CITY OF RIVERSIDE, MISSOURI
APRIL 6, 1989
A special meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri on April 6, 1989,
at 7:30 p.m. The roll was called and Aldermen Kuhlman, Karr, Wedua and
Shepard were present, Burch absent. Mayor Betty Burch called said meeting
to order.
Mayor Burch said that the purpose of the meeting is to Certify the
Election of April 4, 1989, to swear in the new officers and to discuss the
matter of putting the bonds on the June 6, 1989, election.
Grace Kemerling read the certificate of election which was signed by
the County Clerk Doris Gerner which was as follows:

Karr moved to place Bill No. 89-23 on first reading, said Bill provides
for the canvassing of the returns of the election of April 4, 1989, seconded
by Wedua, the vote was as follows: Kuhlman, Karr, Wedua and Shepard voted
aye; Burch absent.

Karr moved that Bill No. 89-23 be placed on second reading, seconded by
Kuhlman, the vote was as follows: Kuhlman, Karr, Wedua and Shepard voted
aye; Burch absent. Whereupon, the Bill having been read two times by title
and copies of the Bill having been made available for public inspection
prior to consideration of the Board of Aldermen, Bill No. 89-23 was passed.
The new aldermen took their Oath of Office and were sworn in by City
Clerk Grace Kemerling.
Mayor Betty Burch suggested running the run the sewer bond election on
June 6, 1989 if this is possible. The reason for doing this on such short
notice has to do with the time necessary to set the election and that the
grants will expire after the election and will not be available until next
year.
A discussion was had concerning putting the sewer bonds on the June 6,
1989 election. It was brought out that the bonds would be for a period of
twenty years and that the amount of the bonds would be 1.5 million. The
reason the other figures were used on the present election is that the
figures had to be given the County Clerk the first part of February, 1989
and that was the figures the City had. Since then more information has
become available and thus the present figures.
Patrick M. McCole of E. T. Archer was present to answer any questions
and City Attorney Don Witt was also present to answer questions. Many
people in the audience did ask questions and received answers. It was
brought out that the Bonds initially will be for 3.1 million; the City is to
contribute 1 million and it anticipates to receive 900,000 dollars in grants
which would bring the amount of the bonds to vote on 1.5 million dollars.
It appeared that the cost to the citizens of Riverside would be as set out
in the prior election. It was also brought out that should the cost of the
sewers be less than anticipated, the savings will be given to the citizens.
An inquiry was made as to whether or not the rates could be set up now
before the election and Attorney Don Witt said that this could not be done.,
because actually they would not be known until the pro3ect is completed.
An inquiry was made concerning bids being made on the sewer project by
relatives of the Mayor and Board and if this was legal. Mr. Mitchell Burch
said that his company was not going to bid on the project.
After all questions were answer and discussions were had, Mayor Burch
inquired of the audience who would be in favor of putting the sewer bonds on
the June 6, 1989, election ballots. Almost all the people held up their
hands.
Kuhlman moved to place Bill No. 89-24 on first reading, said Bill calls
for a special bond election in the city of Riverside, Missouri on the
question whether to issue the sewerage system revenue bonds of the City of

Riverside, Missouri, in the amount of $1,500,000 for the purpose of
constructing additions to and extending and improving the sewerage system in
the City; designated the time of holding said election; and authorizing and
directing the City Clerk to give notice of said election, seconded by Rule,
the vote was as follows: Kuhlman, Karr, Shepard and Rule voted aye; Teters
and Richardson voted nay.
Karr moved that Bill No. 89-24 be placed on second reading, seconded by
Kuhlman, the vote was as follows: Kuhlman, Karr, Shepard and Rule voted
aye; Teters and Richardson voted Nay. Whereupon, the bill having been read
two times by title and copies of the Bill having been made available for
public inspection prior to consideration of the Board of Aldermen, Bill No.
89-24 was passed.
There being no further business to come before the Board, upon motion
duly made, seconded and passed, meeting adjourned at 9:50 p.m.

OF THE BOARD OF ALDERMEN
The Board of Aldermen of the City of Riverside, Missouri,
met in special session on April 6, 1989, at 7:30 P.M. at the
City Hall, 9500 N.W. High Drive in Riverside, Missouri, the
officers being present or absent as follows:

The Mayor declared that a quorum was present and called the
meeting to order. The minutes of the last meeting of the Board
of Aldermen were read and approved.

AN ORDINANCE CALLING A SPECIAL BOND ELECTION
IN THE CITY OF RIVERSIDE, MISSOURI, ON THE
QUESTION WHETHER TO ISSUE THE SEWERAGE
SYSTEM REVENUE BONDS OF THE CITY OF
RIVERSIDE, MISSOURI, IN THE AMOUNT OF
$1,500,000 FOR THE PURPOSE OF CONSTRUCTING
ADDITIONS TO AND EXTENDING AND IMPROVING THE
SEWERAGE SYSTEM OF THE CITY; DESIGNATING THE
TIME OF HOLDING SAID ELECTION; AND
AUTHORIZING AND DIRECTING THE CITY CLERK TO
GIVE NOTICE OF SAID ELECTION.
The City Clerk reported that copies of the proposed
ordinance had been made available for public inspection prior
to the time the Bill was introduced and under consideration by
the Board of Aldermen.
On motion duly made and seconded, said Bill was placed on
its first reading and was read by title and duly passed by
unanimous vote.
On motion duly made and seconded, said Bill was placed on
its second reading and was read by title and duly passed by
unanimous vote.
Thereupon, Alderman ~~ rr moved that said
Bill be placed upon its final passage. Said motion was
seconded by Alderman K~.c,h (Mv~ n Said Bill was
thereupon read and considered, section by section, and was duly

The Mayor thereupon declared said Ordinance duly assed and
