UTES OF REGULAR MEETING OF BOARD OF
RMEN OF CITY OF RIVERSIDE, MISSOURI

.~/yy~~ Feting of the Board of Aldermen of the City of
- _~i was held in the City Hall in Riverside, MO on
~, 1991, at 7:30 p.m. Those present were Aldermen Marshall,
Teters, Karr, Rule. Shepard (absent first part of meeting) and
Richardson absent. Mayor Betty Burch called said meeting to order.
It was decided to dispense with the reading of the minutes of
March 19, 1991 for the present time.
John Phillips, 5015 NW 87th Street, K. C., MO presented
Business License Application for Phillips Sound Labs at 1920 NW
Platte Road. This is for the wholesale of Consumer Electronics -
Auto sound systems. This was approved subject to the payment of
the fee.
(Shepard present at this time, 7:50 p.m..)
Steward Hunt, 412 NW 43rd Ter. Kansas .city, MO 64116 was
presenting, representing Garney Construction regarding a hearing on
the subdivision of Lots 4 and 5 in Indian Hills. It appeared all
notices had been published and the Planning Commission had its
hearing. Two people, namely Carl Gustafson and John Temberlake,
were present at Planning Commission hearing who were concerned with
the drainage from these lots when construction was started. The
Garney representative said when any grading is started, these
people will be notified. This matter of drainage was again
discussed and Mayor Burch requested City Clerk Kemerling to notify
all property owner adjacent to this property when a permit for
grading is requested.
Karr moved that Bill No. 91-16 be placed on its first reading,
said Bill provides for the approval of the Subdivision of Lots 4
and 5 in Indian Hills, seconded by Marshall, the vote was Rule,
Shepard, Marshall, Teters and Karr aye; Richardson absent.
Karr moved that Bill 91-16 be placed on its second reading,
seconded by Teters, the vote was Rule, Shepard, Marshall, Teters
and Karr aye; Richardson absent. Whereupon, the Bill having been
made available for public inspection prior to the consideration of
the Board of Aldermen, Bill No. 91-16 was passed.
Mr. Hunt extended the invitation to the Open House in Briar
Cliff North on Friday, 5 to 8 p.m.
Mr. Schmude of Northcrest Apartments presented a letter to the
Mayor and Board as requested, setting out.what they planned to do
with regarding to bringing their streets up to City Specs and
requesting the City tb accept them. They would in turn donate 3.59
acres of proper to the City for a Park. This matter was discussed.

Chief Bayless said that he would study the matter and give his
opinion at a later date concerning the City accepting the Streets
in Northcrest.
Barbara Tomblinson, 1523 NW 64th Ter., K.C., MO 64118, Dustin
Shepard, Kathy Elwood, and Mr. and Mre. Charles Hines were present,
representing New Life New Start Ministeries. Barbara Tomblinson
was the spokesperson and explained that she had started this
project about two years ago. This is for the homeless. This is at
4829 Ao~materad Terrace, Lot 9. Sire explained timt t3~e pea~pia erne
screened very thoroughly; they are allowed to stay not longer than
90 days and there are certain rules that each person has to live up
to. She said she is very strict and has turned many people away
and also many people were moved out because of their not adhering
to rules. At the present time, she said there are many people who
would like to work, however, they have children and need care for
them. They had planned to open a day care center to take care of
the children, charging very minimal fees for the first child,
second child, etc. They are requesting a per~cit for this nursery.
The State has waived their fee requirement for State License and
have approved such a day care center. The City will check out the
area where the day care center is to be and will be in touch with
Ms. Tomblinson. The building they are in now is a four-plex.
There is a work room in part of the first floor and they would like
the day care center to have part of the first floor and perhaps
some of the second floor. It appears Ms. Tomblinson applied for a
permit for the day care center and that a Special Use permit is
required. It appeared the Aldermen were interested in the safety
of the Children and wanted to know if they would work with our Fire
Chief Shelton with regard to the inspection of the building and
perhaps if it passed the inspection that they would continue for 60
to 90 days and go from there. The Board of Aldermen and Chief
Bayless agreed that after all inspections were made and this area
was approved for the nursery that the City waive the $150.00
Special Use Permit for New fe New Start Ministeries. They said
that there will be a fence put up in the back for the children's
protection. Chief Bayless is to inspect the building and get a
scale drawing of same. Also the City would like to have a copy of
the Certificate of Insurance on this project and a site plan.
The minutes of March 19, 1991 were read and approved as
corrected.
Chief Bayless said that he and Chuck Islay have had a verbal
agreement that if anything goes wrong or the first incident that
happens, there will be a reevaluation of the license.
Karr moved that Bill No. 91=17 be placed on its first reading,
said bill provides for the Finance Committee to go out for bids on
$1,000,000, seconded by Rule, the vote was Shepard, Teters,
Marshall, Karr, and Rule aye; Richardson absent.

