tiZ'EIEREAS. individuals with physical disabilities live, work, shop, and visit in the City
of Riverside, Missouri:
W~IEREAS. § 301.1.13 RSivlo authorizes the City of Riverside, Missouri to designate
parking spaces for the exclusive ttse of vehicles which display a distinguishing license plate or
card 'or physically disabled persons.
VOW. THEREFORE. be it ordained by the Board of Aldernen of the City of Riverside,
Missouri as fol(uws:
Section I. The City, Code oY Riverside, Missouri is hereby- amended by addine the
follo•.ving sections to read as fellows:
SECTION 355.110: DES[GiVATION OF PARKING SPACES FOR PHYSICALLY'
DISABLED PERSONS.
The Codes Enforcement Officer is hereby authorized to designate and establish parking
spaces for the exclusive use of vehieies which display a distinguishing license plate or placard
issued to physically disabled or handicapped persons, and shall cause businesses to place and
r.:aintain appropriate signs indicating the reservation in accordance with §301.142 and §301.143
of the Revised Statutes of the State of Missouri.
SECTION 355.120: USE OF PARKING SPACES FOR PHY"5ICALLY
DISABLED PERSONS.
A Rhenever authorized signs are erected designating an area for parking for
physically disabled persons, no person shall park a vehicle; within that marked area unless that
vehicle bears and properly displays a valid distinguishing plate or card issued pursuant to
§01.071 or §301.142 RS~fo as amended, or, if the owner of any vehicle is anon-resident of the
state, a valid duly registered equivalent license plate or card issued by the state, county, or other
place oa which the owner is a resident.
B. .Any owner or operator of a vehicle parked in violation ofthis Section shall be
punished by a flue of rut less than S~0 and not more than S300.

C. It shall be a full and complete defense that an occupant of the vehicle otherwise
illegally parked qualified at the time of parking for a distinguishing license plate or card as
described in subsection (a) of this section.
SECTION 355.130: USE OF OFF-STREET PARKING FACILITIES FOR
PHYSICALLY DISABLED PERSONS.
A. Identification of vehicles. Only vehicles displaying a distinguishing license plate
issued by the state pursuant to RSMo 301.071, pertaining to license plates for physically disabled
veterans, or RSMo 301.142, pertaining to license plates for physically disabled persons, or
displaying a distinguishing license plate issued to a physically disabled person by another state, or
displaying a distinguishing card issued by the state pursuant to RSMo 301.142, shall be parked in
an off-street parking space designated for disabled parking.
B. Violations.
Any vehicle which does not display the proper identification as set forth in
subsection (a) of this section and which is parked in a parking space
designated for disabled parking anywhere within the city is illegally parked.
2. It shall be a full and complete defense that an occupant of the vehicle
otherwise illegally parked qualified, at the time of parking, for a
distinguishing license plate or card as described in subsection (a) of this
section.
C. Penalty. Any owner or operator of a vehicle parked in violation of this section
shall be punished by a fine not less than $50.00 and not more than $300.00.
D. Right of entry of law enforcement officials. Law enforcement officials are
empowered to enter upon private property open to public use to enforce the provisions of this
section.
Section 2. This Ordinance shall be in effective in full force from and after the date of its
passage by the Board of Aldermen of the City of Riverside, Missouri.
