SUBMISSION AND CONSIDERATIONOF APPLICATIOIrS FORFRANCHISES
AND USES OF THE CITY'S RIGHT-OF-iVAYS.
~L'HF.REAS, the City is in the process ofdeveloping a comorehensive ordinance for right-of-
way mana¢ement and the licensing of telecommunication providers and carriers ("Right-of--Way
Ordinance').
WF~REAS, in order to study and refine these issues, the City has placed a temporary
moratorium on the submission, consideratior, and approval of (i) franchises and (ii} uses ofthe City's
riahis-of--way (the "'voratorium').
WHFREA.S, the 'Moratorium expires on May 16, ''000.
1i'HEREAS, it is desirable to extend the Moratorium during the time in which the City is
considerng the Right-of-tiJay Ordirance.
NOV4', THEREFORE, be it ordained by the Board of Aldermen of Riverside, IViissouri:
Section 1. No applications for franchises, use of rights-of--way or the provision of
telecommunication services will be accepted or considered by the City until the earlier
of (i) Iune 21, 2000 or (ii) the adoption of the Right-of--Way Ordinance. After the
moratorium has ended, the submission, consideration arri approval of such
applications shall be in conformity with anv and all ordinances then in effect.
Section ?. This o~rdiyn~ance shall take effect immediately.
