Thr_,se present were Aldermen Brenda Teters, Ed Rule, Sheree Shepard, Jim Wedua, and Jirnrny Karr. Alderman John Mar^shall was absent. Mayr_~r Betty Burch called said meeting to order^. Ken Farris, 1511 cc^2nd Terrace, Lawrence, Ks. 66046 and Dan Rabe, 1612 N Bell Street, Fremont, Ne. 68025, representing Nebraska Fir•ework.s applied for a license to sell firewor^ks at 2505 NW platte Rd. This was approved subject to them s~_ipplying the City Clerk with a certificate of insurance for firewr_,rks, payment of fees and the clean up bond. Jim Martin, 11710 E. 40th St., Independence, Mo. 64052, representing Martin Fireworks applied far a license to sell firewor^ks at 1'320 NW platte Rd. This was approved sub,lect to them supplying the City Clerk with a certificate of insurance f.}r fir^ework.s, payment of fees and the clean ~_ip bond. Mike Johnson, 1350 pr^esented a firewor• Gateway. This was City Clerk with a payment of fees and NW 82nd St., Kansas City, Mo. 64118, ks application to be located at 4403 NW approved subject to them supplying the certificate of insurance for fir^eworks, the clean ~_ip bond. Al Manning, Route # 1, Bc~x 106, Kidder, Mo. 64149, presented applicatir_,ns for selling fireworks at 2300 NW platte Rd aqd 2500 NW platte Read. These were approved subject to them supplying the City Clerk with a certificate of insur^ance for fireworks, payment of fees and the clean up br_,nd. Mayor Burch said if they had any complaints to bring them to the board. They m~_ist control the customers as not to have tro~_ible. Be sure to read the fir^eworks ordinance and abide by carne. Mayer Burch stated it should be a good year for fireworks sales, since the war is over and everyone is feeling more patr^ic~tic and like celebrating. Mayer B~_irch added that she wo~_~ld like to the see the fir^eworks people participate in a fir-ewc~rks display fc~r the Fall Festival since this is the city's 40th year and a three day celebr^ation is being planned. Alderman R~_ile asked the fireworks people to participate with the Charnber• of Cornrnerce's firewor^k.s display. Minutes of Reg. Wahl stated that they should be finished filling withr_,ut ~ or 3 weeks. Alder^man Kar^r made the motion to appr^aved the renewal for^ the grading & filling permit, seconded by Alderman Wedua. Matian carried by the fallr_,wing vote: FOR: Karr, Wedua, Teters, Shepard, and Rule. Mar^shall absent. A delegation fr^~~m the Riverside Tawnhauses was present to talk. about the Coach Lite situation. Chief Bayless stated the Dept. c ~f P~_ibl is Safety has been monitoring the sitt~at ion since Apr^il 6, 1991. At the Saturday night events, there have been la~_~d noises, cars par^ked in the Townhouse parking areas, cars have been towed away. There have been beer cans and battles numbering between 65 and 7Q~ that were picked up one Saturday. Chief Bayless infor^med the delegation from the Townhouses to dc,c~_iment any dist~_irbance and be sure to call the dispatcher to r^epc~r^t any distur^bance of any kind. Mayor Burch stated she was greatly disappointed in the way Mr. Isley was operating his new venture. Mayor Burch also asked if things were better at the town houses since the hour^5 fc~r^ sk.at ing was r^educed. They said it was better. The Mayor^ and Bear^d of Aldermen promised they will take action an the tra~_tble at the skating rink. Again, they were urged to call with c~~~mplaints an cars in their parking lot, concern abo~_it their children, and be sur^e and keep dacurnentatian. A recess was called. Meeting reconvened, the roll was called and Karr, Shepard, Rule, Wedua, and Teters were present; and Mayor Burch pr^esides over^ the r^ernainder of the meeting. An A~_~tharization far additional services from E. T. Archer disc~_~ssed. Alderman Rule made the mat ion, sec~~~nded by Jimmy Karr^ tc. appr^aved Author^ization N~_irnber 4 which calls for engineering ser'vices pertaining to r^even~_ies, operations, maintenance, and overhead expense; and the preparation of rate schedules, earnings and expense statements, cash flow ar~d econarnic evaluatiar~s, feasibility st~.idies, appraisals and val~.iatians in can~unctian with development of user' char^ge or^dinances. The total fees for this service shall not exceed Twa Tha~_rsand Dollars ( 'Sc, ~Qi@. ~0) . The votes was as follows; FOR: Rule, Teter^s, Shepard, Kar^r^, iF