MINUTES OF REGULAR MEETING OF BOARD OF
ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
OCTOBER 1. 1991
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri, was held in the City Hall in Riverside,
Missouri on October 1, 1991 at 7:30 p.m. Those present were Wedua,
Teters, Karr, Rule and Marshall; Shepard absent and Mayor Betty
Burch called said meeting to order.
It was decided to dispense with the reading of the minutes of
September 3 and 17, 1991 for the present time.
Larry Yeager, 2302 Fayette, N.K.C., Mo, presented business
license application on behalf of Reynolds Electric at 244 N.W.
Parkway. This is for electrical contracts. This was approved
subject to the payment of the fee.
Tim O'Bannon, 14609 W. 60th Place, Shawnee, KS 66216,
presented business license application for Viron Corp, Engineer
consultants at 216 NW Platte Valley Drive. This was approved
subject to the payment of the fee.
Tom Holloway, 8417 NW 68th Street, Parkville, MO. presented
business license application for D M of MO, 116 NW Parkway. This
is for the manufacturing of brakes for vehicles. This was approved
subject to the payment of the fee.
City Attorney Don Witt is present at this time (8:00 p.m.)
City Attorney Don Witt spoke to the Mayor and Board regarding
the termination of E. T. Archer's service and made suggestions as
to handling the sewer contract. He said he has spoken to Larkin
and Associates.
The Mayor and Board agreed that City Attorney Don Witt go
ahead and get the information on the sewer project which he
suggested for the sum of $600 to $800.00.
Mayor Burch also announced that there will be a Meeting of the
Board of Aldermen on Tuesday, October 8, 1991 at 7:30 p.m.
Chief Bob Bayless introduced Phil Holman of Independence
Communication to explain to the City regarding the communication
system and why is has been down and what should be done to correct
the problem. Mr. Holman explained that the reason it is down is
because of the storm we had. He said he feels they have done
everything they could to avoid this problem, but it still happens.
It was suggested by the Mayor and Counsel that Mr. Holman contact
the manufacturer of this system to see if anything can be done. He
is to do this and report back to the City. Mr. Holman is

also to give us a free estimate as to what it will cost to put the
communication system back in working order.
Mayor Burch said that Woodbridge Seat Company contacted her
and asked if they could have a storage place on the outside of
their building. She suggested to them that they would need a
special use permit and also plant trees so it would cover the
storage items and they would not be seen by passer-bye. The Board
of Aldermen suggested that this should qo to the Planning
Commission for its opinion.
It was announced that American Cablevision will raise its rate
to $18.95, for standard service, effective November 11, 1991.
October 19 to 27, 1991 is National Wellness week and would
like everyone to tie red ribbons on trees, etc.
A letter was received from the Rugby people.
Concerning the Water Rate Case of Missouri Cities, Jeremiah
Finnigan's bill for services was received and prorated accordingly
for the Cities in Platte County which were represented by him.
It appeared the Missouri Public Commission allowed the Water
Company an increase of 9.47 as opposed to 21.74 which they
requested.
Mayor Burch said that Steve Yates worked Tuesday, Wednesday,
Thursday, Friday and 1/2 day Saturday and would like to pay him
$6.50 per hour (This concerns the Fall Festival). The Board and
Mayor were in favor of paying Steve Yates.
It was brought out that Was Syler requested that they
have permission for a container at the football field to put their
equipment in. This would be for approximately 30 to 60 days.
Clean up days will be this coming Friday, Saturday and Sunday
and again the same three days the next week.
Mayor Burch said that the City has until January 1, 1992 to
comply with the solid waste and it was suggested to have BFI handle
our solid waste.
Wedua said he would like to implement the 50's dance every
year before the Fall Festival.

Wedua said there era several lights out on the ball diamond
and would like to have them replaced. It was suggested to have
Fred Wilkin check the type of lights and the cost to have them
replaced.
Chief Bayless said they received a "Thank You" from the
Muscular Dystrophic Association - Missouri Valley Chapter for the
1991 contribution of approximately $175,000 from the county.
Chief Bayless said they had received correspondence from
Marcell Felix, Special Agent of the AT&F, thanking Walt Bryan for
all the work he had done from November 10, 1990 to date.
Chief Bayless said they would like to get more videos for
training purposes and he was able to find some State Funding.
Chief Bayless said they will enter the Department of Public
Safety's float in Gladatona's parade.
The Overtime was approved for payment.
Mayor Burch said that Mark Twain Bank needs a resolution
authorizing Betty Burch and Jean Grogan to sign City documents.
Karr moved that the City resolve that Betty Burch and Jean
Grogan have authority to sign certain documents pertaining to Mark
Twain Bank, seconded by Marshall, the vote was Wedua, Karr, Rule,
Marshall and Teters yes, Shepard absent.
There being no further business to come before the Board, upon
motion duly made, seconded and passed, meeting adjourned at 10:55
p.m.
