HomeMy WebLinkAbout1992-08-04., MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI AUGUST 4, 1992 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in the City of Riverside, Miaaouri on August 4, 1992, nt 8:45 p.m. Those present were Alderman Wedua, Karr, Teters, Rule and Marshall. Alderman Shepard was absent. Mayor Betty Burch called the meeting to order. Dave Parker, of Lifetouch Publishing, 444 NW Platte Valley Drive, presented an application for a building permit. They are expanding again this year. Building permit waa approved. Alderman Shepard was present for this portion of the meeting. Tom G. Deegan, 12105 Knox, Overland Park, Ka. presented an application for a business license for Allar Corporation to be located at 4032 NW Riverside St. They will manufacture end sell sequentially welded fittings primarily used by the fire protection industry. Application was approved with payment of fees. Rick and Nency Hedgecock eppearsd before the Board of Aldermen with a snail model of an animal shelter they would like for the City of Riverside to have. It appeared that everything was well planned out. Hedgecock stated we need a minimum of 6 cat cages and 6 dog runs and •atimated the coat would be between 8 18,000 end ~ 20,000. Mayor Burch stated she run this by Larkin and Associates take a look at the plans and see if they meet ell specifications. Also about trying to gat a grant to help with th• coat of the shelter. January 1, 1993 there will be funds available in the form of a grant. A letter from Cliffton E. Collins of Liberty Animal Control was read. They are not going to be able to take our animals any longer. Revising the dog ordinance to added cruelty to animals as 1n our zoning codes section 5.13 - 5.49 & 5.50 and paragraph 2 of 5.6. The ordinance should also include prohibiting the dogs from excreting in someone else's yard and providing a penalty for same. Rick Hedgecock also stated there had been 4 kittens adopted tonight. Dr. Clifford nt 72nd & North Oak would offer spaying and neutering at a 25x discount for pets that we adopted out. Evelyn Phillips presented an application for a buaineaa T ' Page 2 Board of Alderman Meeting 8-4-92 license for Whits City Motel, located at 1812 West Platte Rd. which she had recently purchased. This was approved aub~ect to providing a salsa tax number and payment of the Ease. Floyd Beat appeared before the Board complimenting the City on how great the islands nt the intersections look. The Board thanked him for coming. The overtime for July was npproved as presented. Money bide for the fir st ~ 500,000.00 were read as follows: let National Bank 3.75x for 6 month CD Merchants Bank 4.25x for 6 month CD Bank of Riverside 2.65x for 6 month CD Marcentile Bank 2.70x for 6 month CD or 3.30x for T Bill matur ing 1-21-93 Commerce Bnnk 3.311x for T Bill maturing 1-15-93 Norbank 3.50x for 6 month CD Bides for the second ~ 500,000.00 ware rend as follows: Mark Twain Bank 3.40x for 6 month CD (100,000 only) Norbank 3.50x for 6 month CD Bank of Riverside 2.65x for 6 month CD let National Bank 3.75x for 6 month CD Th• finance committee recommended ~ 500,000 be invested with Merchant's Bank at 4.25x for 6 months and ~ 500,000.00 be invested with the iat National Bank of Platte County for 6 months. Aldermen Karr place Bill No. 92- on its first reading, seconded by Marshall to approve ~ 500,000.00 b• placed with Merchants Sank at 4.25 x for six months and B 500,000.00 be placed with let National Bank of Platte County at 3.75x for 6 months. The vote was Karr, Wedua, Tetera, Marshall, Shepard, and Rule eye. Alderman Marahnll placed Bill No. 92~on its second reading, seconded by Wedua, the vote was Rule, Shepard, Karr, Tetera, Marshall, and Wedua, aye. Whereupon, the Bill having been made available for public lnapection prior o the consideration of the Board of Aldermen, Bill No. 92 was pnaaed . /vly Mayor Burch said that due the fact that Beemer Construction did not extend the sewer line to the Teresa Garrison property line nt 343 NW Woodlend Road and to the Tom and Marsha Low property line located at 900 NW Valley Lane, the Board of Alderman agreed to pay for this. f' Page 3 Board of Alderman Meeting 8-4-92 Larkin & Associates have approved the plane for the rest rooms at Renner-Brenner Park. The bldg were as follows: Jr. Long Footing & Foundation 1,248.00 Allison Alexandra Masonry 12' x 27' 4,612.00 Osage Masonry 5,750.00 D & N Masonry 6,738.00 The City of Riverside will do the roof and plumbing. There was some question about one of the bide, ao this will be clarified and then the Board will be polled by telephone. Mayor Burch reported that Mr. Ed Young had donated ~ 4,360.00 from the profits of his fireworks stand toward the City parka. Repairs on the brush hog will run ~ 540.00. It was decided to get bide on a new brush hog. It was bought up about a place at Homestead Park needed some repairs where it had started washing at the south enat corner of the basketball court. Estimated coat of repair was S 330.00. Alderman Karr moved that we spend up to ~ 330 with C J Ditching repairing this. Wedua seconded said motion, the vote being Shepnrd, Karr, Rule, Marshall, Teters and Wedua, aye. Mayor Burch read an invitation for a reception and discussion for the area Mnyora and Alderman to be held on Wednesday September 2, 1992 at Arabia in the City Market between the hours of 6 & 9 p.m. Alderman Tetera stated she would go with the Mayor. Mayor Burch stated Gloria Hickman had asked permission to go to a recycling workshop for the cost of 8 20.00. This was approved and is to be added on to the disbursements for the month. Mayor Burch also stated she has asked the Platte County Commissioners to participate in the water rate increase case. Estimated cost to intervene this time is ~ 25,000.00. Platte County was naked to pay one half of the cost. The City of Parkville has also opposed the rezoning on NW Northwood Road. At this time John Brown had pulled out on the rezoning. Mayor Burch reported on the livid meeting with the property owners on NW Hermosa concerning the garage that the Norton's are wonting to build. She stated there had been two or three violations on the building. A atop work order had been placed on the building. Also there ere some subdivision T' I Page 4 Board of Alderman Meeting 8-4-92 restrictions in Seven Oaks Subdivision that no one seemed to be aware of. By the time the Mayor left, the people had calmed down a bit. Mrs. Norton has agreed to resubmit plane to attach the garage to the house. Mayor Burch recommended Laurence Reece and Clifford Wathen be appointed to the Planning Commission. Alderman Karr moved that Laurence Reece from Ward II and Clifford Wathen from Ward III be nppolntad to the Planning Commission for a term of one year, seconded by Teters, the vote was Wedua, Marshall, Shepard, Tetera, Rule and Karr, ay®. The question of whether or not to allow beer in the park was discussed. The Board was polled and 5 for and 1 against to allow Non Profit Organizations to hav beer in the Renner- Brenner Park. Mayor Burch was going to gat a copy of the rules for English Lending Park from the City of Parkville. Jim Wedua reported that h® and Ed Rule had met with Fred Wilken to discuss new equipment for the street department. The Board of Alderman approved purchasing 15 gallon of mosquito insecticide.
