MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
OCTOBER 15, 1991
A raguler meeting of the Board of Aldermen of th• City
of Riverside, Missouri was held in th• City Hall in
Riverside, Missouri on October 15, 1991 at 7:30 p.m. Those
present were Aldermen Wedun, Tetsrs, Karr, Shepard, Rul• and
Marshall. In the absence of Mayor Burch, Mayor Pro Jim Karr
called said meeting to order.
The minutes of October 8, 1991, were read and approved
as corrected.
Louis O'Borney, 7400 NW 77th Street, K. C. Mo. presented
a special use permit for outside storage end plant trees as a
screen two bins high. CMayor Burch present at 8:44 p.m.>
This matter wns discussed. Wedun moved that th• City approve
the special Use Permit for the screening of the outside
storage, seconded by Tetsrs, the vote was Wedun, Tetera,
Marshall, Karr, Shepard and Rul• yea.
Mayor Burch presided over the remainder of th• meeting.
Hal Shedd, Route * 2, Box 810, Excelsior Springs, Mo.
and Jacqueline Hernandez Shedd presented a business license
application for a restaurant at 2640 West Platt• Road. They
said they have applies for a sales tax number and also will
hav the County Health department make an Inspection of the
premises.
Karr moved that the Business license application of Hal
Shedd and Jacqueline Hernandez Shedd bs approved, aub~ect to
the approval of the health inspector and th• securing of e
sales tax number, seconded by Ruls, th• vote was Marshall,
Rule, Shepard, Knrr, Tetere and Wedun yes.
Municipal Gourt clerk, Kathy Ross present th• Municipal
Court Report to the City clerk for the month of September and
same hen been ncesptsd.
Hal Shedd said he would like to have a liquor license if
there is one available. He was advised that at the present
tim• there was no liquor license available. However, it wns
suggested to him that he could make application for a liquor
license end this would d be take into consideration and kept
in mind should there bs a change in th• number of liquor
licenses.
Karr moved that Bill No. 91-66 be placed on its first
reading, said Bill provides for the payment of certain
indebtedness ns listed therein be placed on its first
reading seconded by Tetera, the vote was Marshall, Rule,
Wedun, Tetsrs, Shepard and Kerr aye.

Karr moved thnt bill no. 91-66 be plnced on its seconded
reading, second by Marahell, the vote wee Merahnll, Rule,
Wedua, Teters, Shepard and Karr aye. Whereupon, th• Bill
have been made available for public inspection prior to th•
consideration of the Board of Aldermen, Bill no. 91-66 was
passed
A recess was called. Meeting reconvened. The roll was
called and Wedua, Teters, Knrr, Shepard, Rula and Marshall
were present and Mayor Burch presided over the remainder of
the meeting.
Mayor Burch said that MARC hea asked the city of draft
en ordinance or resolution authorizing the formation of th•
Multi-Waste Management basis. She would like someone from
the City to attend these meetings with her.
Rule moved that Bill No. 91-67 be placed on its first
rending, said bill provides for the City to enter into an
agrsenent with Beemar Construction Co. for th• construction
of sewers within the City of riverside, Missouri as set out
in the contract, seconded by Karr, the vote wee Wedua, Karr,
Tetsrs, Marshall, Shepard, and Rul• aye.
Rule moved that Bill 91-67 be plnced on its second
rending seconded by Karr, th• vote was Wedua, Marshall, Karr,
Tatars, Shepard, and Rule aye. Whereupon, the Bill having
bean mnd• nveilabl• for public inspection prior to the
consideration of the Board of Aldermen, Bill No. 91-67 was
passed.
Merahnll told the Mayor end Board of Aldermen how much
he appreciated and enjoyed the Fall Festival.
Chief Bob Bayless said that Phil Holman did not think
the damage to th• communication equipment was es bad ea it
appeared to be. One of the manufactures was contacted and
it appears they may have com• up with something which could
be used to alleviated the lightning damage. Also it appears
the costs of the repairs would run somewhere in the vicinity
of X500 to ~ 600.
Karr moved that the City go ahead with the repair of the
communication equipment for an amount no to exceed At 600.00,
seconded by Marshall, th• vote was Shepard, Rule, Marshall,
Wedua, Tsters and Karr, yea.

The subject of equipment for loading send and salt was
discussed.
Ths following two bide were received on a loader count
for the present tractor:
H. H. Hafferty Ar3,668.00
Olathe Ford 4,350.00
It was suggested that someone approach Rick Turner to
see whnt ha would charge to load the salt and sand. If this
were the case, something would have to be worked out so that
the person would have to ba availebl• et all times, day and
night to load the salt and sand.
Thers being no .further business to com• before the
Board, upon motion duly made, seconded and passed, meeting
ndlourned at 9:10 p.m. ~~~
