AN ORDINANCE AMENDING TITLE 1, CHAPTER 110 OF THF, 12[VERS[DF. CITY CODF,
13Y ADDING ARTICLE IV REGARDING THE GATEWAY GRAM' AND LOAN
REVITALIZATION PROGRAM REVITAL[ZATION COMMIT"CEF,
WIILRLAS, the Board of Aldermen is charged with protectin~~ the public health, safety and
general ~~elfare of the citizens of the City_ and
WHEREAS. in an attempt to carry out this dut}~. the Board and the City have adopted the
Gate~~av Grant and Loan Revitalization Pro~~ram (the "Program'). the purpose of which is to make
<arants and loans to businesses within certain boundaries so that such businesses may improve their
facilities and to facilitate the improvement, revitalization and remediation of bli~_hting conditions within
such boundaries. and
WHERE-:AS. a component of the Program requires the creation of a Revitalization Committee
which will review, and make recommendations to the Board on. applications made pursuant to the
Program: and
WI IE-:BLAB. the Board and the Cite desires to ha~eby create and establish such a committee. as
well as the rules and regulations which govern its operation.
NOW. ~IIiEREI~ORE. be it ordained bti the Board of Aldermen of Riverside. Missouri. as
follows:
Section I . ~I he Cite Code of the City of Riverside. ~~lissouri is hereby amended b~ addin<~ to ~fitle I.
Chapter 110 a ne~~ Article fV entitled "Gatewa}~ Grant and Loan Revitalization Program Revitalization
Committee" which shall read as follows:

SECTION 110.200: ESTABLISHMF,NT
A. fume. l~hcre is hereby established a committee to be I:nown as the Gate~~<w Grant and
Loan Revitalization Pro~aram Revitalization Committee (tier purposes of this Article IV
only. the "Committee ~).
B. /'urpuse uncl Duties. the purpose and duties of the Committee shall be to revie~~ and
recommend to the Board of Aldermen approval or disapproval of all applications for
loans made pursuant to the Gateway Grant and Loan Revitalization Program (for
purposes of this Article IV only, the "Pro~_ram~~). All revie~~s undrrtal:en and
recommendations made b~~ the Committee shall be done in accordance ~~ith the policies
and procedures and ~ferms and Conditions of the Program and othen~ise in the
Conunittec~s sole and absolute discretion. ;~n~ recommendation of the Committee may
be follo~~ed or rejected by the Board in its u>Ie and absolute discretion.

3. A representative of the tinancial institution acting as the servicing agent of the
loan portion of the Program (the "Servicing AgenY~)_ and

B. 7ern~: (~rrulificotiuns. Each member. other than the Cite Administrator and the City
f:ngineer who shall be permanent mcmba~s of the Committee. shall serve for a term of
three (3) years. All members and replacement members shall be qualified individuals.
and the Mayor shall use his/her best ef~~xts to include business professionals such as
commercial loan ollicers, appraisers, accountants. realtors and redevelopment experts as
members. Members of the Board are eligible to serve on the Committee.
C. Puccnxies. Upon the expiration of the term, or the proper removal (as provided below).

SECTION 110.22U: MEETINGS
Meetings of the Committee shall be held on an "as-needed" basis. ~I~hc Cite AdminisU~ator shall
chair the Committee and shall be the designated member to report on behalf of the Committee to
the Board. l~he Cite Administrator shall determine ane meetin~~ date and the time thereof, and
shall notify the other Committee members of such meeting.
Section ?. If any section. subsection. subdivision. para~~raph. sentence, clause or phrase in this
ordinance. or the application thereof to any circumstances. is fix any reason held to be unconstitutional
or invalid or ineffecti~c by any court of competent jurisdiction. such decision shall not affect the validity
or eficcti~rness of the remaining portions of this ordinance.
Section ~. phis Ordinance shall become effective inunediatel}' upon final passage and approval by die
Mayor.
