HomeMy WebLinkAbout1989-03-07~ -, MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI MARCH 7, 1989 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on March 7, 1989, at 7:30 p.m. The Roll was called and Burch, Karr, Wedua and Shepard were present; Kuhlman absent. Said meeting was called to order by Mayor Betty Burch. It was decided to dispense with the reading of the Minutes of February 21, 1989 for the present time. Jack Stewart of Troupe Kehoe Whitaker & Kent, City Auditors, spoke to the Mayor and Board regarding the auditing of the City's records for the year 1987-88. He said that if anyone had any questions, they are to call him and he will be glad to answer same. Mr. Stewart said that this was a great audit and he had no questions. The audit appeared to be in order. Karr moved that the City accept the 1987-88 audit as presented, seconded by Burch, the roll was called and vote was as follows: Burch, Karr, Wedua and Shepard voted aye; Kuhlman absent. Gary Simons, Route #4, Box 35, Richmond, Missouri, presented a business license application on behalf of Sonic Drive In of Riverside at 2711 N.W. Vivion. This is for the serving of fast foods. This was approved subject to the payment of furnishing a sales tax number and the payment of the fee. Jack Hill, 6446 N. Holly, Kansas City, MO 64118, presented a business license application on behalf of Conoco, Inc., P. O. Box 14215. This is for bulk storage facility used to store wed petroleum products received from pipe line for deliveryr a truck line ~ I'eT//7CC~ This was approve//dOs~ub~ect to the payment of the fee. A business license application was presented on behalf of Betty Cox for Betty Lee Fashions, Inc. at 4709 N. W. Gateway. This would be an business office for "New Skin" This was approved subject to the payment of the fee. A letter was read stating that April is "Fair Housing" month. Karr moved that we proclaim the month of April as "Fair Housing" month, seconded by Burch, the roll was called and vote was as follows: Burch, Karr, Wedua and Shepard voted aye; Kuhlman absent. r 1 Min. of Reg. Meeting Page 2, 3/7/89 Burch moved to place Bill N0. 89-19 on first reading, said Bill makes it unlawful to break or escape lawful custody, seconded by Karr, the vote was as follows: Burch, Karr, Wedua and Shepard voted aye; Kuhlman absent. Shepard moved that Bill No. 89-19 be placed on second reading, seconded by Karr, the vote was as follows: Burch, Karr, Wedua and Shepard voted aye; Kuhlman absent. Whereupon the Bill having been read two times by title and copies of the Bill having been made available for public inspection prior to consideration of the Board of Aldermen, Bill No. 89-19 was passed. A letter was received from the Mayor of North Kansas City inviting the City to participate in the "Snake Parade". A letter was read from the American Cancer Society stating that between April 22 to April 30 people will be going door to door to collect for funds for Cancer Research. A letter was received from Keith Hicklin announcing Platte County's 150th Birthday and the celebration will be on July 1, 1989 and inviting Riverside to participate in the Celebration. The theme is to be "Come Home to Platte County". A letter was read proclaiming March 23 to 29, 1989 as "Organ and Tissue Week". Karr moved that we proclaim the week of March 23 to 29, 1989 as "Organ and Tissue Week", seconded by Shepard, the vote was as follows: Burch, Karr, Wedua and Shepard voted aye; Kuhlman absent. Jim Smith talked to Grace Kemerling regarding "Adopt a Street". Mayor Burch thought that this should be brought up at the Pride and Progress meeting and see if it could handle the matter. Mayor Burch said that since the last meeting on sewers, she thought there should be another one where the individual residents can come to discuss the matter, or perhaps they can send in the questions now and at the meeting they will be answered. Tentatively the meeting will be at 7:00 p.m. on March a,®, 1989. Mayor Burch said that she has talked to the Corps of Engineers concerning the levee and that the design has been completed and went to the State. The amount alloted was cut from $40,000,000 to $36,000,000. This will be reviewed at the State level and then to the Federal Level in about 30 to 40 days. Mayor Burch said that in November 1987, a request was sent to the Burlington Northern Transportation Company to install flasher light crossing r 1 Min. of Reg. Meeting Page 3, 3/7/89 signals at Mattox Road and they have advised that they have ordered the material for the signals and will install same as soon as the material is received. Mayor Burch inquired as to putting signals at VanDePopulier Street and BN said that a formal written request should be made. It was agreed to make such request. Mayor Burch said that Chief Fred McDaniel is having someone study the present radio system and report on same. Wedua suggested that the Highway Transportation be contacted to see if they will stripe that portion of N.W.Gateway where it was widened at the bridge. The matter of requesting slow signs on No. 9 Highway at the entrance to the City of Riverside from the west was brought up and the Highway Department thought that the signs were not necessary at the present time. (This location is where the oil transport trucks enter and exit the Conoco Bulk Station.) Shepard moved that the Mayor and Board go into Closed Session to discuss personnel matters, seconded by Karr, the vote was as follows: Burch, Karr, Wedua and Shepard voted aye; Kuhlman absent. The meeting reconvened. The roll was called and Aldermen Burch, Karr, Wedua and Shepard were present, Kuhlman absent. Mayor Betty Burch presided over the remainder of the meeting. There being no further business to come before the Board, upon motion duly made, seconded and passed, the meeting adjourned at 9:30 p.m. r
