A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, MO on
September 17, 1991, at 7:30 p.m. Those present were Aldermen
Teters, Wedua, Rule and Marshall; Karr was present after roll call
and Shepard absent. Mayor Betty Burch called said meeting to
order.
It was decided to dispense with the reading of the Minutes of
September 3, 1991 for the present time.
Dan Hausman, raprsaenting Pennzoil oil Company, presented
Building Application for Bulk Storage of Motor oil. This was
approved subject to the addendum of the City Engineer's approval
and payment of the fee.
Sam Massorici and Pete Badalucco presented business license
for City Fish North Restaurant at NW Gateway and DIW Vivion. They
had previously completed a liquor license application for the sale
of beer only. This application had been reviewed and checked out.
Everything seemed to be in order on the Liquor Application.
Karr moved that the Liquor Application for the selling of Beer
only, with no Sunday sales, be approved, seconded by Marshall, the
vote was Wedua, Marshall, Teters, Karr and Rule, yes; Shepard
absent.
Karr moved that the Business License application be approved,
subject to the approval of the building by the County Health
Department and payment of the fee, seconded by Rule, the vote was,
Marshall, Teters, Karr, Rule and Wedua, yes; Shepard absent.
Riverside Chamber of Commerce applied for a one day liquor
license for September 27, from 8:00 p.m. to 11:30 p.m. Everything
appeared to be in order.
Karr moved that the City approve the Riverside Chamber of
Commerce Liquor License for one day, September 27, 1991, from 8:00
p.m. to 11:30 p.m., seconded by Marshall, the vote was, Wedua,
Karr, Rule, Teters and Marshall, yes; Shepard absent.
Each year the Platte county Business and Professional
Association have a mixer. This year John Brown agreed to have it
in one of his buildings in Platte Valley Park, if the City would
approve. This will be the 15th day of October. Everything has
been checked out and this appears to be in order.
Karr moved that we approve the Platte County Business and
Professional Association have a mixer at 200 NW Platte Valley Park
on October 15, 1991, from 5:00 p.m. to 9:00 p.m., seconded by

Marshall, the vote was: Karr, Marshall, Wadua, Tatars and Rule yes;
Shepard absent.
Rule moved that Bill No. 91-56 be placed on its first reading,
said Bill provides for the retaining of Daniel M. Czamansky as
Municipal Judge for the City of Riverside for two years, seconded
by Marshall, the vote was Karr, Teters, Marshall, Rule and Wedua
aye; Shepard absent.
Marshall moved that Bill No. 91-56 be placed on its second
reading, seconded by Rula, the vote was: Karr, Teters, Marshall,
Rule and Wedua aye; Shepard absent. Whereupon, the Bill having
been made available for public inspection prior to the
consideration of the Board of Aldermen, Bill No. 91-56 was passed.
Brian Schafer is interested in working one day a week, i.e.
every Saturday. Chief Bayless said he is quite knowledgeable in
the communication department and would recommend that he be hired.
Rule moved that Bill No. 91-57 be placed on its first reading,
said Bill provides for the employment of a part-time communication
specialist at the rata of pay of $6.00 per hour and that person be

Wedua, Karr and Rule aye; Shepard absent.
Karr moved that Bill No. 91-57 be placed on its second
reading, seconded by Rule, the vote was: Marshall, Teters, Wedua,
Karr and Rule aye; Shepard absent. Whereupon, the Bill having been
made available for public inspection prior to the consideration of
the Board of Aldermen, Bill No. 91-57 was passed.
Roy Henderson has completed his one year of employment with
the City and is due an increase in salary.
Rule moved that Bill No. 91-58 ba placed on its first reading,
said Bill provides for an increase in pay for Roy F. Henderson
after completing one year of employment with the City of Riverside,
in the sum of $54.08 par month, seconded by Karr, the vote was:
Teters, Wedua, Karr, Marshall and Rule aye; Shepard absent.
Marshall moved that Bill No. 91-58 be placed on its second
reading, seconded by Karr, the vote was: Teters, Wadua, Karr,
Marshall and Rule Aye; Shepard absent. Whereupon, the Bill having
been made available for public inspection prior to the
consideration of the Board of Aldermen, Bill No. 91-58 was passed.
Rule moved that we have Sam Aylett do a topography survey on
the Young Park for ,the sum of $3,000 which was the lowest and best
bid received,

seconded by Marshall the vote was Karr, Teters, Wedua, Marshall and
Rule yes; Shepard absent. (The other bid received was $4200 by Kaw
Valley).
Ths money expanded on the repair of the oommunication system
was assembled. It was decided to meet with the communication
people at the next regular meeting on October 1, 1991.
Marshall moved that Bill No. 91-59 be placed on its first
reading, said bill provides for the adopting of a formal procedure
for the procurement of architectural, engineering and land
surveying services for the City of Riverside, seconded by Teters,
the vote was Karr, Marshall, Rule, Teters, and Wedua aye; Shepard
absent.
Karr moved that Bill No. 91-59 be placed on its second
reading, seconded by Marshall, the vote was: Karr, Marshall, Rule,
Teters, and Wedua aye; Shepard absent. Whereupon, the Bill having
been made available for public inspection prior to the
consideration of the Board of Aldermen, Bill No. 91-59 was passed.
Rule moved that Mayor Burch and City Attorney Don Witt are
authorized to negotiate with Larkin and Associates with regard to
the engineering service on the Sewer Project, Karr seconded the
motion; the vote was Wedua, Teters, Karr, Rule and Marshall yes,
Shepard absent.
The Mayor and City Attorney are authorized to negotiate with
Kansas City, Missouri on the Reciprocal Sewer Agreement.
Missouri Cities Water Company is to respond to Riverside
regarding the Ridgewood sewer project.
The travel expense for Tom Archibald and Walt Bryan to a
seminar was discussed.
An update on the fall festival was made.
Karr moved that Bill NO. 91=60 be put on its first reading,
said Bill provides for the appropriation of money out of the
general fund of the City of Riverside, Missouri for the payment of
certain indebtedness as listed thereon, seconded by Teters, the
vote was Rule, Marshall, Karr, Teters and Wedua, aye; Shepard
absent.

reading, seconded by Karr, tha vota was Ruls, Marshall, Karr,
Teters, and Wedua aye; Shepard absent. Whereupon, the Bill having
been made available for public inspection prior to the
consideration of the Board of Aldermen, Bill No. 91-60 was passed.
Chief Bayless said the videos he requested shortly after he
came here have bean used for training in house.
Chief Bayless said he would like to have a chaplain for the
City. He said we have two churches in Riverside, one St. Mathews
and the other is the Riverside Baptist Church. He has talked to
Rev. R. R. Krueger of the Platte Woods Christian Lutheran Church
and he is willing to be the City's Chaplain.
Karr moved that R. R. Krueger be the City's Chaplain, seconded
by Rule, the vote was: Wedua, Teters, Marshall, Rule and Karr, yes;
Shepard absent.
City Clerk Grace Kemerling said that Municipal Court Clerk
Kathy Rose has turned in the Municipal Court Report for August,
1991, which has been accepted.
Wedua said he has a bids on repairing the tractor loader and
on a backhoe with and without a trade in. This matter will be
discussed further.
Making the railroad crossing into a four lane road will be
discussed later. BN, State Highway and Platte County will pay for
this project and will install the system.
Another matter to discuss is the electrical hook-up of the
four lift stations in connection with the sewer project.
There being no further business to come before the Board, upon
motion duly made, seconded and passed, meeting adjourned at 10:15
p.m.
