Mayor Betty meeting to order. ~ldsrmen of the City th• City Hall in at 7:30 p.w. Those Shepard, Rule and Burch called said Jan Griffith, 2624 NW 85th Terrace, Kanaaa City, MO 64154, on behalf of WRS presented a Business License Application for WRS at Platte Valley Industrial Park. This is an Architectural Firm. The Business License was approved for WRS, sub~sct to the payment o£ the fee. Alen Hiersman, 6104 W. 77th Street, Prairie Village, KS 66104 presented Business Licences Application for Hows Cleaning Centers at 4703 NW Gateway. Thfs is for the cleaning of residence only. The Business License was approved for Howe Cleaning Centers at 4703 NW Gateway, aub~ect to the payment of the fee. Hal Shedd, Route M2, Box 810, Excelsior Springs, Missouri was present to check on hie liquor license application for an all inclusive liquor permit Caaa Flores Restaurant West Platte Road. Kerr present et this time <7:40 p.m.) Thies matter o£ liquor license wee discussed. Rule moved that th• nuwbsr of liquor licen:s bs increased in order that Casa Flores can obtain a license. The motion died for lack of a second. Carol Gardainski, 8500 Orchard Street, Pleasant Valley, MO 64068, was present to check on th• liquor license application for O'lde Kearns, 4706 NW Gateway. Th• Gardzinakiea ar• presently at Mr. P's and will b• moving, provided they get the liquor license. It appearad that in waking the usual liquor license investigation, Chief Bayless said he is waiting on part of the inv:tigation and it should be completed by the next meeting. This matter will be tabled until the information is received. i Minutes of Reg. Meeting Page 2, Feb. 18, 1992 Don Venable was present to talk about the City Street ed~ncent to his property. He asked if it could not hnvs a 2" overlay of black top rather than the seal and chips. This matter wa: discussed and it was thought the 2" black top would coat in the neighborhood of #2300. Rule moved that the City put a 2" black top on the aub~ect street, seconded by Marshall, the vote was Karr, Shepard, Rule, Wedua, Marshall and Teters, yea. Mayor Betty Burch had received a letter from Barbara Tombllnaon, President of New Start New Life Ministries wherein she requested the sewer rate of tC5.00 per apartment be dropped since they ar• a State Tax Exempt business. This matter was discussed and it was the consensus of the Board of Aldermen that they should pny the X5.00 fee per apartment. A. O. Thompson Lumber Company inquired if they could change their address, since it waa the same as th• green house and now they ar• getting all th• green house's mail. A. O. Thompson would like to have 4400 N.W. Mattox Road, Riverside, Mo 64150 and they have requested n one-year period in which to complete the transaction, and this waa agreed to by the Mayor and Board. The minutes of February 4, 1992 were read and approved as corrected. The minutes of February 11, 1992 were read and approved as corrected. E. H. Young waa present end spoke to the Mayor end Board regnrding an antique train depot from Mt. Pleasant, Texas. This is n building 120' x 24' and will be put up for auction. He asked if th• City would b• interested in the building if he purchased it. He thought if h• purchased it, he would put it on the Young Park and at som• later date he would like to get some caboose:. The Mayor and Board said that this would b• a good idea and were in favor of getting the building. Marshall moved that if Mr. Young can get the building that we nccept it, seconded by Shepard, the vote was Marshall, Rule, Shepard, Karr, Tetera and Wedua yes. Karr moved that Bill No. 92-11 be placed on its first reading, said Bill provides that the septic tanks b• pumped at th• time the sewer is connected, Seconded by Ruls, the vote wee Wedua, Tetera, Karr, Shepard, Rule and Marshall nye. Whereupon, the Bill having been made available for public inspection prior to the consideration of the board of Aldermen, Bill No. 92-11 wee passed. Karr moved that Bill No. 92-12 be placed on its first reeding, avid Bill provides for th• payment of certain indebtedness as listed, seconded by Teters, the vote was Karr, Wedua, Tetera, Shepnrd, Rule and Mnrahall, aye. Shepard moved that Hill No. 92-12 be placed on its second reading, seconded by Rule, the vot• was Karr, Wedua, Tetera, Shepard, Rule and Marshall, nye. Whereupon, the Bill having been made available