HomeMy WebLinkAbout1989-05-30 MINUTES OF RE<ULAR MEETING t~F BOA''ZD OF ALDERMEN OF CITY OF RIVERSITE, MISSOURI MAY 30, 1989 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on May 30, 1989, at ~:30 p.:n. Those present were Aldermen Kuhlman, Teters, Karr, She;~;:rd, Rule and Richardson and Mayor Betty Burcxi called said meeting to order. It was decided 'o dispense with t2^e reading of the minutes of May 16, 1989, for the present time. Mayor Burch dig. not participate in the following matter concerning the zoning change. The mee~wing was turned over to Mayor Pro Tem Karr. Mitchell Burch, 4930 High Drive w~r.9 present concerning the zoning change of certain property as.-aas properly advertised and published and a hearing before the Planning Commission was held. Also present was Mr. Hornbeck's daughter, and her grand daughter, who owns the property across West Platt Road. The zoning was to be changed from M1 (commercial) to M2 (industrial commercial). The Planning Commission had recommended the change. After a discussion on the zoning change and since there appeared to be: no protest, upon ~s:otion by Rule that the recommendation of tha Planning Commission be accepted, that is changing the area from M1 to M2, seconded by Kuhlman, the roll was called and votes were as follows: Kuhlman, Teters, Shepard, Rule and Richardson voted aye: (Karr, Mayor Pro Tem). Shepard moved t:1at Bill No. 89-36 be placed on its first reading, said Bill °,rovides for the Changing certain area as advertised from M1 to M2, seconded by `te'eters, the vote was as follows: Kuhlman, Peters, Shepard, R~z~:e and Richardson voted aye; Karr being Mayox• Pro Tem. Shepard moved ~'zat Bill No. 89-36 %~e placed on its second reading, seconded b; Rule, the vote wa;3 as follows: Kuhlman, Teters, Shepard, Rule and Richardson voted aye; Karr being Mayor Pro Tem. Whereupon, the Bill hating been made available for public inspection prior to consideration of the Board of Aldermen, Bill No. 8`.~-36 was passed. Robert Lundee, Engineer, appeared for Don Jack, 1900 Swift, N. K. C., MO. representing Twi.r- Traffic Marking Corp. for permission to fill Twin Traffic's property on VanDePopulier Road, just south of MO-KAN Container, where they propose to build in the near future. They h8d appeared before the Planning Commission and the Planning Commission recommended approval subject to the City Engineer. approving the drainage and a letter from the adjacent property owners approval of the r _ ~ Min. of Reg. This matter was discussed. and in the course of discussion the drainage, it was brought out that is usually water standing on the west side of VanDePopulier Road for quite some time after a rain. It was brought out that MO-KAN could have stopped the flow of the water with some large rocks and fill and this will have: to be checked into. A letter was read from Dianne and Don Coleman, 2015 Stratford, Shawnee Mission, KS. They are the owners of property adjacent to Twin Traffic and suggested that an overall plan for the drainage be made for this area before any more fill is allowed. They do not want anyone's drainage on their property, other than the natural drainage. Rule stated that the road will have to be improved at the cost of the property owners; that the City is not in the Road Building Business. Richardson said that whenever there is fill placed on either side of VanDePopulier Road, the road will have to be raised and a drainage ditch will have to be made on each side of the road for the water to drain in one direction, namely to the river. Another suggestion was to have the City Engineer to come up with plans to improve the road and plans for drainage. However, it appeared that this was already done with regard to the improvement of the Road. It was also said that if the Engineer is asked to make such plans for the road and drainage, that the property owners would have to pay the expenses. Robert Lundee said that he would ask the property owner if they will be willing to pay for the engineer's expense and he will return at the next meeting. Dwayne Hurlburt, 5005 Merrimac, Technical Service Representative for Midland Mobile Radio, 1690 N. Topping, K. C., MO. a Communication Office for the U.S. Air Force Auxiliary, spoke to the Mayor and Board concerning the Public Safety Radio system. He said that he has installed the present radio system on a try-out basis and it will cost the City nothing for 60 days. He said the present radios are still useful for people