HomeMy WebLinkAbout1991-11-19REGULAR MEETING OF THE BOARD OF ALDERMEN CITY OF RIVERSIDE, MISSOURI NOVEMBER 19, 1991 The regular meeting of th• Board of Aldermen of the City of Riverside, Missouri was held in City Hall in Riverside, Missouri on November 19, 1991 at 7:30 p.m. Those present were Aldermen Jim Wedua, Brenda Tetera, Jimmy Karr, Ed Ruls, and John Marshall. Mayor Betty Burch called the meeting to order. Alderman Shepard wns absent. Robert Mntt, 12721 W 76th St., 3hnwnew, ka. 66216 presented an application for a business license for Fasaon/Division of Avery Dennison, locetwd et 901 NW Plettw Valley Drive. They manufacture and distribute pressure sensitive paper. They have 54,000 square feet of apace and employ 12 employees. Business license was npprovad. Jim Hunt, 12700 NW Custer Road, Knnaes City, Mo. 64182, presented applications for n special use permit in a flood nrwa, a grading permit and a building permit. Ths Board of Zoning Ad~uatment had approved a set variance. Alderman Rule made the motion to approved the special use permit, seconded by Aldermen Marshall. Motion was approved for the special use permit. Th• grading permit was also approved. The building permit was approved aub~ect to the City Engineer's approval of th• plane. Ahmed Marzamai, 4925 NW Gateway, Apt. M 21, Riverside, Mo. presented an application for n special us• permit for a used car lot. He stated he had been located next to Mnater Tech and wns only moving across and down th• street a little ways. Alderman Karr made he motion, seconded by Aldermen Rule to approve the special use permit for the used car lot. They are limited to 8 cars for sale. Said special use permit was npprovad. Virgil Griggs naked about the width of the sewer sasament. Also about a building that he enn awe from his window that is sure there had been no building permit issued on it. The propwrty it awta on belongs to Kim Cnsaelman. Mayor Burch presented an application for a liquor license for the Riverside Area Chamber of Commerce. Th• Chamber is having a fund raiser in conjunction with their Christmas Party to be held on December 14th. This will include a dinner dance and a silent auction. Th• liquor 1lcenae was npprovad unanimously. Mayor Burch read a letter from Mr. Turf Sod about th• price of brndford pear trees. He has some for * 77.00 each. Rul• made the motion to buy 20 Bradford pear trees at # 77.00 each for a total of B 1520.00. Karr seconded said motion and was ` r Page 2 Minutsa of Reg. Meeting November 19, 1991 passed unanimously. They went the beat 20 he has. A letter from the Platte County Commissioners was read concerning th• Senior Services Needs Assessment Ad Hoc Task force Committee that was formed in 1990. They are wanting a volunteer to serve on this committee. An organizational meeting will be held on December 3 and 10:00 am. A letter was read from Aylett Survey Company requesting that as built drawings not be required on the streets and storm sewers in Indian Hiller Estates. Th• reasons for this request area are 1. the streets and storm sewers were constructed as staked to essentially conform with the engineering plans as approved buy the City of Riverside. 2. Th• construction was regularly inspected and tested as required by the City of Riverside. 3. Aa-builta of atreeta would be very costly and, to be quite frank, is somewhat unusual. No other Municipalities require ns builta on streets Mayor Burch stated that our subdivision regulations eak for sa builta, and will fax Ken Vaughn as copy of the letter. Mayor Burch avid she would like to suggest that ordinances other than personnel and paying bills, and such, should be studied until the next meeting and after receiving them before they are pealed. Sh• urged all members of the Board to study them so they know what they are passing. Alderman Ruls placed Bill No. 91-70 on its first reading, being en Ordinance repealing subsection 3 of section 19.1401 of The City Code of The City of Riverside, Missouri. Aldermen Marshall seconded said motion. Th• vote was as follows: FOR: Rule, Tetera, Wedua, Karr, & Marshall. Shepard was absent. Alderman Rule placed Bill No. 91-70 on its second reading, seconded by Alderman Marshall, the vote was as follows: FOR: Marshall, Tetera, Rule, Wedua, & Karr. Whereupon, the Bill hewing be.n made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-70 was passed. Shepard was absent. The minutes of November 5, and November 12, 1991 were rend and approved as corrected. Mayor Burch said she had not had any written comments on the November 12th meeting. Mayor Burch also stated that we definitely need en adequate railroad crossing on Ven de Populiere Roed. The Planning Commission is to get a set of the plans on the South of 9 Highway Study ao they can study them before their next meeting. r J Page 3 Minutes of Reg. Meeting November 19, 1991 Mayor Burch prsaented n bleating permit in behalf of Beemer Construction Co. Thia was approved subject to Chief Robert Bayleaa monitoring where and when they are will be blasting. Mayor Burch stated she wanted to go over the Special Use Permits end tour the buaineaaea that have them before the bills for buaineaaea licenses go out for next year. Alderman Karr presented Bill No. 91-71, said bill providing for payment of certain indebtednesa as listed therein be placed on its flrat reading, seconded by Aldermen Rule, the vote was Wedua, Tetera, Knrr, Rul• and Marshall. Shepard was absent. Alderman Rule moved that Bill No. 91-71 b• placed on its second reading, seconded by Marshall, the vot• was Marshall, Rule, Wedua, Tetsra, and Karr. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-71 was passed. Shepard was absent. City Clerk Kemerling asked about cancelling the Portable Toilet service for the Renner-Brenner Park for this year as of the end of this month. Thia was approved. Mayor Burch stated there will be a bond meeting on Monday morning. Mayor Burch stated she would Head ~ 300.00 for Christmas party expenses and naked that this be included on th@ November disbursements ordinance. This was approved. Also the date of meeting with the Apartment people concerning animal control end recycling will be held on December 4, 1991 nt 3:00 pm at City Hnll. An application for a grant has been applied for on recycling. Virgil Griggs said he thought that privets enterprise should pay for recycling instead of the consumer. Chief Bayleaa passed out copies of Mutual Aid Agreements for the Department of Public Safety. Mutual Aid Agreements have been sent to ua by Weatherby Lake and Parkvill.. We plan on sending agreements to many of the surrounding cities. Bayleaa stated ordinances would have to be passed with each city individually for Mutual Aid Agreement and both cities in agreement must pass ordinances.