Wedua. Mar'shall absent. Karr moved that Bill Na. 91-59 be placed on its first reading, said bill regulates the sale of fireworks within the City of River'side, Missouri and pr^avides penalties far the violation thereof. R~_ile moved that Hill Na. 91-29 be placed an its second reading, said bill regulates the sale of fir^ewar^k.s within the City cif Riverside, Missr_,uri and pr^avides penalties far the violation thereof. Alderman Karr seconded said motion, the v~~te was Shepard, Teters, Wedua, Rule & Karr aye, Mar^shall absent. Wher^ei_ip~1n, the bi 11 having been made available far p~_iblic inspection pricer^ to the consideration of the Hoard of Aldermen, Hill No. 91-29 was passed. Karr moved that Hill Na. 91-3@ be placed an its first reading, said bill prohibiting the tampering with any sewer system of the City of River^side, Missouri and providing penalties far the vial atian they^eaf. Alder^nran Shepard seconded said motion, the vote being Karr, R~.ile, Shepard, Wed~_ia, and Teters aye, Marshall absent. R~_ile moved that Hill Na. 91-3@ be placed an its second reading, said bill prohibiting the tampering with any sewer system of the City of Riverside, Missaur^i and providing penalties far^ the vi al atian thereof. Whereupon, the bill having been made available far^ public inspection pricer to the consideration of the Hoard of Alder^men, Hill Na. 91- 3@ was passed. Rule moved that Hill Na. 91-31 be placed an its first reading, said bill establishing pracedur^es far^ the callectian of delinquent sewer charges and imposing a lien against the premises far^ delinquent sewer charges. Kar^r seconded said rn~rytian, the vote being Shepard, Rule, Teters, Wed~_ia ~ Karr aye, Marshall absent. Wed~_ia moved that Hill No. 91-31 be place an its second reading, bill establishing pr^acedures far^ the callectian of delinquent sewer charges and irnpasing a lien against the pr^emises far^ delinquent sewer' char^ges. Teter^s seconded said m~ation, the vote being, Teters, Rule, Karr, Shepard ~ Wedua aye, Marshall absent. A letter frarn Hetty Larnpkin concerning trees near I-63~ along with a ~ 3@.@@ donation t~~ward the purchase of same. Also a letter' frarn Ronald D. & Margaret A. Infarrnatir_,r, given her placed the city°s population at 3,010 a deer^ease of 19E since the 1980 census. Mayor Bur^ch stated she felt these figures were not Carr^ect and had t a 1 ked t o the CenS U5 B~_irea u c~~ncerning these figures. Kar^r^ moved that Bill No. 91-3~ be placed on its first reading, said Bill pr^avides for^ the appropriation of money a~_~t of the ger,er'al fund ~.f the City of Riverside, for^ the payment of certain indebtedness as listed they^ein, seconded by Wedua, the vote was Shepard, Teter^s, Wedua, Rule A Karr aye. Mar^shall absent. Karr rnr_,ved that Bi 11 Nr_~, 91- 3:? be placed on its second reading, seconded by R~_ile, the vote was Rule, Wedua, Karr Shepard ~ Teter^s. Marshall absent. Whereupon, the Bill having been made available far public inspection prior t... the c~;~nsider^ation by the Board of Alder^rner,, Bill No. 91-3~ was passed. Gity Cler^k Kerner'1 ir,g r'epar^ted two businesses had not pur^chase their business licenses, being Riverside CanGCa and Nor^th Light Si_ipply. Kemer'1 ir,g was instructed to wr^ite Riverside Conoco and tell them to appear at the J~_tne 4th meeting, if they da not pay for' their license by then. It was stated that North Light Supply is na longer in business. Chief Bayless asked fur per^rnission to buy a file cabinet for' Commur,icatian Department at the cost of about ~ 400.00. It was suggested that they tr^y to find a used one to purchase at a lower pr^ice. Alder^mar, Wedua ask about sc~rne patching r^epairs r,r, Northwood Rd. Said the estimated cost to the City would be ar'o,.ir,d ~ 300. to ~ 400. After' same disc~.,ssior,, this was approved. Alderman Karr made a mr_,tian to let Seal-A-Matic patch the pat holes dawr, to the second drive way at Flernir,g Babcock, seconded by Alderntar, Teters with Karr, Wed~.ia. Teters, Shepar^d and Rule voting Aye. Mar^shall was absent. Alderman Rule made a moti~~n to get 3 loads of r^ock far Van De pr_,p,_ilier^ by the railr^oad cr^~~ssing. Wedua seconded said motiar,. The vote was Shepar^d, Teters, Rule, Karr^ & Wed~_ia AYE ar,d Mar^shall absent. May 8th will be a budget meeting.
