HomeMy WebLinkAbout2010-04-20MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, April 20, 2010 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, April 20, 2010. Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Bernie Bruns, Mike Fuller, David Hurt, Aaron Thatcher, and Brad Cope. Also present were City Attorney Nancy Thompson, City Clerk Robin Littrell, Director of Public Works Tom Wooddell, Deputy City Clerk Sarah Wagner, Community Development Director Mike Duffy, Director of Communications Meredith Hauck, Public Safety Director Greg Mills, Capital Projects Engineer Travis Hoover, Finance Director Donna Resz, and Fire Chief Gordy Fowlston. PRESENTATIONS Community Development Director Mike Duffy introduced Rachel Master Plan Update Stroer and Steven Hardy from B.N.I.M. They presented a power point detailing work they have completed on the Master Plan for Riverside. They have formed a vision, analysis, scenarios, and prioritizing through holding meetings, interviews, reviewing surveys and discussions. A question and answer time with the Board of Aldermen followed the presentation. B.N.I.M will give this presentation to the public at City Hall on April 26`h at 6 p.m. The Master Plan should be complete by June 2010. RECESS @ 6:58 P.M. Alderman Thatcher moved to recess at 6:58 p.m., seconded by Alderman Hurt. Yes: Thatcher, Hurt, Fuller, Super, Cope, and Bruns. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order. at 7:03 p.m. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. Mayor Rose welcomed two young men in the audience from St. Pius High School, attending tonight for a school project. Bill No. 2010-031 Alderman Thatcher moved to accept first reading and place Bill Election Certification No. 2010-031 on second & final reading, second by Alderman Cope. Yes: Thatcher, Cope, Super, Fuller, Hurt, and Bruns. Motion carries 6-0. Alderman Super moved to approve Bill 2010-031 and enact said bill as ordinance, second by Alderman Hurt. Yes: Super, Hurt, Fuller, Thatcher, Bruns, and Cope. Motion carried 6-0. SWEARING IN OF ELECTED Mayor Kathleen Rose, Aldermen Ron Super, Bernie Bruns, and OFFICIALS David Hurt were sworn in by City Clerk Robin Littrell. Motion for Board President Following brief discussion of the Board, Alderman Thatcher moved that Alderman Bernie Bruns be appointed as Board President for a one year term, second by Alderman Fuller. Yes: Thatcher, Fuller, Cope, Bruns, Super, and Hurt. Motion carried 6-0. MINUTES OF 04-07-2010 Alderman Fuller moved to approve the minutes of April 07, 2010, seconded by Alderman Bruns. Yes: Fuller, Bruns, Cope, Super, and Hurt. Abstain: Thatcher. Motion Carried 5-0-1. Motion Approve Court Alderman Fuller moved to approve the March 2010 Court Report, Report March 2010 second by Alderman Thatcher. Yes: Fuller, Thatcher, Hurt, Cope, Bruns, and Super. Motion carried 6-0. Motion Approving Highland Alderman Bruns moved to approve the Liquor License contingent Games Liquor License upon State of Missouri approval for the Scottish Highland Games, second by Alderman Cope. Yes: Bruns, Cope, Fuller, Hurt, Super, and Thatcher. Motion carried 6-0. Resolution 2010-008 Alderman Bruns moved to approve Resolution 2010-008, Bill Pay authorizing the expenditure of funds out of the City treasury for weeks ending April 9th and April 16th, second by Alderman Cope. Yes: Bruns, Cope, Hurt, Fuller, Super, and Thatcher. Motion carried 6-0. Resolution 2010-009 Following discussion of the bids with Community Award Pool Bid Relations Director Meredith Hauck, Alderman Bruns moved to approve Resolution 2010-009, awarding the bid for pool management services to YMCA of Greater Kansas City, second by Alderman Thatcher. Yes: Bruns, Thatcher, Cope, Hurt, Fuller, Super, and Cope. Motion carried 6-0. 2 Resolution 2010-010 Alderman Thatcher moved to approve Resolution 2010-010, Approve Contract with approving the contract with Wald & Co., Inc. for the fireworks Wald & Co., Inc. display at the Riverside Blast 2010, second by Alderman Bruns. Yes: Thatcher, Bruns, Fuller, Cope, Hurt, and Super. Motion carried 6-0. PUBLIC HEARING Mayor Rose opened the Public Hearing at 7:15 p.m.for the special Bill No. 2010-032 use permit subject to certain conditions to Encore Propane for Special Use Permit operation of a liquid propane product fuel storage and bulk distribution business in the industrial (I) district on property located at 6501 NW Riverpark Dr. Community Development Director Mike Duffy began by introducing and explaining the process and actions of Encore Propane and the Planning Commission for the special use permit to this point. Mayor Rose asked if the public had any questions and hearing none she asked Craig Stolt of Encore Propane to present information for the Board and answer questions. Mayor Rose closed the Public Hearing at 7:23 p.m. Alderman Thatcher moved to accept first reading and place Bill No. 2010-032 on second & final reading, second by Alderman Cope. Yes: Thatcher, Cope, Super, Fuller, Hurt, and Bruns. Motion carries 6-0. Alderman Bruns moved to approve Bill 2010-032 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Bruns, Thatcher, Fuller, Cope, Super, and Hurt. Motion carried 6-0. Bill No. 2010-033 City Attorney Nancy Thompson explained amendments before the Amending City Code Mayor and Aldermen. Alderman Fuller moved to accept first Section 