MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
March 21, 1989
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri on March 21, 1989,
at 7:30 p.m. On a roll call, Aldermen Burch, Kuhlman, Karr, Wedua and
Shepard were present and Mayor Betty Burch called said meeting to order.
Spectators in the audience were Eugene Richardson, Ed Rule, Ray Beard,
Floyd Best and Mr. Shepard.
The minutes of March 7, 1989, were read and approved as corrected.
The minutes of March 14, 1989, were read and approved.
Jim McCulley, 10730 Rowland Ct., Kansas City, Kansas, presented
application for business license for U S Pollution Control, Inc. at 400
Platte Valley Drive, this is for regional limited services and sales office.
Since June, 1988, they have been owned by Union Pacific Corp. Mostly
engineers are at this building. They usually go to the area where there is
toxic or hazardous material. At the present time they will probably employ
20 people and plan to expand in the future. He said they do have two waste
dumps, one in Northwest Oklahoma and the other in the Desert of Utah. They
also have recycling centers.
This application was approved subject to the payment of the fee.
A letter of thanks was read from the Platte Economic Development
Council.
A letter from Missouri Cities Water Company was read, this pertained to
the City proposing to construct sewers if the election passes on the bonds
and the Water Company said they would like to talk to the City to see if an
agreement could be reached whereby Ridgewood could hook into the sewers and
do away with the sewage system Ridgewood is now using.
Preston Williams, attorney for Holiday Sand and Gravel Company brought
the City up to date on what is transpiring with Sand and Gravel Company.
They propose a 32' crossing of the railroad tracks at Zeke Road and plan to
dissolve that portion of the plat which Holiday Sand and Gravel will use for
its business.
The Missouri Transportation Department advised that it will start to
overlay No. 9 highway. They will work from 9 a.m. to 4 p.m. and not work
during the rush hours.
A letter dated March 17, from the Department of Natural Resources
advised that there is a potential hazardous substance site in Riverside
which they are investigating - namely at Continental Disc.

Mayor Burch said that several weeks ago two men from the Clay-Platte
Little League Baseball Club came to see what could be done about the
backstop and light and pole which were down. The men were to come back with
prices on the cost of the repair of the backstop and the installation of the
light. Wedua said that the dirt has been hauled which he promised. This
matter was discussed and it was decided to see how much the repair of the
backstop would be and also to see if the light and pole could be installed
at very little cost.
Fred Wilkins presented bids he obtained on a "Weed Eater" and a "Chain
Saw".
Karr moved that the City purchase the McCullough "McCullough Chain saw"
from Red X at the cost of $129.95 and the "Weed Eater" from AAA at the cost
of $359.00., seconded by Shepard, the roll was called and vote as follows:
Burch, Kuhlman, Karr, Wedua and Shepard voted aye.
Fred Wilkins presented the plans for the proposed maintenance building.
Karr moved that the plans be sent to the City Engineer for review,
order twenty sets of plans, see if the plans can show that the deposit for
the plans by the people making the bids is not refundable, advertise for
bids and set the date of April 17, 1989 at 2:00 p.m. the time for opening
the bids at the City Hall, seconded by Wedua, the roll was called and vote
was as follows: Burch, Kuhlman, Karr, Wedua and Shepard voted aye.
City Clerk Grace Kemerling reported that the Monthly Municipal Court
Report for February was received March 7, 1989 and the report for January
was received on February 9, 1989.
Mayor Burch asked if Fred Wilkins could check the water fountain in the
City Park and report on whether or not is broken. If it is broken, it
should be removed.
Shepard moved to place Bill N0. 89-20 on first reading, said Bill
provides for the appropriation of money out of the General Funds of the City
of Riverside, Missouri for the payment of certain indebtedness as listed
therein, seconded by Wedua, the vote was as follows: Burch, Kuhlman, Karr,
Wedua and Shepard voted aye.
Wedua moved that Bill No. 89-20 be placed on second reading, seconded
by Shepard, the vote was as follows: Burch, Kuhlman, Karr, Wedua and
Shepard voted aye. Whereupon the Bill having been read two times by title
and copies of the Bill having been made available for public inspection
prior to consideration of the Board of Aldermen, Bill No. 89-20 was passed.
Mayor Burch reported that the law firm of Gilmore and Bell are to be
the attorneys for selling of the Bonds and the one who called the election

