HomeMy WebLinkAbout2000 - 004 - Temporary Moratorium on Rezoning ApplicationsBILL NO. oo'O~ ORDINANCE NO. ~~ l'lC~ ~'~ AN ORDINANCE EX'CENDIN(:r "I'HE 1'E~tPORARX MORATORIUM ON THE SUBMISSION AVD CONSIDERATION OF REZONING APPLICATIONS AND CERTAIN BUILDING PERMIT AND DEVELOPMEVT APPLICATIONS WITI-IIN "THE KEDEVELOPV:EN'T ARE:.4 U`y1DER THE L-385 LEVEE REDEVELOPMENT PLAN WIlEREAS, the City adopted the L-385 Lcvice Redcvelcpment Plan, as amended, to provide for the redevelopment of approximatc!y 1800 acres of land located on the i~'orth bank of the Missouri River generally along Interstate 635 at Highway 169 and more particularly described in the Redevelopment Plan ("Redevelopment Atti;a"). WHEREAS. the Ciry has engaged the professional services oC Archer and is ;n the process of having a development concept plan prepared fiir the Redevelopment Area which will examine development potential and highest and best usr as well as infrastructure issues ("Concept Plan"). WHEREAS, in order is study and refine these issues, thr City placed:: trmporary moratorimn on the submission, consideration anu approval of (i) rezoning applications and (ii) building permit and development applications related ro r~ew development of property within the Redevelopment Area ("Initial Moratorii~rn"). WHEREAS, the Initial Moratorium expires on 7anuary 17, 2000. WHEREAS, in order to further study and refine these issues, develop the Concept Plan and develop and consider ordinances regarding all of the above (` Pevelopmeni Ordinances"), the City desires to extend the Initial Moratorium. NOW, THEREFORE. ba n ordained by the Board of Aldermen of Riverside, ]viissouri: Sa,_tien 1. Na applications for rezoning, including planned districts, wir;~tin the Redevelopment Area or building permit or development spplications related to tr~w development of property within tiro Redevelopment Area will be accepted or considered by tl:e Ciry until the earlier of (il April t6, 2000 (being 40 drys after the expiration of the Initial Moratorium) or (ii) the adoption ofthe Development Ordinances. After the moratorium has ended, the submission, consideration and approval of such applications shall be in conformity with any and all ondinances then in effect. Section 2.
