MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN
CITY OF RIVERSIDE, MISSOURI
FEBRUARY 6, 1990
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on February 6, 1990, at 7:30 p.m. Those present were
Aldermen Kuhlman, Teters; Karr, Rule and Richardson, Shepard
absent; and Mayor Betty Burch called said meeting to order.
It was decided to dispense with the reading of the minutes
of January 16, 1990 for the present time.
Stacy Burton, 4839-T Homestead Terrace, presented a
Business License Application for "Puttin' on The Ritz", for
grooming dogs and cats at 4603 NW Gateway. This was approved
subject to the payment of the fee and providing a sales tax
number.
The Minutes of January 16, 1990 were read and approved as
corrected.
City Clerk Grace Kemerling said that Karen Leverich of
Alpine North Nursing Home called and said that Rock and Roll
Jamboree Day had been changed from March 7, 1990.
,~ Wahl, representing Seal-O-Matic presented a Special
Use Permit for a building north of the BN tracks and on
Tillison Lane.
Karr moved that the Special Use Permit be approved,
subject to City Attorney Witt approving the letter from the
Engineer of the Seal-O-Matic Project stating that all City,
State and Federal regulations were being adhered to in the
building of this building, rather than the letter being from an
Attorney, seconded by Rule, the vote was Karr, Kuhlman, Rule,
Richardson and Teters voted yes, Shepard absent.
Mr. Wahl said he would like to bring up a matter which he
said had nothing to do with the Mayor and Board, but wished to
discuss the matter. He said that the Water Company is asking
him to bring a 12'~ water main to the end of his property and
this would have to come under the railroad tracks. The cost to
Seal-O-Matic would be approximately $35,000. He said if the
line was an 8" line the cost would be much less, however, it
seemed like the Water Company wants the 12". Mr. Wahl also
said that if the line could be brought under the tracks at Line
Creek this would cut the cost considerably. He is still
working on the project and a final decision on the Water
problem has not been made. He wanted the City to be aware of
the water problem they are having.

Mayor Burch brought up the article in Sunday's paper
concerning the City of Kansas City, Kansas wanting to have a
facility for burning animal and other waste. They are having a
meeting on March 12, 1990. Mayor Burch thought the smell from
the burning of this matter would be almost unbearable when the
burning is going on and thought that City Attorney Witt should
write a letter setting out Riverside's views on the matter and
perhaps some of the people in Riverside should attend the
meetings.
Mayor Burch reported on the Highway 45 Study.
Mayor Burch said she had contacted the KCP&L people to
obtain the cost of burying the power lines on NW Gateway and
said the cost was too great.
A recess was called. Meeting reconvened. Kuhlman, Karr,
Teters, Rule and Richardson were present, Shepard absent and
Mayor Burch presided over the remainder of the meeting.
Mayor Burch said that they had two sewer meetings. One of
the meeting of the two required for the CDB Grant was held and
the one remaining meeting will beheld at a later date.
Karr moved that the City adopt the Resolution for the
processing of the application for the CDB Grant, seconded by
%~ Teters, the vote was Richardson, Kuhlman, Rule, Teters, and
a voted yes, Shepard absent.
Mayor Burch said that the City is required to secure bids
from title companies for the Owner Easements for the sewer
lines.
Kuhlman moved that the City secure bids on the Owner
Easements for the sewer lines, seconded by Karr, the vote was
Teters, Karr, Richardson, Rule and Kuhlman voted yes; Shepard
absent.
The following bids were received by the Finance Committee
on $500,000.

Kuhlman moved that Bill No. 90-8 be placed on its second
reading, seconded by Rule, the vote was Rule, Richardson,
Teters, Kuhlman and Karr voted aye; Shepard absent. Whereupon,
the Bill having been made available for public inspection prior
to the consideration of the Board of Aldermen, Bill No. 90-8
was passed.
Col. Fletcher requested an advance of $40.00 for the
Training Fund for the Public Safety Seminar.
Rule moved that Bill No. 90-9 be placed on its first
reading, said Bill provides for the sum of $40.00 to be paid
out of the General Fund for the payment of certain indebtedness
as listed therein, seconded by Richardson, the vote was
Kuhlman, Karr, Richardson, Rule and Teters voted aye; Shepard
absent.
Karr moved that Bill No. 90-9 be placed on its second
reading, seconded by Rule, the vote was Kuhlman, Karr,
Richardson, Rule and Teters voted aye; Shepard absent.
Whereupon, the Bill having been made available for public
inspection prior to the consideration of the Board of Aldermen,
Bill No. 90-9 was passed.
It was reported that one of the typewriters in the Public
Safety Department was damaged and it has to be replaced. A
price of $855.00 on an IBM Wheelwriter was received.
Karr moved that the City purchase an IBM Wheelwriter for a
price not to exceed $855.00, seconded by Rule, the vote was
Kuhlman, Karr, Rule, Richardson and Teters voted yes; Shepard
absent.
It was reported that Mr. McKeehan could not accept the
offer of being a member of the Planning Commission due to his
health. Mayor Burch asked Teters and Richardson for people
they would like to serve on the Planning Commission. Mayor

Burch said she would like to recommend Mr. Poe,
Teters wanted to know when the Street Signs for Homestead
would be installed.
It was brought out that the screening fence for Car-Brite
had been installed.
Karr said that Mr. Bamforth had asked him if the City
could install some guard rail on the right of way to help keep
vehicles from knocking down his fence. This matter will be
checked out with City Attorney Don Witt.
Col. Fletcher said that there will be a First Respondent
Course in Riverside on March 5. It will be for 8 days, five
hours per day for a total of 40 hours, including CPR.
Parkville and Weatherby Lake were invited. All members of the
Counsel and all officers are invited. The time will be 5:00
p.m. to 10:00 p.m., starting March 5, and every monday through
April 23.
Col. Fletcher said they had their firearm training and two
people did not qualify and the cost was approximtely $160.00.
Col. Fletcher explained to the Mayor and Aldermen
Operation "Hug". This was presented to him by Emmy Meade and
she explained that these bears are free, they are to be given
to children that are present when unfortunate circumstances
occur. The children are given a bear, which seems to console
them. The Public Service Departments has to keep record of
each circumstance where a bear is given and the results seen at
the time. Col. Fletcher has checked out the City's liability
and there appears to be none.
Col. Fle ~her said he has set up two forms he feels should
be used. t! That this particular form is needed for the
purchase of a~ uniform and that the pay for a person using his
or her personal automobile will be reimbursed at 20 cents per
mile and that a person attending seminars will be allowed
$23.00 per day for meals. The Mayor and Board were in
agreement on these items.
Col. Fletcher said that Archibald is scheduled to CMSMUso
that he can be recertified.
Col. Fletcher said that Shelton would like to have
Riverside Logo and 911 put on the Fire Trucks for the total
cost of $46.00. This was approved by the Board.

Mayor Burch said that if the advertisement can be put in
the news papers in time they will receive sealed bids on the
two police cars and open the bids at the next Board Meeting on
February 20, 1990.
There being no further business to come before the Board,
upon motion made, seconded and passed, meeting adjourned at
10:20 p.m.
