.
Chief Bayless reported on the fire training they had in
the City of Riverside and that it was a great success.
The minutes of November 2, 1993 were read and approved
as corrected.
The minutes of November 16, 1993 were read and approved
as corrected.
The minutes of November 30, 1993 were read and approved
as corrected.
Mayor Burch said that Argosy has not come up with the
performance band far the use of the City Rark far the "Two
to Three year lease" as of this date and that City Attorney
Dan Witt will keep an tap of this matter.
Mayor Burch said that Keith Hicklin said we needed
three ordinances, one far Commerce Bank, one for Bank of
Riverside and one far Narbank, covering a Depositary
Agreement.
Alderman Marshall moved to place Bill No. 93-72 on its

first reading, seconded by Alderman Karr. This Bill
Authorizes the execution of depository and security
agreements with the Carnmerce Bank of Kansas City N. A. The
vote was: Alderman Rule, aye; Alderman Marshall, aye;
Alderman Teters, aye; Alderman Karr, aye; Alderman Wedua,
aye; Alderrnan Aust, absent.
Alderman Karr rnoved to put bill No. 93-72 an its second
reading, seconded by alderman Karr, the vote was: Alderman
Rule, aye; Alderman rarshall, aye; Alderman Teters, aye;
Alderman Karr, aye; Alderman Wedua, aye; Alderrnan Aust,
absent. Upon the Bill having been read two tunes and copies
of the bill having been made available far public inspection
pricer to cansideratian of the board of Alderman, Bill Na.
93-72 was passed.

reading, seconded by Alderman Wedua. This Bill provides far
the authorization to execute depositary and security
agreements with the Bank of Riverside. The vote was:

copies of the Bill having been made available far public

Bill No. 93-73 was passed.
Alderman Karr moved to place Bill No. 93-74 on its first
reading, seconded by alderman Wedua. This Bill provides far
the authorization to execute depository and security

Mayor Burch said that Gene Eichkoff informed her they
need a Resolution authorizing to sign receipts as is
necessary and required to evidence the release of funds or
securities.

Karr moved the City execute a resolution as follows:
Be it resolved by the city of Riverside, Rlatte County,
Missouri as follows:
"THAT, WHEREAS, the Boatmen's First National Hank, Kansas
City, MO, has been depositor for certain monies and
securities of the City of Riverside, placed in the First
National Hank of Kansas City, MO., by the Bank of Riverside,
MO.
NOW, THEREFORE, the Mayor and/or City Treasurer of the
City of Riverside is hereby authorized and directed on behalf
of the City of Riverside to sign such receipts as are
necessary and required to evidence the release of such funds
or securities."
seconded by Alderman Rule, the vote was Rule, Wedua, Teters,
Marshall and Karr, yes; Aust absent.
Alderman Rule rnaved to place Bill No. 93-7v on its first
reading, seconded by Alderman Karr. This Bill provides far
the payment of certain indebtedness as listed therein. The
vote was: Alderman Wedua, aye; Alderman Teters, aye;
Alderman Karr, aye; Alderman Marshall, aye; Alderman Rule,
aye; Alderman Aust, absent.
Alderman Karr moved to place Bill No. 93-7v or. its
second reading, seconded by Alderman Wedua, the vote was:
Alderman Wedua, aye; Alderman Teters, Alderman Karr, aye;
Alderman Marshall, aye; Alderman Rule, aye; Alderman Aust,
absent. Upon the Hill having been read two times and copies
of the bill having been made available for public inspection
prior to consideration of the Hoard of Aldermen, Bill No. 93-
75 was passed.
Alderman Teters said that she would like to see Kenny's
service station cleaned up.
Alderman Karr said that the fire training they had was
very good.
Marshall said that Hest Batteries needs to do Borne
cleaning up.
Bids are to be received on taking down the David
Theatre.
Don Alexander Building needs to be checked out for
cleaning up.
Rule said that the Christmas party was lots of fun.
