HomeMy WebLinkAbout1992-06-23MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI JUNE 23, 1992 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on June 23, 1992, at 7:30 p. m. Those present were Wedua, Teters, Karr, Shepard, Rule and Marshall. Mayor Betty Burch called said meeting to order. It was decided to dispense with the reading of the minutes of May 19, 1992, June 2, June 9, and June 16, 1992 for the present time. Floyd Best spoke to the Mayor and Board concerning the mowing of the right of ways as well as owners of property mowing their property. A discussion was had and it was brought out that the City was working as quickly as possible an this matter. Concerning the sewer easement with the County on Nor^thwood Raad, City Attorney Don Witt said that the City has an agreement with the County and it is the best the City will get, however, he feels it covers everything necessary. City Attorney Don Witt will write a letter to the County confirming the agreement if the City wishes. Rule moved that the City authorize City Attorney Don Witt to write a letter to the County confirming the agr^eement for the sewer line in Northwood Road. Mayor Burch said that City Attorney Dan Witt has completed the contract with Missouri Cities Water Company concerning Ridgewood Estates being on the Sewers. It was brought out since Kansas City, Missouri increased the cost of the reciprocal agreerent .3@, the increase will be carried aver to the Ridgewood Estate residents from X21.88 to X22.13 on the people in Ridgewood Estates. It was brought out that Mr^. Witt has approved the changes in the 4@iK Plan (Pension Plan). Rule moved that Bill No. 92-38, be placed on its first reading, said Bill author^izes the restatement of the current City of Riverside Pension Plan on the United Missouri Bank Prototype Plan document, and which autt-or^izes Betty Burch, as Mayor to sign and date the adoption agreement on behalf of the City, seconded by Teters, the vote was Marshall, Teter^s, Wedua, Karr^, Shepard and Rule, aye. Marshall moved that Bill No. 92-38, be placed on its second reading, seconded by Wedua, the vote was Marshall, Teters, Wedua, Karr, Shepard and Rule, aye. Whereupon, the r I Page 2, Reg. Min. 6-23-92 Bill having been made available far public inspection prior to the consideration of the Board of Aldermen, Bill No. '32-38 was passed. Mayor Burch said that Mrs. Don Peters of Ridgewood Estates has 65 signatures on the petition far Riverside to annex them and expects twenty to twenty-five more residents to sign out of the 101 residents. Jim Davis, 2404 Osage Circle, was present to discuss certain matters regarding Indian Hills Estate Addition. He said that an one of his storm sewers City Engineers have asked him to install a 15" pipe rather than the 12" pipe as required by ordinance. Jim Davis said that this is no problem and he has agreed to do this. Mr. Davis also said Clayca and Larkin & Associates have asked to change the cross section from Type 3 to Type 1 and he said he will do this. Jim Davis said at the last Planning Commission meeting, he was told by one member of the Commission (namely Jahn Hannis) that Davis' houses were not being built according to the building code. He presented a letter to the Mayor and Board from Clayco, the electrical company who did the wiring, that his houses were being wired in accordance with the building code. Jim Davis also told the Mayor and Board that John Hannis had reported his praJect, Indian Hills Estates, to the Carp of Engineers. The Car^p of Engineers carne and inspected the area and said that he was constructing everything in his addition properly. A discussion was had concerning parking on Woodland Street and Indian Lane where there is a blind place to see traffic and it was requested that there be "na parking signs" placed on bath sides of the streets. Karr moved that "Na Parking At Any Tirne" be placed on bath sides of the streets in the vicinity of Woodland Street and Indian Lane, seconded by Marshall, the vote was Rule, Mar^shall, Wedua, and Karr, yes; Teters and Shepard, no. Rule moved that the Mayor and Berard go into executive session under Rule 610 to discuss personnel matters, seconded by Teters, the vote was Wedua, Marshall, Teters, Rule, Karr and Shepard, yes. Teters rnaved that the Mayor and Berard ga into regular session, seconded by Shepard, the vote was Karr, Shepard, R~.ile, Marshall, Wedua and Teters yes. A recess was called, Meeting reconvened the roll was r F~age 3, Reg. Min. 6-23-92 called and Wedua, Teters, Karr, Shepard, Rule and Marshall wer^e present. Mayor Burch presided over the r^emainder of the meeting. The 1992-93 Budget was discussed. Karr moved that the Mayor and .Board go into executive session in accordance with Rule 610 to discuss personnel matter^s, seconded by Wedua the vote was Karr, Wedua, Teters, Shepard, Rule and Marshall yes. Mar^shall moved that the Mayor and Board go into regular session, seconded by Karr^, the vote was Karr, Marshall, Wedua, Teters, Shepard and Ru 1 e, yes. Karr moved that Bill No. 92-39 be placed on its first reading, said Pill pr^ovides for the adoption of the 1992-93 City ~~f Riverside, M155ourl budget as presented and agreed upon, seconded by Wedua, the vote was Teter^s, Karr, Marshall, Shepard, Rule and Wedua, aye. Karr moved that Pill No. 92-39 be placed an its second reading, seconded by Shepard, the vote was Teter^s, Karr, Marshall, Shepard, Rule and Wedua aye. Whereupon, the Pill having been made available for p~.~blic inspection prior to the consideration of the Poard cf Aldermen, Bill Na. 92-39 was passed. The fallowing bids were received on removing the tree at 4413 Pawnee: Denes & Ca. X1,845. Northland Tree & Lawn 780. $r^own Tree Ca. 620• Mar^shall moved that we accept the lowest and best bid, that appearing to be Brown Tree Co. for X620., seconded by Wedua, the vote was Wedua, Teters, Shepard, Karr, Marshall ar~d Rule. A resignation from Verla Best was received frarn the Park Poard. Shepard moved that we accept the r^esignation of Verla Pest from the Rark Poard, seconded by Karr, the vote was Shepard, Teters, Marshall, Rule, Karr and Wedua, yes. Karr moved that Pill No. 92-40 be placed on its first reading, said Bill provides for the appropriation of money aut of the general fund of the City of Riverside, Missouri as set out therein, seconded by Marshall, the vote was Marshall, Rule, Wedua, Karr, Shepard and Teters aye. r I Page 4, Min.
