HomeMy WebLinkAbout1991-04-09. .- MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI "' APRIL 9,,1991 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, on April 9, 1991 at 7:30 p.m. Those present were Teters, Karr, Shepard and Marshall, Rule and Richardson absent. Mayor Betty Burch called said meeting to order. The minutes of April 2, 1991 were read and approved as corrected. It was reported that the New Life New Start Ministries had moved the shop out of one of the apartments and were going to use two apartments for the day care center for children, however, they had intended to be open 24 hours per day. The County Clerk's report on the City of Riverside's election of April 2 was as follows: Ward One - Shepard - 63 votes /~de~, ~hra'sh - 48 votes Ward Two - Wedua - 34 votes Ward Three - Rule - 61 votes Whittlesey - 24 votes Karr moved that Bill No. 91-20 be placed on its first reading, said bill canvassed the return of the election of the City of Riverside, Missouri as follows: Alderman, Ward one.- Shepard - 63 votes ~~~P,~ ~ki'nait- - 4 8 votes ; Alderman, Ward two - Wedua - 34 votes Alderman, Ward three - Rule - 61 votes - Whittlesey - 24 votes seconded by Teters, the vote was Shepard, Marshall, Teters and Karr aye; Rule and Richardson absent. Marshall moved that Bill No. 91-20 be placed on its second reading, seconded by Shepard, the vote was: Shepard, Marshall, Teters and Karr aye; Rule and Richardson absent. Whereupon the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-20 was passed. A recess was called. During the recess, Aldermen Shepard and Wedua were sworn into office as Aldermen by City Clerk Grace Kemerling. The meeting reconvened. The roll was called and Aldermen Teters, Karr, Shepard, Marshall and Wedua present, Rule absent. Mayor Burch presided over the remainder of the meeting. r Minutes of Reg. Meeting Page 2, 4-9-91 Steve Warqer and Kathy Aust of McDonald and Warger were present for the opening of the bids covering plans for the Young Park. The bids were opened and are attached hereto and made a part hereof . Rule is present at 8:30 p.m. and was sworn into office as Alderman of the Third Ward by City Clerk Grace Kemerling. Mayor Burch said^~d choose a committee to study the bids for the plans of the Park. She suggested Leann Zimmerman, Gary Brenner, Sheree Shepard, Jimmy Karr and herself to study the bids and report back to the Board. Karr moved that Leann Zimmerman, Gary Brenner, Sheree Shepard, Jimmy Karr and Mayor Burch be on the Committee to study the Bids for the Plans of the Park, seconded by Marshall, the vote was: Teters, Wedua, Shepard, Rule, Karr and Marshall yes. Karr moved that Bill No. 91-21 be placed on its first reading, said bill provides for the acceptance the parcel of land as described herein and listed as Line Creek Properties for Riverside park, seconded by Rule, the vote was Wedua, Shepard, Marshall, Rule, Teters and Karr aye. Karr moved that Bill No. 91-21 be placed on its second reading, seconded by Marshall, the vote was Wedua, Shepard, marshall, Rule, Teters and Karr aye. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-21 was passed. Karr moved that Bill No. 91-22 be placed on its first reading, said bill provides for the City to accept the parcel of land from Clara H. Young and E. H. Young on the following described property of land as set out herein, seconded by Wedua, the vote was Shepard, Rule, Marshall, Teters, Wedua and Karr aye. Wedua moved that Bill No. 91-22 be placed on its second reading, seconded by Karr, the vote was Shepard, Rule, Marshall, Teters, Wedua and Karr, aye. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-22 was passed. A discussion was had concerning limiting the amount of fi~ works license to be issued in the City. ? Marshall moved that there be two wholesale fireworks license issued in the City of Riverside, seconded by Rule, the vote was Karr, Teters, Marshall, Wedua and Rule, yes; Shepard excused. r Minutes of Reg. Meeting Page 3, 4-9-91 The following bids were received on sweeping the streets: Delta Sweeping - $1260.00 or 18 hours at $70.00 per hour Benwell Parking Lot Maintenance - $70.00 per hour. Marshall moved that Delta Sweeping be awarded the bid, seconded by Wedua, the roll was called and votes were Karr, Marshall, Rule, Teters, Wedua and Shepard, yes. Mayor Burch said that Patty Garvey of Garvey Construction talked to her and said that the Open House they had was such a success that they had gotten together and wanted to know if '~~ Riverside would be interested in going in with them and have a ~,,,,n/j , /Y picnic around the Fourth of July, they would. have the picnic at `jr~-C-:-~~') (;~ their lake and the would provide the firework display. This matter was discussed and further information concerning where the firework display could be held would be obtained. Rule and Wedua will contact Mrs. Garvey concerning the fireworks. Mayor Burch sa would like to have a presentation at the Mayor Burch brought up the Appreciation Dinner which has been held for the last three years. She was invited to the s-• ~t~-~' R@ and the speaker was Joe Calhoun. She said he was very good and would like permission to have him speak at our Appreciation Dinner. His fee is $1,000. David Theatre fall festival. This would be called "Yesterday, Today and T morrow" It would possibly be from 6 to 8 p.m. and discussed about the fee to charge either $3.50 per person or $4.00 per person. Rule moved that the City have Joe Calhoun speak at the Appreciation Dinner, May 20, 1991, for the sum of $1,000.00, seconded by Teters, the vote was Teters, Wedua, Rule, Marshall and Karr, yes, Shepard excused. Chief Bayless said that The New Life New Start Ministries have decided to use the two apartments on the first floor as the Day Care for the children. He said that even though the state has waived their fee for license, the City still has to be concerned for the safety and welfare of those involved in the project. lim.~ Bayless suggested that the City should have these people follow the rules and regulations we have. City Attorney Don Witt should also write a letter concerning this project and we should also get a- copy of the insurance certificate. r Minutes of Reg. Meeting Page 4, 4-9-91 As a reminder, Chief Bayless said there would be a Police Committee meeting on April 16, 1991 at 6:15 p.m. There being no further business to coma before the Board, upon motion duly made, seconded and passed, meeting adjourned at 10:45 p.m. r
