MINUTES OF REGULAR MEETING OF BOARD OF
ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI
NOVEMBER 10, 1952
A regular meeting of the Board of Aldermen of the City
of Riverside, Missaur^i was held in the City Hall in
Riverside, Missouri at ?:30 p. rn. an November 10, 1992. Those
present wer^e Aldermen Wed~_ia, Karr, Rule and Teters; Shepard
and Marshall absent. Mayor Burch called said meeting to
order.
It was decided to dispense with the r^eading of the
minutes of October 2Q~ and November 3, 1992, far the present
time.
Mr. and Mrs. Dwayne Hurlburt, 5005 Merrimac were present
to fallow up an the letter they received from the City
regarding paving their driveway to the garage they built.
They said nothing was said about paving the driveway when
they gat their' building permit. This matter was discussed
and the Hurlburts said that at this time because of hooking
up to the sewer and other personal matters, they were short
an money and would like to have an extension of time to pave
the driveway. The Paard was agreeable to an extension. of six
months. This was agreeable to everyone and in the meantime
the original application far building the garage will be
checked out.
Karr moved that the City allow the Hurlburts six months
in which to complete the driveway to their garage, seconded
by Rule, the vote was Teters, Rule, Wedua and Karr, yes;
Shepard and Marshall absent.
Jim Davis, 2404 Osage Court and Sarn Aylett, 6100 NW
River'park Drive were present to discuss the final plat of
Indian Hills Estates, Phase II and III. They said that there
were same errors in the description Shawn on the plat, as
well as same of the meas~.~rements were shown different than
they should have been. They assured the City that these
errors were ,lust on paper and the original area is as it
should be and there are na actual changes an the property
itself.
Karr moved that Bill Na. 92-61 being Bill amending
Ordinance 92-35, approving the Final Plat of Indian Hills
Estates, Phase II and III, seconded by Rule, the vote was:
Teters, Karr, Rule and Wedua, aye; Shepard. and Mar'shall,
absent.
Rule moved that Bill Na. 92-61 be placed an its second
reading, seconded by Karr, the vote was Teters, Karr, Rule
and Wedua aye; Shepard and Marshall absent. Whereupon, the
Bill having been made available for public inspection prior
to the consideration of the Board of Aldermen, Bill Na. 92-

61 was passed.
Rick Hedgecack and 5haran Owen were present to talk
about the plans presented to build a kennel. Rick Hedgecack
said that the cost of the material as they have figured it
would be approximately X12,000 and would take 212 hours of
lobar. He said there are several people who said they would
help with the building, i. e. Mitch Bur^ch, Amos Cax, and David
Brenner. Rick Hedgecack also said that American Bailer will
donate the heating unit.
Mayor Burch said that it appears that Mr. Young is about
to donate the David Theatre to the City and the papers are
almost complete. She thought since there is enough area in
the back of the theatre to build a kennel and also a storage
building far the Gity's equipment, this may be a better place
to build the kennel. This matter will have to be studied and
thought after the first of the year there would be a more
definite answer concerning the building of the kennel.
Chief Bab Bayless said that the drum on their copy
machine needs to be replaced. The Service Ralicy does not
cover the expense of the drum. The cast is approximately
~2@5.00 and the labor is covered by the Service Policy.
Teters moved that the drum on the Rublic Safety
Department's copier be replaced at approximately X205.00,
seconded by Karr, the vote was: Wedua, Karr, Rule and
Teters, yesq Shepard and Marshall absent.
Chief Bayless also said that car Na. 91 is not worth
being repaired and would like permission to receive sealed
bids. He said they would take off all the eq~.iipment needed.
The Mayor and Board authorized Chief Bayless to receive
sealed bids an Car Na. 91 and they will be opened at the next
meeting.
Chief Bayless said that Car 92 has a leak in the
steering box which needs repaired. He has gotten a price on
the repair which is X250.00 for the part and X80.00 far
labor. He has checked several places and the part appears to
be the same price. He said Leibrands will install it for
$80. 00.
Karr moved that the steering box be repaired an Car 92
far the cast of X330, including cost of part and labor,
seconded by Teters, the vote was Karr, Teters, Wedua and Rule
aye.
Chief Bayless said that they have been getting lots of
false fire alarms which are very costly to the City. He would
like to get an ordinance passed where the person ar business

