MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
FEBRUARY 20, 1990
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on February 20, 1990, at 7:30 p.m. Those present were
Aldermen Kuhlman, Teters,- Karr, Shepard and Rule; Richardson
absent and Mayor Betty Burch called said meeting to order.
It was decided to dispense with the reading of the minutes
of February 6, 1990 for the present time.
Dave Cochran, 1333 Meadowlark Lane, Kansas City, Kansas
was present to answer any questions concerning the 1988-89 City
Audit. There appeared to be no questions. Rule moved that we
accept the 1988-89 City Audit as presented, seconded by
Kuhlman, the vote was Shepard, Teters, Rule, Karr and Kuhlman
voted yes, Richardson absent.
Jack Seybold, 5219 N.W. Hillside, Kansas City, M0,
presented application for business license for S&S Tools, 4435
NW Gateway. This is for the selling of hand and power tools
and hardware, etc. Would take orders by phone, mail and walk-
ins.
Karr moved that Jack Seybold's Business License be
approved subject to his securing a Sales Tax Number and payment
of the license fee, seconded by Rule, the vote was Teters,
Rule, Kuhlman, Shepard and Karr voted yes; Richardson absent.
Leann Zimmerman and Gary Brenner were present to talk to
the Mayor and Board concerning light fixtures to be placed in
the Renner Park. They presented pictures of the type of light
fixtures they wanted permission to purchase. Two lights would
cost $410 each. Gary Brenner said that he would like to have
the footing for the lights poured when the other cement for the
shelter house would be poured. This matter was discussed and it
was decided to have the engineers check into this type of
lights to find out whether or not they would give off
sufficient light for the purpose they are to be used.
Shepard moved that the City approve the purchasing of the
two lights for Renner Park as presented for $410 each (not
installed), if the engineer approves same, seconded by Rule,
the vote was Karr, Teters, Kuhlman, Shepard, and Rule voted
yes, Richardson absent.
Don Jack, 6500 Melody Lane, Parkville, MO 64152 was
present on behalf of Twin Traffic Marking's proposed building

on VanDePopulier Road. Mr. Jack explained the drainage of the
water on Twin Traffic Marking's property, and discussed the two
buildings proposed to be built. Only three of the Aldermen
approved of the plans for the buildings. Mayor Burch said that
one Alderman was absent and that he should come back to the
meeting on March 6, 1990 to see if sufficient approval could be
secured for the building plans.
The minute of February 6, 1990 were read and approved as
corrected.
Col. Fletcher said that one of the seminars which was to
be held in March has been rescheduled for June and Archibald
will attend the meeting in June.
Mayor Burch said that Charlie Stewart called her and
explained what he plans to do. That he would like to remodel
the inside of the greenhouse and the other building on the
inside and then will start on the outside.
Mayor Burch said that the McMurrays on Pawnee were having
problems where the sewer was backing into their house and it
had ruined the carpeting in their family room. It appeared to
be the problem of the City and Mayor Burch said that she
expected the cost of repairs to be very minimal.
Mayor Burch said she would like to have the City Engineer
advise where the light should be placed on the City's limits of
NW Vivion from Gateway to St. Joseph Boulevard.
Karr moved that the City Engineer be contacted to get his
advice as to where the light should be placed on the City's
side at N.W. Vivion, seconded by Shepard, the vote was Rule,
Shepard, Teters, Kuhlman and Karr voted yes; Richardson absent.
Two letters of appreciation and thanks to the Public
Safety Department on how well certain situations were handled
in the City were read by Mayor Burch.
Mayor Burch said that she met with Chuck Weber, Charlie
Hevalo and Mike Burke, also Brenda Teters and Don Teters were
present at the Corner Cafe to discuss the improvement of
traffic in this area. It was not known how much taxes would be
increased if NW Gateway was widened from I-29 to West Platte
Road. More information is to secured followed by more meetings
and discussions.

