R-2010-006 A RESOLUTION AWARDING THE BID FOR REPAIR AND REPAINTING OF THE MUNICIPAL SWIMMING POOL TO FIXLER PAINTING, LLC WHEREAS, the City issued an invitation to bid to contractors for repair and repainting of the municipal pool and received three written bids; and WHEREAS, the purchasing policy adopted by the City provides for award of a bid to the lowest responsible bidder with due consideration given to the quality of previous performance of the contractor as well as the quality of supplies for the particular use required; and WHEREAS, following an investigation of materials, staff has recommended award of the bid to Fixler Painting, LLC as the lowest responsible bidder; and WHEREAS, the Board of Aldermen find it is in the best interest of the City to approve the bid of Fixler Painting, LLC as the best bid to paint and perform maintenance and repair of the city pool; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: THAT the bid of Fixler Painting, LLC for repair and repainting of the municipal swimming pool in the amount of $26,950.00 is hereby accepted and approved; and FURTHER THAT the City Administrator, Mayor and/or Finance Director are hereby authorized to execute all documents necessary to carry out the terms and conditions of such bid award and the City Clerk is authorized to attest thereto. Corners of the swimming pool were observed to be cracked and chipped needing repair. The zero entry down ramp into the pool has become non slip resistant in areas creating a slip hazard. The proposed swimming pool work will include sand blasting of the old surface, power washing, epoxy patch cracks where needed, apply two coats of recommended paint and adding sand to the paint at the zero entry ramp location for needed traction. All lanes and targets will be repainted. Staff received three bids for the project: • DAYCO PAINTING at $24,370.00 • BACKYARD POOLS at $25,500.00 * FIXLER PAINTING LLC, DBA at $26,950.00 FINANCE OFFICE AND BUDGET BACKGROUND: Funding for this project would come from the "Facility Improvements" budget. REVIEWED BY AND RECOMMENDATION: Staff has reviewed all three bids and contacted neighboring municipalities and "Larkin Aquatics" for recommendations on products and application by swimming pool painting contractors. Based on the information received by staff, the paint products submitted by Fixler Painting with their bid were found to have a superior performance over and above the paint products submitted by Dayco Painting and Backyard Pools. These findings were based on the recommendations received from Larkin Aquatics and The City of Overland Park, who both indicated that the useful life of the paint material included with the Fixler Painting bid had provided a durable high quality surface. In 200 the Riverside pool was painted by "Dayco Painting" using the same recommended paint submitted in the current bid and such paint has not met expectations. Base on the information received and the relatively minor difference in the price between the Fixler Painting bid and the Dayco Painting bid, staff recommends Fixler Painting as the best bid for the pool painting project.
