HomeMy WebLinkAbout1991-10-08/~- ~~^~{ `'~'l ~iu----- 1~,i1,~s ITES OF REGULAR MEETING OF BOARD OF ALDERMEN CITY OF RIVERSIDE, MISSOURI OCTOBER 8, 1991 Minutes of regular meeting of the Board of Aldermen of the City of Riverside, Missouri, held October 8, 1991, at 7:30 p.m. Those present were Aldermen Wedua, Teters, Rarr, Shepard and Rule; Marshall absent. Mayor Betty Burch called said meeting to order. It was decided to dispense with the reading of the Minutes of September 17 and October 1, 1991 for the present time. A letter dated October 8, 1991. from City Attorney Don Witt was read, this pertained to the entering into an agreement with Larkin and Associates for the designing of the sewer system. Teters moved that Bill No. 91-61 being bill authorizing the City to enter into an agreement with Larkin and Associates for the supervising and designing of the sewer project, seconded by Karr, the vote was Teters, Karr, Wedua, Rule, and Shepard aye; Marshall absent. Rule moved that Bill NO. 91-61 be placed on its second reading, seconded by Wedua, the vote was Teters, Karr, Wedua, Rule, and Shepard aye; Marshall absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-61 was passed. Rule moved that the Mayor and Board go into executive session to discuss personnel matters, seconded by Wedua, the vote was Karr, Shepard, Teters, Wedua and Rule yes, Marshall Absent. Teters moved that the Mayor and Board go into regular session, seconded by Rule, the vote was: Karr, Shepard, Teters, Wedua and Rule yes; Marshall absent. Rule moved that Bill No. 91-62 be placed on its first reading, said Bill terminates the employment of Dennis W. Clifford as Public Safety Officer for the City of Riverside, Missouri to become effective October 8, 1991, seconded by Teters, the vote was: Wedua, Rule, Teters, Shepard, and Karr, Aye; Marshall absent. Rule moved that Bill No. 91-62 be placed on it second reading, seconded by Wedua, the vote was Wedua, Rule, Teters, Shepard and Karr aye; Marshall absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-62 was passed. Teters moved that Bill No. 91-63 being bill providing for the payment of salary due Dennis W. Clifford, as agreed upon by the r Minutes of Reg. Meeting October 8, 1991, Paga 2 City after all of his City equipment is turned in, seconded by Karr, the vote waa: Shepard, Karr, Wadua, and Teters aye; Rule Nay and Marshall absent. Wadua moved that Bill No. 91-93 be placed on its second reading, seconded by Teters, the vote was: Shepard, Karr, Wadua, and Teters, aye; Rule Nay; and Marshall absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-63 was passed. A letter to the Mayor and Board of Aldermen from the County commissioners was read, wherein they thanked the City very much for inviting them to ride in the City's parade, which they enjoyed very much. Karr moved that Bill No. 91-64 being bill amending the Liquor Ordinance by reducing the quantity of liquor license to serve liquor by the drink (or mixed drinks) by one, seconded by Rule, the vote was Rule, Wadua, Teters, Shepard and Karr aye; Marshall absent. Karr moved that Bill No. 91-64 be placed on its second reading, seconded by Wadua, the vote was: Rule, Wadua, Teters, Shepard and Karr aye; Marshall absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-64 was passed. The Nuisance Ordinance was discussed. Rule moved that Bill No. 91-65 being Bill repealing Section 3 of the Section 14.18 of the Riverside City Cods and enacting a new Section 3 of the Section 14.18 of the Riverside City Code in lieu thereof, prescribing the procedure of notice and hearing to be followed in the abatement of nuisance by the City, seconded by Wadua, the vote was: Karr, Shepard, Teters, Wadua and Rule aye; Marshall absent. Shepard moved that Bill No. 91-65 be placed on its second reading, seconded by Rule, the vote was: Karr, Shepard, Teters, Wadua and Ruls aye; Marshall absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-65 was passed. Teters mentioned how dangerous I-635 is where they are repairing the bridges. A letter from Lou Rodeberg was read, thanking the City for the invitation to the Fall Festival and saying that she had a wonderful time. r .. ~ . Minutes of Reg. Meeting Page 3, Oct. 8, 1991 Chief Bob Bayless said that the Riverside Public Safety Float was entered in Gladstone's parade and won first place. Chief Bayless said that he would like to have a Police Committee Meeting because there are several things which need to be discussed. The minutes of September 17, 1991 were read and approved as corrected. The minutes of October 1, 1991 were read and approved as corrected. Chief Bayless said that he is sending to all employess a letter regarding the United Way Fund Drive.
