Bruce Culley, Auditor, spoke to the Mayor and Board regarding the 1990-1993 audit of the City's books. He said everything appeared to be in good order. His only remark was concerning the grants received by the City and the Reach Out America Fund. However, he has everything worked out concerning Reach Out America and Mayor Burch said she will check on the grant the City is receiving. Karr moved that we accept the 1990-1991 audit as presented, seconded by Teters, the vote was: Wedua, Teters, Karr, Shepard, Rule and Marshall, yes. Gregory Bricker, of George K. Baum & Company spoke to the Mayor and Board concerning the selling of the sewer bonds and passed out brochures explaining the process of selling and purchasing the bonds. Mr. Bricker also said they needed a resolution or ordinance authorizing George K. Baum & Company to place the sewer bonds on the market to sell. Karr moved the City approve a Resolution authorizing the Mayor to execute which authorizes the offering for sale of an issue of sewage system revenue bonds, Series 1992, of the City of Riverside, Missouri, seconded by Rule, the vote was Shepard, Teters, Wedua, Karr, Rule and Marshall, yes. Kenny Shaw of Continental Disc Corporation said they are planning to move from their present place and were looking at the property which Purcell owns just west of Northwood Road (about 15 acres). He inquired whether he thought Riverside would annex this area and wanted to have the feeling of the City toward their building at this location. This matter was discussed. It was the consensus of the Mayor and Board that there would possibly be a problem of getting the subject location zoned for industry. r Minutes of Req. Meeting Page 2, Jan. 7, 1992 Chief Bayless presented to the Mayor and Board the overtime for the year 1991; and his 1991 Year End Address. Karr moved that the City approve the Overtime, seconded by Marshall, the vote was Karr, Marshall, Shepard, Teters, Rule and Wedua, yes. Chief Bayless said the Senior Citizens Christmas Dinner was a success and he received sevaral "Thank You Notes". Chief Bayless said that he had looked into purchasing video tapes on child abuse, it appeared in order to get the two tapes he wanted, he would have to order the full group at the cost of approximate $2,000. He said he talked to the Division of Family Services and they had ordered the whole set and had given him the two tapes he wanted. Chief Bayless said that he had enjoyed very much the days he and Detective Rowe helped with safety of General Swarzkopf when he came to Kansas City and spoke on behalf of the Reach Out America. Chief Bayless said that there was a good article in the local news paper concerning Cop Cab and also the City Chaplin had written him a letter complimenting the good work Officer Baughman had done with "Cop Cab". Chief Bayless also said that Riverside Public Safety Department has achieved the highest award (70$ Plus) in the State with regard to Buckel Down. The following are bids received on $1,000,000.00. Requests for bids were sent to seven banks and only two banks replied with bids as follows: Boatmen's $500,000 - T-Bills Matures 4/9/92 3.694$ T-Bills Matures 7/16/92 3.813$ T-Bills Matures 12/17/92 3.918$ United Missouri Bank $500,000.00 T-Bills Matures 4/9/92 3.745$ T-Bills Matures 7/9/92 3.85$ T-Bills Matures 12/17/92 3.95$ The Finance Committee recommended the bid of Boatmen's bank on $500,000.00 on T-Bills, maturing April 9, 1992 at 3.694$ interest and United Missouri Bank $500,000.00 on T-Bills, maturing 4-9-92 at 3.745$ interest. r Minutes of Rag. Meeting Page 3, Jan. 7, 1992 Marshall moved that Bill No. 92-1 be placed on its first reading, said Bill accepts the recommendation of the Finance Committee to accept the bids of Boatmen's Bank on $500,000 on T- Bills, maturing April 9, 1992 at 3.694 interest and United Missouri Bank on $500,000, on T-Bills, maturing April 9, 1992, at $3.745 interact, seconded by Karr, the vote was Karr, Wedua, Shepard, Tetere, Rule and Marshall aye. Wedua moved that Bill No. 92-1 be placed on its second reading, seconded by Karr, the vote was Karr, Wedua, Shepard, Tetere, Rule and Marshall aye. Whereupon, the Bill having been made available for