for public inspection prior to the conaidsrntion of the Board of Aldermen, Bill No. 92-12 was passed. Tetera reported that et the lnat Park Board meeting they decided they would like to purchase some charcoal grills and a couple trash cans, along with planting some flowers, weed aprny, etc, for a total coat of approximately B800.00. Karr moved that the request of the Park Board to spend approximately X800.00 on th• purchase of charcoal grills, trash cane, flowers, etc. be approved, seconded by Shepard, the vote was Mnrahall, Wedua, Tetera, Rule, Shepard and Karr, yes. Mayor Burch and Wedua reported on the railroad crossing signals at VanDePopulier, where we will need engineer specs for th• four lane crossing. Larkin and Associates will do the work for p26,000. This matter was discussed. Kerr moved that the City have Larkin and Associates to drnw up the four lane crossing apace for VanDsPopulisr Street for the Railroad and State for the sum of X26,000, seconded by Teters, the vote was: Rule, Shepard, and Marshall, no; Wedua, Teters and Karr yea. Rule recommended that other bids be obtained for the specs at VnnDePopulisr crossing. Marshall moved that ws accept the offer of X26,000 or lwsa for th• specs on VanD®Populier Street for the Railroad and Stnts to inatnll signals, seconded by Wedua, the vote was Wedua, Marshall, end Karr, yea; Rule, Tetera and Shepnrd, no. Wedua presented an outline for an eight-year plan for the Improvement of the City Stresta. r Minutes of Reg. Meeting Page 4, Feb. 18, 1992 Chief Bayless said that the Professional Fire and Fraud Investigators Association will have their seminar here at the City Hall th• next tine and Riverside can be the Host. This is for th• Certification of Fire Fighters. The seminar will be one and two days. Chief Bayless said that the money for tha Glock Guna has been received, the guns purchased and Mr. Young has been sent n thank you note. The cost is 8385 each, which includes all the instructions required to use the guns. Platte County will do all the instructing for Riverside. Two of the Public Safety Officers will become instructors and will teach the other officers. Chief Bayless said he has been working with the Department of Public Safety and U. S. Department of Trnnsportation in connection with th• matter of Traffic, with the intention of working for the Grant Money. Chief Bayless said they ware presented with a certificate from the Department of Trnnsportation for the 70x Seat Belt Usage on February 10, 1992. What they will be receiving now is a new radar gun and a Breath Analyzer at no cost to the City. Chief Bayless acid next year they will hav a study on Child Restriction Laws. He said the City of Riverside would like to have a program on this. Hs said perhaps they can get a child Beat or seats donated to the City and if a person cannot afford one, they can come to the City and borrow one. Chief Bayless also said that there will be some grant money available in 1993 and h• will apply for a grant. City Clerk Grace Kemerling said that she has sold 85 dog tags and was charging .50 per month penalty, if not purchased by the first of February and has sold 470 City Vehicle Stickers. City Clerk Grace Kemerling said that there is a City Clerk and Finance Seminar on March 22 to March 26, 1992, at Jefferson City and ah• would like to attend. This matter was discussed. Marshall moved that City Clerk Grace Kemerling be allowed to attend the City Clerk and Finance Seminar on March 22 to March 26, 1992, at Jefferson City, seconded by Shepard, the vote was Wedua, Marshall, Kerr, Shepard, Teters, and Rule yes. r I Minutes of Reg. Rule coved that the Mayor and Board go into regular session, seconded by Wedua, th• vote was Karr, Rule, Marshall, Tetera, Wedua and Shepard, yea. Rule moved that Bill No. 92-13 be placed on its first rending, said Bill provides for th• payment of Legal Expense for Wnlter Bryan and Wiley Simpson and their attorneys Torrence & Wee for X1500 each in the Rus$ell Case, seconded by Karr, the vot• was Rule, Shepard, Wedua, Karr, Tetera and Marshall, aye. Rule moved that Bill No. 92-13 be placed on its second reading, seconded by Karr, the vote was Rule, Shepard, Wedua, Karr, Tetera and Marshall, aye. Whereupon, the Bill having bean ands avnileble for public inspection prior to th• consideration of the Board of Alderaen, Bill No. 92-9 was passed.