105.020 & reading and place Bill No. 2010-033 on second & final reading, 105.040 (A) second by Alderman Thatcher. Yes: Fuller, Thatcher, Cope, Super, Hurt, and Bruns. Motion carries 6-0. Alderman Thatcher moved to approve Bill 2010-033 and enact said bill as ordinance, second by Alderman Super. Yes: Thatcher, Super, Hurt, Fuller, Bruns, and Cope. Motion carried 6-0. CITY ADMINISTRATOR No report. ADMINISTRATION Community Relations Director Meredith Hauck gave the Board an update on the telephone bid procedure and informed them that a proposal will be presented to them in June or July. City Attorney Nancy Thompson presented request to the Board for authorization of a one-time intern from a law firm this summer to index the incoming boxes of files to be of better use for the city. Board of Aldermen all agreed to proceed on this issue. COMMUNITY DEVELOPMENT Community Development Director Duffy gave an update on the latest figures for census reporting and shared that last Saturday a group of seven people including Mayor Rose, Meredith Hauck, and Duffy from City Hall knocked on 300 apartment doors of Riverside residents to help encourage and gather census information. ENGINEERING City Engineer Travis Hoover gave update on the Argosy North Project Change Order. He also shared update that the Old Public Safety Building demolition is almost complete, a huge amount of space will be available and the project is moving along well. FINANCE No report. PUBLIC SAFETY Please note the March 2010 Report provided in the packet. Public Safety Director Mills gave brief overview of Radio Meeting held the previous week. PUBLIC WORKS No Report. PARKS & RECREATION Community Relations Director Hauck gave update on the Community Center open house that had over 100 people attend, open gym hours are very successful, and the residents have lgiven us a great deal of positive feedback on the programs. May 1S will be our Shred Event in the City Hall parking lot from 9 a.m. to 1 p.m. May 15t" is our Summer Kick-off Event in the parking lot. We are working on planning a summer art workshop for the children and a summer study program for Riverside children that will help them practice math and reading skills through the summer. Ward Block Parties were also discussed with the Board. LEVEE BOARD REPORT No Report. MAYOR'S DISCUSSION Mayor Rose gave a brief update on the Radio Meeting that was held at the Gladstone Community Center and was very informational and she has a power point available if anyone wishes to see it. The special workshop that was held last Saturday for the Board with a special facilitator, Jeanie Lauer, to help the Board formulate a collective vision. Mayor's Caucus meeting will be Friday, April 23~d at 9 a.m. in Liberty. Today I attended the Youth Leadership Graduation with the NRCC and would like to note that their favorite segment was the Riverside segment. 4 The wonderful weather has given many opportunities for residents to be out and enjoying the sidewalks and trails, there is a lot of activity in the city and many are enjoying and appreciating what the city has been able to provide. BOARD OF ALDERIVIEN Alderman Bruns stated that he appreciates being reappointed as COMMENTS Board President. He also commented that he attended and performed at the Northland Ethnic Festival and accepted a certificate of appreciation for the City of Riverside. He also inquired if there had been any further research on the historical markers mentioned at previous meetings. Community Development Director Duffy explained what had been done to this point. Alderman Fuller had nothing to add for this meeting. Alderman Super share concerns about Missouri Gas Energy and street cuts. Engineer Travis Hoover assured Board that Public Works Director, Building Inspector, and he are all aware of this situation now and it will be dealt with as soon as possible. Alderman Super also commented that the Saturday morning workshop was very productive. Alderman Hurt had nothing to add for this meeting. Alderman Thatcher questioned the process of approval for cleaning out of sewer mains. Duffy explained that there are easements that allow this work. He also asked about possible amendments to the sign ordinance better controls on signage. He also agrees that the Saturday morning meeting was of great help to the Board. Alderman Cope had nothing to add for this meeting. Mayor Rose shared that there was a wedding proposal on the bridge in front of the waterfall yesterday. MOTION FOR RECESS Alderman Fuller moved to take a recess at 8:03 p.m., second by Alderman Bruns. Yes: Fuller, Bruns, Super, Hurt, Cope, and Thatcher. Motion carried 6-0. RECEPTION HONORING THE ELECTED OFFICIALS MOTION TO ENTER INTO Alderman Super moved that the meeting go into closed session, CLOSED SESSION pursuant to RSMo. 610.021 (2) Leasing, purchase or sale of real 8:25 P.M. real estate by a public governmental body where public knowledge of the transaction might adversely affect the legal consideration therefore, second by Alderman Thatcher. Yes: Super, Thatcher, Cope, Hurt, Fuller, and Bruns. Motion carried 6-0. MOTION TO ENTER INTO Alderman Bruns moved that the meeting go out of closed session OPEN AT 8:42 P.M. with no action taken and into open session at 8:42 p.m., seconded by Alderman Thatcher. Yes: Bruns, Thatcher, Fuller, Super, Cope, and Hurt. Motion carried 6-0.