for the bonds. If the election passes on the bonds, the attorneys will
review the bonds before sold. Their fee is $11,500 plus out of pocket
expense. If the bonds do not pass, their fee will be $1,000.00.
Karr moved that we retain Gilmore and Bell as counsel for the sewer
revenue bonds, at the above stated fees, seconded by Kuhlman, the vote was
as follows: Burch, Kuhlman, Karr, Wedua and Shepard voted aye.
Burch said that he and Wedua went around with the Engineer and looked
at the proposed areas where the sewers are to be built. At first they
thought that the pump at South and Hillside could be replaced by having the
sewer following the low area and run it into the processing plant at Platte
Business Park. However the City of Kansas City was contacted and said that
there is no way this could be run into this plant, since it is going to have
to be rebuilt. It also appeared that one house was located such that a
grinder pump would have to be installed.
Mayor Betty Burch said that she had talked to Greg Bricker, concerning
the 3.3 million dollars placed on the ballot which has been an issue and Mr.
Bricker said that if the bond pass, they will sell bonds for 1.5 million
dollars and no other Board can sell bonds for any additional amount.
Mayor Burch said that one of the residents in Indian Hills wanted to
have all the power lines buried when the sewer is being installed. Mayor
Burch said she inquired as to the cost of same and it was prohibitive.
Shepard said she would like to see that the Council and Public Safety
people amend their differences and try to have more meetings so this can be
done.
Shepard moved to place Bill No. 89-21 on first reading, said Bill
provides for Dennis Jones and Wylie Simpson's salary be increased $50.00 per
month on account of their Corporal rating, same become effective at the next
pay period, seconded by Karr, the vote was as follows: Burch nay; Kuhlman,
Karr, Wedua and Shepard voted aye.
Karr moved that Bill No. 89-21 be placed on second reading, seconded by
Wedua, the vote was as follows: Burch Nay; Kuhlman, Karr, Wedua and Shepard
voted aye. Whereupon, the Bill having been read two times by title and
copies of the Bill having been made available for public inspection prior to
consideration of the Board of Aldermen, Bill No. 89-21 was passed.
Chief Fred McDaniel said that there is a Clinical Psychologist who
works with Police Departments and he has made arrangements for a three hour
seminar here for our Public Safety Department. He said that all the
employees are willing to attend and that there will be no overtime. He said
that he would like to pay the Psychologist $250.00 and it would come out of
the OTF. He thought it would be helpful for the Public Safety and would

give them a different perspective on matters.
Karr moved that the City pay $250.00 out of the OTF fund for the
Psychologist, seconded by Shepard, the roll was called and vote was as
follows: Burch, Kuhlman, Karr, Wedua and Shepard voted aye.
Chief Fred McDaniel said that there is going to be a Civil Liability
Seminar on March 22 and 23 and would like to send Dennis Jones. The total
cost for the seminar and lodging would be $120.00. Again he said that Jones
will go on his own time and no overtime will be paid on account of his
absence in going to this seminar. Chief Fred McDaniel said the fund can
come out of the OTF.
Karr moved that the City approve Dennis Jones going to the Civil
Liability Seminar on March 22 and 23 at the total cost of $120.00 and this
will be conditioned that no overtime will be paid while Jones is attending
the Seminar, seconded by Kuhlman, the vote was as follows: Burch, Kuhlman,
Karr, Wedua and Shepard voted aye.
Chief Fred McDaniel said that the Health Club at Holiday Inn would cost
$500 per year for 20 people and any additional people would be $25.00 per
person per year.

Karr moved that as long as there is no overtime and that the City is
left with sufficient protection, Roe and Soper can attend the Metro Squad
Seminar at Pen Valley Junior College, seconded by Kuhlman, the vote was

Chief Fred McDaniel said there will be a seminar on Communications at
Warrensburg College and he would like Grahm and Soper to attend. They would
commute. Chief McDaniel said he didn't know whether or not there would be
any overtime, because if someone was ill, this would probably cause
overtime.
Chief Fred McDaniel said that the Highway Patrolmen are going to start
an advanced basis police training class in August and he would like Lloyd,
and Shelton to attend. Since this is in August, the Mayor and Board would
think this over and have an answer at next meeting.

Association is having a seminar at Jefferson City on April 17 through 20th
and she would like to attend. Mayor Burch said she would be at the office
those days.
Kuhlman moved that Grace Kemerling attend the City Clerk and Finance
Officer Association seminar in Jefferson City April 17 through 20th,
seconded by Shepard, the roll was called and vote was as follows: Burch,
Kuhlman, Karr, Wedua and Shepard voted aye.
Mayor Burch said that Jean Grogan who is the City's Treasurer would
like to be relieved of her duties from April 1 to April 7, 1989 so that she
can work in the election.
Karr moved that Jean Grogan be relieved of her duties as Treasurer for
the Week of April 1 through April 7, 1989, seconded by Kuhlman, the roll was
called and vote was as follows: Burch, Kuhlman, Karr, Wedua and Shepard
voted aye.
There being no further business to come before the Board, upon motion
duly made, seconded and passed, meeting adjourned at 9:38 p.m.
