MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
DECEMBER 4, 1990
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on December 4, 1990, at 7:30 p.m. Those present were
Teters, Karr, Richardson and Rule; Marshall and Shepard were
absent and Mayor Betty Burch called said meeting to order.
The minutes of November 20, 1990 were read and approved as
corrected.
Ted Lowery of Quick Trip, Vivion and NW Gateway presented
an application for a temporary sign to be placed above the gas
pumps. This would be approximately 15 to 18 feet long and
would for the sale of Bush and Pepsi. He would want it for
about 30 days. Mayor Burch explained to Mr. Lowery that the
City is in the process of amending this part of the sign
ordinance where temporary signs will be permitted with certain
requirements.
Karr moved that Mr. Lowery have approval for a temporary
sign for 30 days at the Quick Trip at Vivion and NW Gateway,
seconded by Teters, the vote was Karr, Teters, Richardson and
Rule yes; Marshall and Shepard absent.
Mayor Burch said that Fred Wilkin and helper put up the
dusk to dawn sensor boxes and KCP&L will do the hook up on the
Christmas Tree Ornaments. It is our understanding KCP&L will
not charge for this service.
Dick Grogan spoke to the Mayor and Board of Aldermen
concerning his placing certain filters in the water system
which enters his house and told about what happened when the
first filter was placed and also brought the filters showing
the accumulation of foreign substances in the water. Mayor
Burch said that since Missouri Cities Water Company has asked
for an increase in water rates from the Missouri Public Service
Commission that we should use this material at the hearing.
Mayor Burch said that Louann and Marvin Layton had to move
the large spruce tree in their yard, they asked the City if
they wanted it and the Mayor thought this was a good idea. She
said it cost $80 to move the tree and that is the one used as
the Christmas Tree in the front of the City Hall. Everyone
agreed that this was a good idea. The estimated value of the
tree by the person who moved it was $895.00.
Mayor Burch said she met with Millie and Charlie Stewart,
concerning the house and greenhous They have returned all

the material they had at the location which was to remodel the
house. They said they wanted the $35,000 and would not take
anything less.
Rule said several of the members of the Chamber of
Commerce formed a committee and looked over the buildings.
They seemed to think that the greenhouse was the best place to
remodel and the little house probably should be torn down, or
perhaps kept for storage. It appeared the footing on the green
house was in good condition.
Burch said she has asked an architect to look over the two
buildings and wanted him to come up with an idea for the two
buildings.
Teters said that the Used Car Lot "Tom Black" received
permission to have six vehicles for sale on his lot and it
appeared there were 7 or 8 vehicles at the location.
Karr said that the Christmas Tree lighting ceremony at the
City Hall was the best ever and everyone seemed to have a good
time.
Richardson said that one day last week, his wife heard a
loud and heavy blast between 8:30 and 9:00 p.m.
Mayor Burch announced that the City Christmas party will
start at 5:30 p.m. and eating will start at 6:00 p.m.
Mayor Burch said that there was one item which they are
waiting on the investigation of the new Chief of Public Safety.
Mayor Burch said that she looked over the easements for
the people to sign regarding the construction of the sewers and
that she did not like the wording and they will be done over.
It is planned to have another meeting for the signing of the
easements around the first part of January.
Mayor Burch requested permission to present her bills for
the Christmas Tree Lighting and everyone was in agreement to
place the expense on the next disbursement ordinance.
There being no further business to come before the Board,
upon motion duly made, seconded and passed, meeting adjourned
at 8:40 p.m.

2) COMPLETELY REDO INTERIOR OF HOUSE.
A. INSULATE AND DRYWALL INTERIOR
B. REWIRE HOUSE
C. INSTALL NEW PLUMBING
D. REPAIR FLOORING AND INSTALL NEW SUB FLOORING
3) OPEN RETAIL OUTLET WITH PLANT SUPPLIES, GIFT BASKETS AND
SILK FLOWERS.
GARDEN SHOP AND FLOWER COMBINED
PHASE 4
1) INSTALL NEW SIDING ON HOUSE.
2) INSTALL NEW ROOF ON GREEN HOUSE.

PHASE 1 JANUARY - MARCH
WOULD START WITHIN THE NEXT 7 DAYS AND BECAUSE OF UNPREDICTING
WEATHER CONDITIONS WOULD TAKE APPROXIMATELY 90 DAYS TO
COMPLETE WITH FIRST CLEANING GROUND AND PAINTING AND INSTALL
WINDOWS IN HOUSE.
PHASE 2 APRIL - MAY
WOULD BE FINISHED HOPEFULLY WITHIN 120 DAYS AFTER START
OF PHASE 1.
PHASE 3 JUNE, JULY AND AUGUST
WOULD START AFTER PHASE 1 AND PHASE 2 WERE FINISHED. LOOKING
FOR SEPTEMBER 1 TO OPEN RETAIL OUTLET.
PHASE 4
WOULD BE FINISHED BY JULY 1990.