Mayor Burch said there was going to be a meeting on March
13 to discuss further the Highway and Traffic topic. The
Mayors from Houston Lake, Weatherby Lake, Platte Woods,
Northmoor and Parkville are invited to attend and they would
like to meet in Riverside's City Hall and Riverside host the
meeting. Platte County Commission will be here along with
Parkville Special Road District. Member Chuck Webber and
Councilwoman Sally Johnson.
Rule moved that the City of Riverside host the meeting in
the City Hall, seconded by Karr, the vote was Kuhlman, Shepard,
Karr, Teters and Rule voted yes, Richardson absent.
Mayor Burch said that Lucy Webb had contacted her
concerning the "Reach Out America Program". She said that Lucy
Webb has been working with this program for a long while and
now they need more financing. Ms. Webb has asked the City to
apply for a grant in the City's name and then the money would
be turned over to the Program. It was explained that is the
way money is allocated to the Program. This procedure would
have to be checked out with the City Attorney to see if this
would be satisfactory.
A recess was called. Meeting reconvened. Karr, Kuhlman,
Teters, Shepard and Rule were present; Richardson absent and
Mayor Burch presided over the remainder of the meeting.
Karr moved that Bill No. 90-10 be placed on its first
reading, said bill provides for the payment of certain
indebtedness as listed therein be placed on its first reading,
seconded by Kuhlman, the vote was Kuhlman, Karr, Rule, Shepard
and Teters voted aye; Richardson absent.
Shepard moved that Bill No. 90-10 be placed on its second
reading, seconded by Rule, the vote was Kuhlman, Karr, Rule,
Shepard and Teters voted aye; Richardson absent. Whereupon the
Bill having been made available for public inspection prior to
the consideration of the Board of Aldermen, Bill No. 90-10 was
passed.
Mayor Burch said the City of Riverside was invited to
North Kansas City's Snake Parade on March 10, 1990 at 11:00
a.m.
The Platte City celebration will be on June 30, 1990 at
4:00 p.m.
Notices to sell the two Public Safety Department's
vehicles were placed in the Gazette, New Tribune and Antioch
Shopper and the following bids were received:

Rule moved that the City Accept the Highest and Best Bid
on the two Public Safety Department's vehicles, same being that
of Craig Newman on Car No. 92 for $750.00 and Kenneth Moore on
Car No. 94 for $425.00, seconded by Karr, the vote was Rule,
Shepard, Karr, Teters, and Kuhlman voted yes; Richardson
absent.
The January Budget was discussed.
Shepard asked when the next Public Safety Meeting will be
held. It was agreed to have the meeting on March 6, 1990, at
6:30 p.m.
A discussion was had concerning the filling and building
in the flood planes.
Rule moved that there be a moratorium on filling and
building in the flood planes for a period of 6 months, this
would be, bounded on the north by the BN railroad Tracks, on
the east by I-635; on the south by Missouri River and on the
west by the West City Limits, seconded by Shepard, the vote was
Karr, Teters, Shepard, Kuhlman and Rule voted yes; Richardson
absent.
City Clerk Grace Kemerling said she received the Municipal
Court report for the month of January 1990.
Col. Fletcher said that Gladstone is having a fire fighter
course March 26 thru April 30 and he would like to send two
people to this since he believes strongly in the program. He
would like to have one of the fire fighter courses in Riverside
and invite other cities to attend. He said for the three days
the cost would be $150 per person and the books would be
$168.00. If possible he would like to send three people.
Karr moved that Col. Fletcher be authorized to send two
people (three if possible) to the Fire Fighter's school as set
out above, second by Rule, the vote was Shepard, Karr, Kuhlman,
Teters and Rule voted yes; Richardson absent.

Col. Fletcher requested permission to send Steve Loyd to
Advance Police Defensive Driving School Feb. 26 and 27 at
Central Missouri State.
Karr moved that Steve Loyd be sent to Advance Police
Defensive Driving School Feb. 26 and 27 at Central Missouri
State, seconded by Shepard, the vote was Karr, Rule, Kuhlman,
Teters, and Shepard vote yes; Richardson absent.
Col. Fletcher requested permission for him to attend the
Missouri Law Conference April 22 thru 25, 1990 at the Lodge of
the Four Seasons. The cost would be lodging $260.00;
Registration 90.00 and approximately $63.00 for food for a
total of approximately $413.00.
Rule moved that Col. Fletcher attend the Missouri Law
Conference April 22 thru 25, 1990 at the Lodge of the Four
Seasons for a total sum of approximately $413.00, seconded by
Shepard, the vote was Kuhlman, Teters, Rule, Shepard, and Karr
voted yes; Richardson absent.
There being no further business to come before the Board,
upon motion duly made, seconded and passed, meeting adjourned
at 11:13 p.m.
