HomeMy WebLinkAbout2010-04-07MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Wednesday, April 7, 2010 7:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Wednesday, April 7, 2010. Mayor Rose called the meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Bernie Bruns, Mike Fuller, David Hurt, and Brad Cope. Alderman Aaron Thatcher was absent. Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City Clerk Robin Littrell, Director of Public Works Tom Wooddell, Deputy City Clerk Sarah Wagner, Community Development Director Mike Duffy, Director of Communications Meredith Hauck, Public Safety Director Greg Mills, Capital Projects Engineer Travis Hoover and Operations Support Director Mike Shelton. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PRESENTATIONS Mayor Greg Hoffman, City of Weston presented Mayor Rose and the City of Riverside a framed painting by a local artist as a gift of appreciation for the donated vehicles. Mayor Rose recognized Community Center staff member Lori Boji for her response during a health emergency at the center. PUBLIC COMMENT None. UNFINISHED BUSINESS None. MINUTES OF 03-16-2010 Alderman Bruns moved to approve the minutes of March 16, 2010, seconded by Alderman Cope. Yes: Bruns, Cope, Super, Fuller, and Hurt. Motion Carried 5-0. CITY ADMINISTRATOR City Administrator Blackburn explained the Northland Regional NRCC Legislative Trip Chamber of Commerce Legislative Trip for June 16-18 to Washington D.C. This year's trip will also include discussions of levee issues and The All American Cities Award. ADMINISTRATION Community Relations Director Meredith Hauck reported that Riverside has been selected as a finalist for The All American City Award. A delegation will be selected to make the presentation in June. There will be an update and budget request at the next meeting. City Administrator gave kudos to Hauck for diligent work on the application. COMMUNITY DEVELOPMENT Community Development Director Duffy presented the liquor Liquor License license for Golden Family Stores, LLC and explained that requirements have been met by owners. Following a brief discussion of the Board, motion was moved by Alderman Fuller, second by Alderman Super to approve the liquor license for Golden Family Stores, LLC contingent upon State of Missouri Liquor License approval. Yes: Fuller, Super, Hurt, and Cope. No: Bruns Motion carried 4-1. Purchase Real Estate Community Development Director Duffy introduced the ordinance to come before the Board to purchase the Kitterman Plastics building at 4100 Riverside Drive. The exact closing date has not been determined at this time. Census Update Community Development Director Duffy gave an update on reporting statistics for the city and invited the Board to help with the "March to the Mailbox" drive on Saturday, April 10th to get all residents counted. ENGINEERING City Engineer Hoover gave update on the Northwood Road Project. Following request by Mayor Rose, Hoover gave brief updates on the KCP & L and landscaping project, Vivion project, Cliffview project, Gower project, and the curb inlet installation. FINANCE Finance Director Donna Resz explained the budget amendment ordinance on the agenda tonight. PUBLIC SAFETY Public Safety Director Mills reminded the Aldermen to review the Public Safety Report in their packets and if there are questions to let him know. Mills also gave an over view of the purchase of the console for dispatch, the interlocal agreements with Weatherby Lake and North Kansas City, and the Hiring of a dispatcher that will be voted on later in the meeting. PUBLIC WORKS Public Works Director Wooddell explained the need to paint the Municipal Pool and based on references and inquiries of the products, Fixler Painting, LLC is the recommended bidder. 2 PARKS & RECREATION Community Relations Director Hauck gave update on the playground equipment at Renner Brenner Park. She also reported that a contract for pool management will be brought to the Board on April 20tH LEVEE BOARD REPORT Alderman Hurt reported that the Levee Board would like to meet with the Aldermen to discuss their history and current status. ORDINANCES Bill No. 2010-025 Alderman Hurt moved to place Bill No. 2010-025 on its first Bill Pay reading, said bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Cope. Yes: Hurt, Cope, Fuller, Bruns and Super. Motion carried 5-0. Alderman Bruns moved to place Bill No. 2010-025 on its second reading, and upon passage of the same become an ordinance, seconded by Alderman Fuller. Yes: Bruns, Cope, Super, Fuller and Hurt. Motion carried 5-0. Bill No. 2010-026 Alderman Bruns moved to place Bill No. 2010-026 on its first Budget Amendment reading, said bill amending the fiscal year 2009-2010 budget, seconded by Alderman Cope. Yes: Bruns, Cope, Hurt, Fuller, and Super. Motion carried 5-0. Alderman Hurt moved to place Bill No. 2010-026 on its second reading, and upon passage of the same become an ordinance, seconded by Alderman Bruns. Yes: Hurt, Cope, Bruns, Super, and Fuller. Motion carried 5-0. Bill No. 2010-027 Alderman Super moved to place Bill No. 2010-027 on its first Reappointment of ,fudge reading, said bill reappointing Thomas C. Fincham as Municipal Fincham Judge, seconded by Alderman Bruns. Yes: