CITY OF RIVERSIDE, MISSOURI
OCTOBER 9, 1990
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on October 9, 1990 at 7:30 p.m. Those present were
Teters, Karr, Shepard, and Rule; Marshall and Richardson absent
and Mayor Burch calling said meeting to order.
It was decided to dispense with the reading of the minutes
of October 2, 1990 for the present time.
The Finance Committee reported that the following bids
were received on $400,000:
Bank of Riverside, ($100,000 or $200,000) 7.07$ 6 months
7.18$ 1 year
First Nat'l Bank of Platte Co. - No Bid
United Missouri Bank $400,000 7.00$.1 year
Norbank No Bid
Merchants Bank $400,000 - 7.85 114 days (Jan.31, 1991)
Mark Twain Bank - No Bid
Metro North - No Bid
Karr moved that Bill No. 90-58 be placed on its first
reading, said bill provides for the acceptance of the best bid
on $400,000, which was from Merchants Bank, seconded by Rule,
the vote was Karr, Rule, Shepard, and Teters voted aye;
Marshall and Richardson absent.
Shepard moved that Bill No. 90-58 be placed on its second
reading, seconded by Karr, the vote was Karr, Rule, Shepard and
Teters voted aye; Marshall and Richardson absent. Whereupon,
the Bill having been made available for public inspection prior
to consideration of the Board of Aldermen, Bill No. 90-58 was
passed.
It was reported that George Flaws radio had been run over
and crushed and should be replaced.
Rule moved that the City replace George Flaws radio,
seconded by Shepard, the vote was Rule, Teters, Shepard and
Karr yes; Marshall and Richardson absent.

Mayor Burch reported on the $25,000 life insurance on the
City's employees. It appeared Principal Mutual Life Insurance
Company, an agent of BMA, had requested that the City Attorney
sign a document which was to be returned. However, this was
not done and the insurance company cancelled the policy and
refunded the money which was paid. Mayor Burch said she
contacted Kansas City Life Insurance and they have
approximately the same policy which would cost $1.34 per month
more.
It was the consensus of the Board to purchase the life
insurance with Kansas City Life Insurance and upon motion by
Teters that the City enter into an agreement with said
insurance company for life insurance on full time employees of
the City of Riverside as of October 5, 1990, seconded by Rule,
the vote was Karr, Rule, Teters and Shepard, yes; Richardson
and Marshall absent.
Mayor Burch said that she would appoint a Committee on the
proposed ordinance pertaining to large truck hauling on the
Streets.
It was decided to wait until the Chief of Public Safety is
employed before passing on the Criminal Code Ordinance.
Karr moved that the Mayor and Board go into Executive
Session to discuss personnel matters, seconded by Rule, the
vote was Teters, Shepard, Rule and Karr yes, Richardson and
Marshall absent.
The meeting reconvened and those present were Karr,
Teters, Shepard, and Rule; Richardson and Marshall absent; and
Mayor Burch presiding over remainder of meeting.
Mayor Burch announced there would be a recess and meeting
will reconvene on Monday, October 15, 1990, at 6:00 p.m.
The meeting reconvened on October 15, 1990 at 7:00 p.m.
Those present were Marshall, Shepard, Teters, Karr, and Rule,
Richardson absent and Mayor Burch presided over the remainder
of the meeting.
It was decided to dispense with the reading of the minutes

Karr moved that the meeting go into executive session to
discuss personnel matters, seconded by Marshall, the vote was
Marshall, Teters, Karr, Shepard, yes, Richardson absent.

Rule moved that the meeting go into regular session, seconded
by Marshall, the vote was Marshall, Shepard, Teters, Rule and
Karr, yes, Richardson absent; and Mayor Burch presided over the
remainder of the meeting.
Mayor Burch said that she would like to have Fred Wilkin
attend a seminar regarding the Unified Building Code and Zoning
for two days, October 23 and 24 at the cost of $170.00, from
8:00 a.m. to 4:30 p.m.
Karr moved that the City send Fred Wilkin to the seminar
on the Unified Building Code and Zoning for two days, October
23 and 24 at the cost of $170.00, seconded by Marshall, the
vote was Rule, Shepard, Teters, Marshall and Karr, yes;
Richardson absent.
There being no further business to come before the Board,
upon motion duly, made, seconded and passed, meeting adjourned
at 11:35 p.m.
