Bill Bright, sail MN Pava~~ Drives, pr~s~nt~d business lia~ns~ appliaation for Bright Binanaial Company. Said application was approved subject to the payment of the fee. Mayor Burch said that Bill Bright was interested in being on the Park Commission and was on the Board of Zoning Adjustment. Gary Hall, 1306 Northridge Terrace, Joplin, Mo, presented a Special Use Permit and Business License Application Convenient Store "Halls Food Marts" at 2506 NW Platte Road. He also presented a Liquor License Application. He presented a drawing what he proposed to do with the building and a sketch of the parking spaces. Mr. Hall said that he has several of these stores in Kansas and Missouri, he sells Candy, Pop, Beer, Cigarettes and other small items at these stores. After discussing the above matters, it appeared that Mr. Hall would have to have a Change of Use Application and the he would need the plans of the building sealed by an Architect. It appeared that there were no liquor license available at the present time. Mr. Hall said that he would like to operate the business even if he did not get a liquor license. This matter was discussed further and Mayor Burch said she would get in touch with Mr. Hall to let him know what further information he needs to bring to the Board. Brent Calvert, 14801 NW Tiffany, Parkville, M0, presented a Special Use Permit and Business License for the sale of used care at Gateway and Woodland under the name of "Bubbas Auto Sales". He presented parking plans for 38 cars. He plans to have early 1980's and late 1970's vehicles to sell. Karr moved that the Special Use Permit be approved, seconded by Wedua the vote was: Wedua, Marshall, Teters, Rule and Karr yes; r Reg. Minutes Page 2, 12-17-91 Shepard absent. The Business License subject to curbing the area, and the payment of the fees. for Bubbas Auto Sales was approved removing the fence, sales tax number Mr. Calvert said he plans on using the same sign, except he will change the wording on it. Sam Mussorici, 19 NW 44th Street, K. C. , MO 66416, of City Fish North, 4600 N.W. Gateway, had completed an application for his liquor license to include the sale of beer only on Sundays. Rule moved that the liquor application for the sale of Beer Only on Sundays be approved, seconded by Marshall, the vote was Karr, Marshall, Teters, Wedua and Rule yes, Shepard absent. Mayor Burch said she has received a letter from the Missouri Highway and Transportation Departments and enclosed therewith were four copies of Agreement which were executed by the BN Railroad. These are to be executed by the City of Riverside and the proper ordinance passed authorizing the execution of such agreement all pertaining to Flasher Lights and Gates at VanDePopulier Street. Rule moved that Bill No. 91-86 be placed on its first reading, said Bill provides for the authorization of the City to enter into an Agreement with the Railroad and State of Missouri for the Flasher Lights and Gates at VanDePopulier Street, seconded by Karr, the vote was Wedua, Marshall, Teters, Rule and Karr aye; Shepard absent. Rule moved that Bill No. 91-86 be placed on its second reading, seconded by Marshall, the vote was Wedua, marshall, Teters,. Rule and Karr aye; Shepard absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-86 was passed. Karr moved that Jim Wedua be authorized to work with Larkin and Associates concerning making VanDePopulier a four-lane road, and report back to the City with the result of the discussion, seconded by Marshall, Mayor Burch said the City has received the Bill in the sum of $27,317.46 for the sewers installed by Jim Davis in Indian Hills Estate Addition. However, before this is paid, the City is to have drawings, showing the location of the sewers installed, this information is to be coordinated between Jim Davis and Larkin and Associates. Rule moved that Bill No. 91-87 be placed on its first reading, r Rsg. Minutes Page 3, 12-17-91 said Bill provides for the payment of $27,317.46 to Jim Davis for the installation of sewers in Indian Hills Estate Addition, seconded by Marshall, the vote was Karr, Teters, Rule, Marshall and Wedua aye, Shepard absent. Rule moved that Bill No. 91-87 be placed on its second reading, seconded by Marshall, the vote was Karr, Teters, Rule, Marshall and Wedua aye; Shepard absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-87 was passed. A letter was read from the Platte Senior Services Inc. regarding services rendered to Senior Citizens. Teters moved that Bill No. 91-88 be placed on its first reading, said Bill provides for the appropriation of money out of the general fund of the City of Riverside for the payment of certain indebtedness as listed therein, seconded by Karr, the vote was Karr, Wedua, Teters, Rule and Marshall aye, Shepard absent. Karr moved that Bill No. 91-88 be placed on its second reading, seconded by Rule, the vote was Wedua, Teters, Rule, Marshall and Karr aye; Shepard absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-88 was passed. The minutes of December 3, 1991 were read and approved. Mayor Burch said that during the time she met with the apartment people concerning the recycling of materials and the five dollar ($5) per apartment sewer bills, they had asked her if they could have 30 to 60 more days in which to pay the sewer bill. It was the consensus of the Board to allow 30 days if it did not effect the City in any way, this will be checked into further. Karr moved that Bill No. 91-89 be placed on its first reading, said Bill provides for the taking of bids for $1,000,000 and authorizing the creation of an additional City depositor for the highest and best bids, seconded by Rule, the vote was Wedua, Marshall, Teters, Rule and Karr aye, Shepard absent. Karr moved that Bill No. 91-89 be placed on its second reading, seconded by Marshall, the vote was Wedua, Marshall, Teters, Rule and Karr aye; Shepard absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 91-89 was passed. On January 7, the sewer bonds will go on sale. i Minutes of Reg. Meeting Page 4, 12-17-91 Karr thanked everyone who worked on the Christmas Program and said he enjoyed it very much. Rule said the Chamber of Commerce Auction was a very good success. Rule also reminded of the rock to be put on Mattox road. Mayor Burch announced that there would be a meeting of the Board of Aldermen on January 14, 1991. Chief Bob Bayless thanked everyone for the employment of the two new officers. He said they are working out very well. Chief Bayless said he is working on the "Year-end Address - what has been done in the past year and what the plans are for this coming year. Chief Bayless said that the Missouri Division of Highway Safety said that Riverside had the highest percentage of usage of seat belts - 70$ and that there is a new sign to put up regarding this. He said that Archibald and Rowe work very hard on this project. Chief Bayless said that the Public Safety Department has come up with "COP CAB" and the program runs from Dec. 23 to Jan. 2, 1992. This is for anyone within the City of Riverside who wishes a ride can call the Police and get a ride. Chief Bayless requested permission to purchase a recording device - Dictaphone Digital 8 Channel Single Transport Logging Unit at approximately $14,000.00. This matter was discussed. Marshall moved that the City Purchase the above equipment for $14,000, if the budget allows, seconded by Teters, the vote was Karr, Teters, Wedua, and Marshall yes, Rule No; and Shepard absent.