Public inspection prior to the consideration of the Board of Aldermen, Bill No. 92-1 was passed. Mayor Burch said that she thought the City did not have to pay the Engineering fees on Jim Davis portion of the sewers and that he would pick up the cost, however, it turned out that the City has to pay the engineer's fee in the sum of $4,682.54. Rule moved that Bill No. 92-2 be placed on its first reading, said Bill provides for the payment of certain indebtedness as listed therein, seconded by Karr, the vote was as follows: Shepard, Karr, Tetere, Wedua, Marshall and Rule aye. Rule moved that Bill No. 92-2 be placed on its second reading, seconded by Karr, the vote was Shepard, Karr, Teters, Wedua, Marshall and Rule aye. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 92-2 was passed. Mayor Burch said that the Construction on the construction approximately $101.175.00. first Change Order with Beemer of the sewers was a deduction of Mayor Burch said that City Attorney Don Witt informed her that the City will need to pass an ordinance covering an agreement with Kansas City Power & Light Company for Pump Station 39A on Northwood Road, setting out that this will be done at the City's expense also if there are any change in the electrical plans or the Pump Station has to be moved, it will be at the City's expense. Marshall moved that Bill No. 92-3 be placed on its first reading, said Bill provides for the City to enter into an agraemant with Kansas City Power & Light Company for Pump Station No. 39A on Northwood Road, seconded by Karr, the vote was Karr, Wedua, Teters, Shepard, Rule and Marshall aye. Karr moved that Bill No. 92-3 be placed on its second reading, seconded by Wedua, the vote was Karr, Wedua, Teters, Shepard, Rule and Marshall aye. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of f Minutes of Reg. Meeting Page 4, Jan. 7, 1992 Aldermen, Bill No. 92-3 was passed. A letter from Surveyor Aylat was read, this pertained to wetlands. Mayor Burch said that the sewer is 25$ complete. Mayor Burch said that it has been mentioned to employ a back up person for the snow removal and rather than pay the Public Safety Employees $19.00 per hour, she has talked to Rick Hedgecock and he would like to be employed for this position, as well as the Animal Control person for the sum of $7.00 per hour. This matter was discussed. Rule moved that Bill No. 92-4 be placed on its first reading, said Bill provides for the employment of Rich Hedgecock as back up person on snow plowing and also as Animal Control officer for the sum of $7.00 per hour and not more that 20 hours per week, seconded by Wedua, the vote was Karr, Wedua, Rule and Marshall aye; Shepard and Teters nay. Rule moved that Bill No. 92-4 be placed on its second reading, seconded by Karr, the vote was Karr, Wedua, Rule and Marshall aye; Shepard and Teters nay. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 92-4 was passed. Mayor Burch said Mr. Turf has a few trees they are willing to give to the City free of charge, all they need is a receipt from City stating the value of said trees. The Board and Mayor thought this was a very nice jester on the part of the nursery. Wedua reminded the Board that the holes in Mattox Road needs repairing. City Clerk Grace Kemerling wanted to remind everyone that the City Vehicle Stickers and Animal Tags are available for 1992. Mayor Burch said that Kansas City, Missouri has advised her that EPA may start start monitoring Kansas City Sewage and in turn, if pollution is found, Kansas City may start monitoring Riversides sewerage, and if this happens and pollution is found in the sewage, manholes may have to be placed at each of the businesses. Anyone polluting the system will be fined. It was felt that the cost of the monitoring would be taken out of the fines. It was agreed to by the Board to charge duplex residence to pay $26.75 each for sewer charge, even if there fs only one hook- up. r Minutes of Reg. Meeting Page 5, Jan. 7, 1992 A thought was given to charge the business people $10.00, plus .38 per cubic foot of water for the sewer charge. A letter was received from City Attorney Don Witt, wherein he set out the increases in the coat of his services.
