Those pr^eser~t were Aldermen Wedua, Teters, Karr^, Shepard, Rule and Mar^shall; Mayor Betty Bur^ch called said meeting to car^der^. It was decided to dispense with the reading of the Min~_ites of November 17, 1992 and December 1, 1992 fc~r the present time. Carolyn DeGeorge, 5~1 NW 41st Street, Kansas City, MO presented Business License far Bab DeGeorge tF Associates, General Commercial Contractors, at 4~8 NW Business F'ark Lane. This was approved subject to the payment of the fee. Dennis Bierman, 441,: NW 65th Street, Kansas City, MO presented Special Use Permit, B~_iilding Application and B~_isiness license for Midwest F'er^fr_,rrnance, Inc. (sale and star^age of boats), 501 NW Par^kway. In order^ far Midwest F'erforrnance, Inc. to dr_. business ire this area, the zoning ordinance has to be amended. The pr^oper^ notices of rezoning were published ar~d the Planning Commission r^ecomrnended to the Board the amending of the Zoning Ordinance to include the r^etail sale ar~d str_~rage ~~f boats, by Special Use. Rule moved that Bill N~1. 92-67 be placed are its first reading, said Bi 11 pr^ovides for^ the amendment of the Zr_~ning Or^dinance to include the retail sales and star^age of boats in the Camrnercial area, seconded by Mar^shall, the vote was N.ar^r, Shepard, Teters, Marshall, Wedua and Rule, aye. Shepard moved that Bill No. 92-67 be placed on its second reading, seconded by Wedua, the vote was Karr, Shepard, Teter^s, Mar^shall Wedua and Rule, aye. Whereupon, the Bill having been made available far public inspectir,n pr^iar to the consideration of the Boar^d of Aldermen, Bill No. 92-67 was passed. Wed~_ia moved that the Special Use F'errnit for Midwest Per^farmance, Inc. be approved, subject to the payment of the fee and sub,7ect to there being crr~ly two boats stored on the outside of the building for^ a six-month per^icid,. if these two beats are not Bald within six-months, an extension of tune will have to be r^equested, seconded by Teters, the vote was Kar^r, Rule, rarshall, Teters, Wedua and Shepard, yes. This was appr^GVed subaect to the payment Gf the fee. Michael Archer, 470 N. Dr^uy, Kansas City, MO presented a Special Use Permit and Business License fGr A and J RutG Sales at X504 NW Platte r^oad. This is for the sa).e of used car^s and tr~_rcks. Kerr^r moved that A and J Auto Sales' Special Use Permit be apprGVed subaect tG the payment of the fee, secGnded by Rule, the vote was Teters, Shepard, Marshall, Wedua, Karr ar~d R~_rle, yes. A and J AutG Sales' Business License ApplicatiGn was appr^aved subaect to the payment Gf the Fee. Jerr^y Conley, 5006 N W 5tr^athbury, carne before the Mayer^ and Berard regarding his sewer bills. He said that he has a limited income and cannot wGrk because Gf his health and cannot affor^d tc. pay the sewer bill. He a1sG said he cannot aff~!rd tc~ pay the expense r_,f having the sewer connected and does net intend tG dG sc.. This matter was discussed and the Mayer and Beard advised they wGUld have to take this complaint under advisement. The Mayer and Bear^d thanked Mr^. Conley for^ coming in. C. E. Smith, of Transport, Ir~c. , 15705 C SGUth BrGadway, St. LG~_ris, Ma and Terry Hannah, R#36 '3405 N Highway, F'ark.ville, Ma were present to discuss with the Mayar^ and Board the parking Gf C. E. Smith's tr~_rcks on hard surface at 4301 NW Tullison Lane. Mr. Hannah said that this has never been hard surface and that he thought it was grand~- fathered in and did net have to make the parking area hard surface. Mr. Hannah said he wc~~_rld be willing to make the err^ea around the office hard surface. This matter was disc~_issed and Mr^. Smith could continue to par^k the tr~_rcks until the Mayar and Beard looked intG the matter further. Verne Davis, X348 NW WGad 1 and and Leann Z i rnmer^mar~, '304 Valley Lane said they are representing a gr~~+up of People from War^d I because they are net being represented Gn the Beard by Ward T. They said that Sheree Shepard has been absent lots Gf times and they would like tG see someone who will be present all the time. They wanted to knew what the MayGr^ ar~d Beard could dG. 5heree Shepard said that she is able tG attend the meetings r,c,w, since the school she has been attending has ended. A count of hands showed that nine people present would like to see Sher^ee Shepar^d replaced. Dave Williams, Missouri Cities Water Company, Route #1, 23740 Highway 371, Dearborn, MQ 64439 spoke t~~+ the Mayor and Hoar^d concerning the Ridgewood Estate Sewer System. He would like to have the City execute the agr^eement between the City and Water^ Gompar~y so that Ridgewood Estate can be connected to the Riverside Sewer^s. He said that they were willing to pay their^ share of X21.88 per^ house per rnor~th and he said that they will accept all the responsibility of the sewers up to the connection with the City cif Riverside Sewer. Mr^. Williams thought that in the meetings with Dan Witt, Mayor H~.rrch and himself wer^e fairly close to closing the agreement. He said that their' sister company AVATAR, in Florida, does all the billing and they have sent a letter tc~ River'side, stating that the last date they will collect for a~_rr sewers is December 31, 1992. Mr. Wi 11 Tarns advised the Mayor and Hoar^d that AVATAR would like to sell all the Water Gornpanies in the four northern states ire their' ar^ea and it wi 11 do no mar^e of the bi 11 ing for these companies. Mr^. Williams said that he did not know that they were not going to continue the ser'vice after December 31, 1992, b~_it will call them to see if the tune can be extended and will advise Mayor' Hurch. He said he wo~_ild cer^tainly like the Lity tr_. do whatever possible to expedite the Agreement which would allow Ridgewood Estate t.