WI~ERCAS, the Ci*.y has engaged the professional services of Archer end is in the process of having a development concept plan przpared for the Redevelopment Area which will examine developmcnt potential and hi;hest and best use as well as infrastructure issues ("Concept Flan"). WHEREAS, in order to study and refine these issue:,, the City placed a temporary moratorium on the submission, consideration and approval of (,i; rzzortng applications and {ii) building pet'rnit and development applications related to new developmcnt ofprope:-ty within the Redevelopment Area {the WHEREAS, the Ytoratorium ryas extended to April 16, X000. After the moratorium has ended, the sabmission, considcratior, and anprova! of such applications shall be in conformity with any and all ordinances then in effect. Section Z.
