HomeMy WebLinkAbout1990-03-20S MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI MARCH 20,1990 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, 2,43ssouri on Pdarch 20, 1990 at ?:30 p.m. The roll was called and Kuhlman, Teters, Iiarr, Shepard, Rule and Richardson were present, Mayor Burch called said meeting to order. It was decided to dispense with the reading of the minutes of March 6, 1990 for the present time. Jamie Hunter presented an application for a business license for Union Directory 4435 N.W. Gateway, said application was approved subject to the payment of the fee. A letter from Don :9itt, City Attorney .was read regarding the proposed contract with JR;L's,3720 Gardner Kansas City, Missouri for the confine- ment of prisoners. The letter contained several options for the Board to consider. A discussion was had and it was decided to wait for the insurance company's review of the initial contract and a follow up letter from Mr. Nlitt with additional information reviewing the status- of Riverside using said facility. Mayor Burch gave a brief review of the meeting on March 13, 1990, for the Southern Platte Road Improvements. After a discussion it was the consensus of the Board of Aldermen to have a letter drafted to be sent to the Committee setting out the improvements that they would like to see for the area of Gateway and ZY. Platte Roads, i.e.: 1. N.W. Gateway widened from 1-29 to junction of Gateway and Vivion Roads to four lanes. 2. Curbing and Overlaying of W. Platte and Gateway 3. Storm drainage along W. Platte to east City limits. 4. New signal lights at W. Platte and 9 Highway. A letter was read regarding the Harry Edwards property on W. Platte Road. A fire department training burn took place there on 2,4arch 3, 1990, and now all that is left is the basement foundation. The Board asked Chief Fletcher to see if the foundation had been filled and, if not, to have Mr. Witt send them a letter asking to do same. A letter from ~n Witt was read setting the provisions that the City should take in regard to the moratorium on Filling and Building Permits south of the railroad tracks along 9 Highway. It was decided to have a public hearing on May 1, 1990, at 7:30 p.m. to give all interested parties a chance to be heard in regard to this matter. All options were reveiwed by the Board of Aldermen and it was decided all conditions of the Stipulation for Consent Order be accepted as set forth. Alderman Karr m©ved that Bi11 No.~-~~ be placed on its first reading regarding longevity pay for Public Safety Officers James Baughman and Robert Derringer due to the passage of their fourth anniversary; seconded by Rule. The roll was called, Teters, Richardson, Karr, Rule, Shepard and Kuhlman voted aye. Alderman Karr moved that Bill No. 94-/~be placed. on its second reading; seconded by Richardson. The roll was called, Teters, Richardson, Karr, Rule, Shepard and Kuhlman voted aye. Whereupon, the Bill having been made available for public inspection prior to consideration of the Board_of Aldermenr Bill. Pdo. 90-// was passed. Alderman Karr moved that B311 No.9D /a be placed on its first reading, said bill provides-for the payment of certain indebtedness as listed therein be placed on its first reading; seconded by Rule. The roll was called and Shepard, Kuhlman, Rule, Karr, Richardson and Teters voted aye. Alderman Shepard moved that Bill No.`b/a be placed on its second reading; seconded by Rule. The roll was called and Shepard, Kuhlman, Rule, Karr, Richardson and Teters voted aye. Whereupon the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No.9o-/a was passed. It was agreed that Riverside Cleanup Days will be held between April 14 through April 28th, 1990. Alderman Karr made a motion that Jean Grogan be released from her City treasury duties during the period of March 30, 1990 through April 4, 1990; seconded by Rule. The roll was called and Teters, Richardson, Karr, Rule, Shepard and Kuhlman voted aye. A resolution was passed declaring April Fair Housing month for the City of Riverside, Missouri. The roll was called and Teters, Richardson Karr, Rule, Shepard and Kuhlman voted aye. Alderman Richardson inquired on the status of the fishing tournament that he had proposed for the September 29, 1990, Fall Festival, It was decided to cancel the fishing tournament for this year due to the fact that the new City Park improvements, i.e., streets, boat ramp, etc „ would not be completed by said date. ~_ _ _. Minutes of Board ~eeti:ng March 20, 1990 Page 3 Dick. Fletcher, Director of Public Safety, requested that he be able to participate in the Special Olympics run on A4ay 14th and 15th. This event begins in ~7efferson City and ends at the Royals Stadium. He adcl'tis'anac7;ilywould like to take one other officer with him if it would not create a hardship on the Department. The Board of Aldermen felt like this was a very worthwhile event and granted Chief Fletcher his request and to make the necessary arrangements.