responsible for the alarm is penalized far false alarms, an
ordinance similar to the burglar alarm ordinance. This
matter was discussed and it was suggested that Chief Bayless
check with North Kansas City and the Municipal League far a
model ordinance.
Mayor Burch brought up the matter of K. T. Whittlesey
getting a business license to install sewer connections. It
appeared he was overcharged X24.30. It was agreeable by the
Board to refund the X24.30 to Mr. Whittlesey and this be
included an the disbursement ordinance.
The matter of duplexes and rental properties was
discussed as to whom should be responsible far the payment of
the sewer fees, especially when the buildings are vacant. It
was decided to check out the possibility of passing an
ordinance whereby it is the responsibility of the owner of
the property to see that the sewer charge is paid.
Mayor Burch said there are several business na longer
operating in the City which owe past due sewer bills. She
said that she will continue to try to collect these bills.
Mayor Burch said that she has talked to Jahn Jessup in
charge of Avatar Utilities, a subsidiary of Missouri Cities
Water Company, who is currently doing the sewage billing far
multiple family dwellings, commercial and industrial users
within the City of Riverside. Mr. Jessup is willing to
provide the City with a monthly printout of usage of water by
City of Riverside and have asked far a report for any
additional users of water and also for any water users that
move from the City.
Mayor Burch has talked to Theresa Garrison, 343 NW
Woodland, concerning her connection with the City sewer and
Ms. Garrison obtained several bids far this pra~ect. This is
the resident where the City said they would install the sewer
to within 50 feet of the Garrison's house. The total
distance is approximately 150 feet.
Rule moved that the City pay X800 to Therese
Garrison far the installation of 100 feet of sewer at X8.00
per fast at 343 NW Woodland, seconded by Karr, the vote was
Wedua, Karr and Rule, Teters, yes; Shepard and Marshall
absent.
Rule moved that Bill No. 92-62 being $ill apprr_,ving the
plat of Michael Kennedy 6e placed on its first reading,
seconded by Wedua, the vote was Wedua, Karr, Rule and Teters
aye; Shepard and Marshall absent.
Rule moved that bill Na. 92-62 be placed an its second

reading, seconded by Wedua, the vote was Wedua, Karr, Rule
and Teters, aye; Shepard and Marshall absent. Whereupon, the
Bill having been made available far public inspection prior
to the consideration of the Board of Aldermen, Bill No. 92-62
was passed.
Teters is excused this part of the meeting.
Mayor Burch said the news letter is going out very
short 1 y.
Mayor Burch said that on Tuesday, December 1, 1992, they
will have the Christmas Tree lighting in the Rark and the
Parkville Middle School will sing - 6:00 p. m. to 7:00 ar
7:15 p. m.
Riverside Chamber of Commerce will have their Christmas
Dinner and Dance an Saturday, December 5, 1992.
City of Riverside, Missouri will have its Christmas
Party on Sunday, December 6, 1992, at the David Theatre.
Mayor Burch received a letter from Knappco regarding
their talk with the Mayor and about their constructing a
sewer line under the BN Railroad tracks. This matter was
discussed as to whether this line should be increased in size
having in mind other business facilities which may be
constructed in the area and would want to use the sewer line.
Mayor Burch also said Knappco asked for the holes in the
road to be repaired. She informed them that this would be
done one more time and that a benefit road district should be
formed.
A letter from Cablevision was received
that the Federal Gover^nment requires that in
that a person has to be specified to receive
with regard to the cablevision. Mayor Burch
has given them Grace Kemerling as the person
calls.

money they can spend is a 1988 John Deers far X19,000. It has
1500 hours on usage of the machine. The Board was in
agreement to purchase the John Deere for X19,000.
Chief Bayless said the dinner for the senior citizens
will be December 14, 1992.
Mayor Burch said that the Platte County Economical
Development, will have a recognition night for people in
small businesses who have done outstanding voluntary work.

This is to represent the two counties of Clay and
Platte. The Mayor said that she would recommend Ed and Kathy
Rule, owners of the Career Cafe.
Chief Bayless. said that there will be a Northland
Citizens Crusade award presentation an December 21, 1992 and
he will recommend three of our Public Safety people, i. e.
Tam Archibald far his work on vehicle safety and safety
belt usage; Daryl Karr far his CPR work in saving a life; and
Mike Shelton with his work an saving the life of a bleeder.
A letter from the State of Missouri, Division of Safety,
has proclaimed the month of December as Drunken Driver
Awareness month.
Rule moved that the City proclaim the rnanth of December
as Drunk Driver Awareness month, seconded by Karr, the vote
was Wedua, Karr, and Rule, yes; Teters, Marshall and Shepard
absent.
Rule again brought up the matter of employing a City
Manger. This matter was discussed.
City Clerk Grace Kemerling received the Municipal Court
Clerk's report for the month of July an August 14, 1992 and
the Municipal Court Clerk's report far the month of August
was received by City Clerk Grace Kemerling on September 21,
1992.
There being no further business to come before the
Board, upon motion duly made, seconded and passed, meeting
ad~aurned at 9:55 p. m.