here and should last: for years. This system is expandable. The radios in the Public Safety Cars will have to be made compatible with this instal]tation. He thought this system has a one year warranty for parts and service. He said that he would be willing to help if any problems should arise. Chief Fred McDaniel, said that Mr. Hurlburt has already been quite helpful recently. Mr. Hurlburt also said that we should still plan to put the aerial on the Water Tower. A recess was called. Meeting reconvened. The roll was called and Kuhlman, Peters, Karr, Shepard, Rule and Richardson were present and Mayor Burch presided over the remainder of the meeting. r Min. of Reg. Meeting Page 3, May 30, 1989 A letter from the K.C. Water. Pollution and Control Dept. dated April 13, 1989 was read. This pertained to K.C. advising they are preparing to increase the sewer rates for the treating of sewage. On residential dwellings it would increase to $5.55 from the present $5.40 and on industrial to .46 from the present .44 per cbc and would be effective April 1, 1989. Karr moved that . Bill 89-37 be placed on its first reading, said Bill provides for the acceptance of the increase of cost for treating sewage as set out in K.C. Water Pollution and Control Dept.~s letter of April 13, 1989, seconded by Rule, the vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richardson voted aye. Karr moved that Bill No. 89-37 be placed its second reading, seconded by Kuhlman, the- vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richardson voted aye. Whereupon, the Bill having been made available for public inspection prior to consideration of the Board of Aldermen, Bill No. 89-37 was pissed. Shepard moved that Bill No. 89-38 be placed on its first reading, said Bill sets out the rates to be charged for the use of sewers in the City of Riverside, Missouri, seconded by Richardson, the vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richarson voted aye. Shepard moved that Bill No. 89-38 be placed on its second reading, seconded by Richardson, the vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richardson voted aye. Whereupon, the Bill having been made available for public inspection prior to consideration of the Board of Aldermen, Bill No. 89-38 was passed. Karr moved that Bill No. 89-39 be placed on its first reading, said Bill provides for the payment of the registration fees for three Aldermen (namely Kuhlman, Teters and Richardson) for attending a seminar (the cost is $37.00 per person), seconded by Rule, t,~e vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richardson voted aye. Karr moved that Bill No. 89-39 be palced on its second reading, seconded by Rule, the vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richardson voted aye. Whereupon, the Bill having been made available for public inspection prior to consideration of the Board of Aldermen, Bill No. 89-39 was passed. City Clerk Graze Kemerling said the EPA and DNR were contacted regarding the dental people having their business in r Min. of Reg. Meeting Page 4, May 30, 1989 the City, they said there would be nothing of a pollution matter being discharged from this type cf business. City Clerk Grace Kemerling will notify the people of this and the approval of their application. A discussion was had concerning having the Council meetings recorded. Mayor Burch polled the Aldermen. Five were against recording the meetings and one :in favor. Min. of Reg. Meeting Page 4, May 30, 1989 Chief Fred McDaniel said he would like permission to attend the Missouri Valley Fire Chief Association Conference at Aspen, Colorado, July 5 - 8. Teters moved that Chief Fred McDaniel be allowed to attend the Missouri Valley Fire Chief Association Conference July 5- 8, seconded by Kuhlman, the vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richardson voted aye. Chief Fred McDaniel inquired of ~:he Mayor and Board if they would approve ,$68.00 in overtime for the Public Safety Officers to run a check on City Auto Stickers. The Board was polled and the vote was five to one in favor. Richardson requested that the City require the two fire works businesses in the City (Mikes and Blogins) to furnish the City with a copy of their liability insurance which should be in the sum of one million dollars. The 1989-90 budget was discussed. There being no ;further business to come before the board, upon motion duly invade, seconded and passed, the meeting adjourned at 9:55 p.m. (hF w"''~ ~~"_ r
