CITY OF RIVERSIDE, MISSOURI
SEPTEMBER 11, 1990
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on September 11, 1990. Those present were Aldermen
Marshall, Karr, Teters and Rule; Shepard and Richardson absent
and Mayor Burch called said meeting to order.
It was decided to dispense with the reading of the minutes
of September 4, 1990 for the present time.
Mayor Burch read a letter of resignation from Chief
Richard Fletcher to become effective September 22, 1990.
Karr moved that Bill No. 50-52 be placed on its first
reading, said bill provides for the acceptance of Chief Richard
Fletcher's resignation as of September 22, 1990, seconded by
Marshall, the vote was Teters, Marshall, Rule and Karr voted
aye; Shepard and Richardson absent.
Rule moved that Bill No. 50-52 be placed on its second
reading, seconded by Teters, the vote was Teters, Marshall,
Rule and Karr voted aye; Shepard and Richardson absent.
Whereupon,, the Bill having been made available for public
inspection prior to consideration of the Board of Aldermen,
Bill No. 90-52 was passed.
Karr moved that the meeting go into Executive Session to
discuss personnel matters, seconded by Teters, the vote was
Karr, Marshall, Teters and Rule, yes; Richardson and Shepard
absent.
Whereupon the meeting reconvened and those present were
Marshall, Teters, Rule and Karr; Richardson and Shepard absent;
and Mayor Burch presided over the remainder of the meeting.
Mayor Burch reported that the Rose Case was thrown out of
court (Hornbeck).
The Woods matter has been corrected; Ray McClellan has
cleaned up his area; Phillip Brenner has been asked to mow the
weeds around Curtis Brenner's property and will be asked to
clean up the appliances which are in that area.

Mayor Burch said that she was going to Jefferson City in
the morning to check on the sewer grant.
A recess was called. Meeting reconvened on September 13,
1990 at 6:45 p.m. Those present were Aldermen Karr, Marshall,
Teters, Shepard and Rule; Richardson absent. Mayor Burch
presided over the remainder of the meeting.
Mayor Burch reported that she was able to get a $450,000
sewer grant. She said another grant can be applied for which
will be given in 1991, which is a State Revolving Fund. The
grant we have is a rural water grant. She said she checked on
the cost of the sewer before she left and it was 2.2 million
and there has been an increase to 2.8. Even with the increase,
it was thought that the sewer could be built for less. With
this grant, it will not be necessary to hire some one to
administer the grant, do not have to have an engineer to do the
inspection, and do not have to special audit on the grant, it
can be in the annual audit.
Shepard said she appreciated all the time Mayor Burch
spent on securing this grant.
Karr moved that the meeting go into Executive Session to
discuss personnel matters, seconded by Rule, the vote was
Teters, Rule, Marshall, Karr and Shepard yes, Richardson
absent.
The meeting reconvened, those present were Karr, Marshall,
Shepard and Rule; Teters was excused and Richardson absent.
Mayor Burch presided over the remainder of the meeting.
The Finance Committee reported on bids received on
$500,000, as follows:
United Missouri Bank - 90 days - 7.05$ 6 mos. 7.20$
1 year - 7.30$
Boatmen First National Bank - 6 mos. 7.60$ 1 yr. - 7.70$
Fannie Mae 7.697, matures 3-21-91
Riverside Bank ($100,000 or $200,000) 6 months 7.28$
1 yr. 7.33$
First National BAnk of Platte City - no bid.
Metro North Bank - no bid.
Norbank - no bid.
Mark Twain - no bid.

The Finance Committee recommended that we accept the bid
from Boatmen's First National Bank on $500,000 for 6 months at
7.60$ interest.
Karr moved that Bill No. 90-53 be placed on its first
reading, said Bill accepts the recommendation of the Finance
Committee to accept the Bid of Boatmen's First National Bank on
$500,000 for six months at 7.60$ interest, seconded by
Marshall, the vote was Marshall, Shepard, Karr, and Rule aye;
Teters and Richardson absent.
Shepard moved that Bill No. 90-53 be placed on its second
reading, seconded by Karr, the vote was Marshall, Shepard, Karr
and Rule, aye; Teters and Richardson absent. Whereupon, the
Bill having been available for public inspection prior to
consideration of the Board of Aldermen, Bill No. 90-53 was
passed.

southern Platte Mayors at the Riverside Hall on Tuesday,
September 18, 1990 at 8:30 a.m.