Super, Bruns, Fuller, Hurt, and Cope. Motion carried 5-0. Alderman Fuller moved to place Bill No. 2010-027 on its second reading, and upon passage of the same become an ordinance, seconded by Alderman Cope. Yes: Fuller, Cope, Bruns, Super, and Hurt. Motion carried 5-0. Bill No. 2010-028 Alderman Bruns moved to place Bill No. 2010-028 on its first Interlocal Agreement reading, said bill authorizing Interlocal Agreement with City of Weatherby Lake Weatherby Lake, seconded by Alderman Hurt. Yes: Bruns, Hurt, Cope, Fuller, and Super. Motion carried 5-0. Bill No. 2010-029 Alderman Fuller moved to place Bill No. 2010-029 on its first Interlocal Agreement reading, said bill authorizing Interlocal Agreement with City of North Kansas City North Kansas City, seconded by Alderman Super. Yes: Fuller, Super, Hurt, Cope, and Bruns. Motion carried 5-0. Alderman Bruns moved to place Bill No. 2010-029 on its second reading, and upon passage of the same become an ordinance, seconded by Alderman Cope. Yes: Bruns, Cope, Hurt, Super, and Fuller. Motion carried 5-0. Bill No. 2010-030 Alderman Cope moved to place Bill No. 2010-030 on its first Employ Lisa Shippy reading, said bill authorizing City to employ Lisa D. Shippy as a full time dispatcher, seconded by Alderman Bruns. Yes: Cope, Bruns, Super, Hurt, and Fuller. Motion carried 5-0. 4 Alderman Hurt moved to place Bill No. 2010-030 on its second reading, and upon passage of the same become an ordinance, seconded by Alderman Super. Yes: Hurt, Super, Bruns, Fuller, and Cope. Motion carried 5-0. City Attorney Nancy Thompson took a few minutes to explain the legal purpose and action of resolutions and ordinances. Resolution 2010-004 Alderman Bruns moved to approve Resolution 2010-004, Dispatch Furniture authorizing and approving the purchase of dispatch consoles and related furniture for $30,848.68, seconded by Alderman Fuller. Yes: Bruns, Fuller, Cope, Super, and Hurt. Motion carried 5-0. Resolution 2010-005 Alderman Bruns moved to approve Resolution 2010-005, Purchase Real Estate authorizing the execution of a contract for the purchase of 4100 Riverside Dr. real estate located at 4100 Riverside Drive, seconded by Alderman Cope. Yes: Bruns, Cope, Fuller, Super, and Hurt. Motion carried 5-0. Resolution 2010-006 Alderman Super moved to approve Resolution 2010-006, Awarding bid for pool awarding the bid for repair and repainting of the Municipal paint and repair. Swimming Pool to Fixler Painting, LLC., seconded by Alderman Fuller. Yes: Super, Fuller, Bruns, Cope, and Hurt. Motion carried 5-0. MAYOR'S DISCUSSION Mayor Rose gave a brief update on the water rate increase hearing. She commended the staff for the terrific job on the Easter Egg Hunt. Residents were thanked for exercising their right to vote, it is so important at the local government level. Riverside is making a difference in this region, staff is to be commended for all they do to help and we must all realize we are in a unique situation to help those in this region. It is a humbling experience and I am so grateful to see what this little town is doing to help others. BOARD OF ALDERMEN COMMENTS Alderman Super commented that during campaigning 98% of comments concerning the city were positive, but had several concerned about the fruit stand and he requested that staff look at that issue. There was a good turnout at the poles. Much kudos to the citizens that are taking an interest and hopes they will attend some of our meetings to learn more. Alderman Hurt ran unopposed but still got out and visited. There were many positive comments and he could see people are taking a great interest in what our city is doing. Alderman Cope commented that he spends a great deal of time outside the city but involved with many organizations and through them he sees that Riverside is making a ripple in the Kansas City metropolitan pool. This is a great community and staff is performing exceptionally. Alderman Bruns remarked that it was great to be at the poles yesterday and to have the opportunity to visit with people. You could see there are many people that are passionate for our city. Alderman Fuller stated that during the election campaign it was very interesting to meet residents outside of his ward. He also mentioned how he relies on staff for answers and that he shared that with residents, that if they ever have questions not to hesitate contacting city hall, staff does a great job answering questions. Mayor Rose added that she now has an additional two years to make a difference and she is hopeful that the economy will turn around and businesses prosper. She looks forward to working with everyone and accomplish a great deal. She appreciates the staff and the Board. MOTION FOR RECESS Alderman Fuller moved to take a recess at 8:15 p.m., seconded by Alderman Bruns. Yes: Fuller, Bruns, Super, Hurt, and Cope. Motion carried 5-0. MOTION TO ENTER INTO Alderman Super moved that the meeting go into closed session, CLOSED SESSION Pursuant to RSMo. 610.021 (1) Legal and RSMo. 610.021 (2) 8:24 P.M. Motion carried 5-0. 6 MOTION TO ENTER INTO Alderman Fuller moved that the meeting go out of closed session OPEN AT 9:13 P.M. and into open session at 9:13 p.m. with no action taken, seconded by Alderman Bruns.