~ connect to the Sewer. Mayor H~.rrch said she will check with City Attorney Dare Witt regarding this matter and will advise Mr. Williams. Rick Hedgecock was the spokes person far a gr^oup cif citizens (13) who wer^e pr^esent in favor' of animal coutr^ol. He told the Mayor and Haar^d about the people wha would cantr^ibute to the building of an animal shelter and alsc~ people who would help to operate it. This matter was disc~_issed and Mayor Hurch said that Mr. and Mr^s. Yr_,ung have c~~mpleted the papers to donate the David Theatre to the City and that they^e is space behind the Theater to have the storage of the City equipment and the sand and salt. She also said that it was a thought to have the Animal Shelter at the end of Vivion Road. Mayor Hur^ch said that this wo~_rld be a spring pro,7ect and they will keep working on it. Rule moved that there be a recess, seconded by Karr, the roll was called and vote was Wedua, Teter^s, Karr, Shepard, Rule and Marshall, yes. (Owr~er^ of the BN property) They said they will be in touch with the City after they have completed their~ plans on the development of their~ pr^oper^ty. A letter^ fr^arn American Cable Vision, dated December 1~D, 1992, concerning their' deer~easing and increasing certain pr^o grams. May~~~r B~_irch said that Mr^. and Mr^s. Young have competed their war^k an the documents to donate the David Theatr^e to the City. Mr~. Young did r^equest that the Mayar^ or Board of Aldermen of the City be on the David Theatre Board. Chief Bob Bayless said that he was going to be a Board rnernber and Mayar^ Burch said that she will sit in on as marry meetings as possible. Karr moved that Bill No. 92-68 be placed an its first reading, said Bill provides far the City of Riverside to accept the David Theatr^e fr^om Mr. and Mrs. Young, seconded by Marshall, the vote was Wed~_ra, Marshall, Teter^s, Rule, N.arr and Shepard aye. Karr moved that Bill No. 92-68 be placed are its seccmd reading, seconded by Teter^s, the vote was Wed~_ra, Mar'shall, Teters, Rule, Karr~ and Shepard aye. Whereupon, the Bill having been made available far p~_rblic inspection prior' to the consider~atian of the board of Aldermen, Bill No. 98-68 was passed. Kar^r^ rnaved that Bill No. 98-69 being bill pr^c~viding fc~r~ the appropr~iatian of rnar~ey out of the General Fund of the City r_~f Riverside, Missour^i for~ the payment of indebtedness as listed therein be placed an its first r^eading, seconded by Teters, the vote was Wedua, Mar'shall, Teters, R~_ile, N.arr and F`age ~, Mir,. ~=~f Reg. Chief Rayless said that the F`uhlic Safety Departrner,t had applied far^ a gr^ar,t to Rural Garnrn~_~nity Fire Pr^r_~tective Department, a divisi~~r, of Misso~_iri Divisir_~r, r_~f Cor,servatic,r, and this has been received in the Burn cif X755.00. Chief Rayless said that he has received the ordir,ar,ces fr^c~m the surrounding cities r^egarding c~.irfews. He will review them and r^epor^t to the Raard. Chief Rayless said he has checked with vas^ious cities regarding charging fr_,r^ false fire alarms and it appeared the ether cities do rn~t have an ar~dir,ar,ce r^egar^ding this matter^. Chief Rayless said Jirn Ra~_~ghman is going tc~ the Doctor tc~rnorraw and it is hopeful that he will be able to c~~rne to work car, light duty. Chief Rayless is to let Mayor^ R~_irch kr,~.w if E+aughmar, does ret~_ir^n t~~~ light duty wank so that the Workmen's Compensation people will be notified. Karr thar,k.ed ever^yor,e far^ the nice Chr^istrnas Par^ty. Shepard inquired what the Raard was g~.,ing to do regar^ding the people wanting her to not be on the Raar•d and what it would take to get her^~~ff the Roard. Rule thanked ever^y~~r,e far^ award he and Kathy received an behalf of the Car^r,er Cafe. Mayas Rur^ch inquired of the Roard what to dc. with the people why:, are delir~q~_~ent with their^ Sewer Rills. It was the consensus of the Roar^d to take them t~~~ co~_ir^t ar^ whatever it takes to get the people to pay. It was br^ought r_•~ut that the f~~+~_ir^ cottages an NW Platte were cleaned up. Rule wanted tc~ k.r,ow what it would take tc~ clean up Mer^rimac. This will be leaked into. Mayor Rurch said that she has not had the r_~ppor^tunity to check. the b~_idget with regard tc. the request far a fifty cents increase fir, Rick.
