MINUTES OF THE BOARD OF ALDERMAN MEETING
CITY OF RIVERSIDE, MISSOURI
NOVEMBER 5, 1991
The regular meeting of the Board of Aldermen of the City of
Riverside, Missouri wea held in the City Hall in Riverside,
Missouri on November 5, 1991 at 7:30 pm. Those present
were Aldermen Jim Wedua, Brenda Tetera, Jimmy Karr, Sheree
Shepard, Ed Rule and John Marshall. Mayor Betty Burch
called the meeting to order.

is a Manufacturer's Rep who engineers
systems for industrial plants. This was
Al Manning, Rt. 1 Box 106, Kidder, Missouri presented an
application for an business license to sell Christmas Trees
at 2300 W Platte Rd. beginning November 29th. This was
approved.
Debbie Grayson, 5001 NW Kaliavea Circle, Riverside, spoke to
the Board of Aldermen about the problem of stray and
abandoned cats. She stnted that when some tenants move,
they leave their cats in their apartment for a long time
before they are token out. Mayor Burch suggested that a
meeting with the apartment owners and/or people should be
had to discuss the problem, and that she would send out a
letter to them. Several different ways were discussed on
how to handle the animal control problem, some being having
cats as well as dogs required to hove tags, increasing the
amount of the tags, and placing on the April ballot there
being a S 50 charge for dog and cat tags.
The minutes of the October 15, 1991 meeting were read and
approved as corrected.
Alderman Rule moved that Bill No. 91-68 be placed on its
first reading, said Bill provides for the longevity raise
for Marty F. Rowe, seconded by Alderman Marshall. The vote
was Rule, Wedua, Tetera, Shepard, Karr, & Marshall, eye.
Alderman Marshall moved that Bill No. 91-68 be placed on it
second reading, and was seconded by Rule. The vote
was Shepard, Teters, Marshall, Wedua, Karr, and Rule.
Whereupon, the Bill having been mode available for public
inspection prior to the consideration of the Board of
Aldermen, Bill No. 91-68 was pnsaed.

Mayor Burch stated that on October 30, 1991 Mr. Don Witt,
Clark Thompson, of Larkin & Associates, met with the Kansas
City, Mo. people on the eciprocal agreement dated 1965.
Discussion wsa had concerning the co sharing of coat for a
larger sewer line for a coat of S 260,000.00. It wsa agreed
to divide the coat equally for a total off S 130,000 each
for the City of Kansas City and the City of Riverside. They
will accept the line and keep it in good repair after the
said line is approved by the Department of Natural Resources.
The two cities will discuss a new reciprocal agreement.
Mayor Burch read a letter from E. T. Archer along with a bill
in the nmount of S 24,529.11. It was decided to have Mr.
Witt write a letter to Archer responding to the request.
Mayor Burch announced that next Tuesday, November 12, 1991 a
Board of Alderman meeting will be held with the south of 9
highway property owners to go over the results of the recent
study. Ken Vnughn of Larkin & Associate, the City's engineer
will be there along with Don Witt, City Attorney and Pete
Fullerton from the Platte County Economic Development
Corporation.
Mayor Burch said as a result of changes in the sewer line
some S 30,000.00 was saved. Then between 100 and 200 feet o£
sewer line was added on the south aide of West Platte Road.

of between S 5,000 to S 6,000. This was approved by the
Board of Aldermen.
Marshall presented Bill No. 91-69, being a bill to employ
Willard Rankin as a full time Public Safety Officer and Kevin
Anderson sa a reserve Public Safety Officer, aub~ect to them
passing their physical. Alderman Karr seconded said motion.
Motion carried by the following vote: For: Karr, Shepard,
Wedua, Rule, Tetera, and Marshall.
Alderman Shepard placed Bill No. 91-69 on its second reading,
seconded by Alderman Marshall. The vote wsa Wedua, Tetera,
Shepard, Karr, Rule and Marshall voted yea. Whereupon the
Bill having been mode available for public inspection prior
to the consideration of the Board of Aldermen, Bill No. 91-69
was passed.
Chief Bob Bayless read letters of thanks from Rev. Krueger;
William Adamo of the Gladstone Fire Department; Tracy Kruse
of United Way; Capt. Shaw Eaat of the Missouri State Highway
Patrol; and Ivan Nelson of Superior Asphalt. Bayless also
passed out the crime state report for the third quarter.
Chief Bayless stated that Charlotte Bennett from the Gnzette

had talked to him about advertising for child education
to run for three weeks. This will cover safety, child
molestation, and drug education. Bayless stated that this
would be good public relations for the department and the
coat would be S 160.00. Alderman Karr move we participate in
this, seconded by Alderman Tetera. Motion carried.
A price was received to replace ~uat the burned out light
bulbs on the ball field at an estimated cost of S 530.00. The
Alderman approved the purchase of these 13ght bulbs.
Gary Wahl of Seal-O-Matic will patch the pot holes on Mattox
Road.
Mayor Burch asked if the Board would authorize Mitchell Burch
to look at and evaluate the City's Ford tractor and what it
needed to repair the same. Thies was approved.
A street light waa requested on High Drive.
No further business, the meeting adjourned at 9:37 p.m.