Rule moved that Bill No. 91-17 be placed on its second
reading, seconded by Marshall, the vote was Shepard, Teters,
Marshall, Karr and Rule aye; Richardson absent. Whereupon, the
Bill having been made available for public inspection prior to the
consideration of the Board of Aldermen, Bill No. 91-17 was passed.

Wedua spoke to the Mayor and Board saying he represented the
Football League concerning the new field being constructed east of
the City Hall and said that all the City would be out would be the
cost of seeding the area. However, it was brought out that Jim
Burch said that the City would be out nothing, the Football League
people would reseed the area.
Mayor Burch said that there will be a meeting of the Missouri
Public Service people regarding the proposed increase water rates.
This meeting will be on May 15, 1991, 1:30 p.m at Platte City in
the Administrative Building. She said she would like to have as
many aldermen present as possible and any residents who have any
complaints regarding the water service.
Mayor Burch said that Jeremiah Finnigan's fee for this first
part will probably run around $12,000, which isto be divided
between the six entities on the basis of the water meters in each
entity.
There will be another meeting in Jefferson City and their will
probably be more fees from Mr. Finnigan.
Mayor Burch said she has been approached to annex Misty Woods.
Rule said while he was campaigning some subjects were bought
up, i.e. (1) Guard rail at Bamford's place. (2) Moats said he was
the only person that has a culvert and other people need culverts.
(3) Fire Hydrant at South and Hillside - ground left rough will
large pieces of cement;(4) Streets are falling apart (5) Brophy was
inquiring where the sewers were going to be, and should the City
have increase in sales tax.
Teters inquired when the streets were going to be cleaned of
the winter's salt and sand. Mayor Burch said they are getting bids
on the job.
Mayor Burch said that the City seems to be getting more and
more junk cars. ,

Mayor Burch said Fred Welkin renewed Charley Stewarts
remodeling application.
Chief Bayless read a letter from Gladstone's Fire Department
thanking the City of Riverside's Public Safety Department for the
help given them.

Chief Bayless read a letter of resignation from Louise Russick
as Dispatcher.
Marshall moved that Bill No. 91-18 being bill accepting the
resignation of Louise Russick as Dispatcher, seconded by Karr, the
vote was Shepard, Karr, Teters, Marshall and Rule aye; Richardson
absent.
Rule moved that Bill No. 91-18 be placed on its second
reading, seconded by Marshall, the vote was Shepard, Karr, Teters,
Marshall and Rule aye; Richardson, absent. Whereupon, the Bill
having been made available for public inspection prior to the
consideration of the Board of Aldermen, Bill No.91-18 was passed.
Karr moved that Bill No. 91-19 be placed on its first reading,
said bill provides for the employment of Sean Ripper as Dispatcher,
seconded by Marshall, the vote was, Rule, Marshall, Shepard, Karr
and Teters, aye; Richardson absent.
Rule moved that Bill No. 91-19 be placed on its second
reading, seconded by Marshall, the vote was: Rule, Marshall,
Shepard, Karr and Teters, aye; Richardson absent. Whereupon, the
Bill having been made available for public inspection prior to the
consideration of the Board of Aldermen, Bill No. 91-19 was passed.
Chief Bayless passed out reports from the Fire Department and
Investigation Reports, provided by Mike Shelton and Marty Rowe,
respectively.
Mayor Burch requested permission to purchase banners to
announce the 40 year-anniversary of Riverside. These would be 30'
x 5' long and would cost approximately $1500.00.
Rule moved that the City purchase the banners for the cost of
approximately $1500 for the 30" x 5' banners, seconded by Marshall,
the vote was Karr, Marshall, Teters, Shepard and Rule, yes;
Richardson absent.

Mayor Burch said that Dwayne Hulebert had reported to the
Water Tower to do some work on the radio equipment and his car was
damaged while on the way. She would like to have permission to
have the vehicle repaired. This matter was discussed and it was
the consensus of the Mayor and Board that after this, there should
be a ruling that anyone working for the City in this manner should
come to the City Hall and have a City employee transport the person

Chief Bayless said that during the past couple of weeks, he
had the opportunity to show some visitors from St. Louis vicinity
the City of Riverside and they were amazed of how clean the City
looked.
Chief Bayless said that the waiting area he had constructed
had turned out very well and it cost more like $1400 than the $2000
authorized. He also said that the camera has a capacity of adding
two additional cameras.
There being no further business to come before the Board, upon
motion duly made, seconded and passed, meeting adjourned at 10:35
p.m.
