JUNE 27, 1989
A regular meeti~ig of the Board of Aldermen of The City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on June 27, 1989, at 7:30 p.m. Those present were
Aldermen Kuhlman, TEaers, Karr, Shepa::cl, Rule and Richardson.
Said meeting was cal~.ed to order by Ma~ior Betty Burch.
It was decided ~zo dispense with t't-t reading of the minutes
of June 20, 1989 for'the present time.
Daylene Walker, 427 N. Chelsa, Kansas City, MO 64123
presented a business license application for Walker Beauty
Salon at 2700 N.W. Platt Road. There would be no retail.
This was approved su3~ject to the payment of the fee.
Leann Zimmerman. spoke to the Mayor and Board lodging a
complaint concerning a new wholesale and retail fireworks
permanent building in Riverside. She brought out her feelings
with regard to abandoning the shooting and selling of fireworks
within the City. She said that all the cities surrounding ours
have abandoned the selling of fireworks and St. Joseph,
Missouri has also ab,~ndoned the sellinc1 of fireworks. She said
that most- of the people who sell the.~n do not even live in
Riverside. It was discussed whether or not this should be
brought to a vote of the residents and t was also brought out
the question of whet-.her or not these X~~ople selling fireworks
have sufficient insurance. Mayor Burch said that this matter
will be brought up and discussed further in the year.
Leann Zimmerman also brought up the matter of the holes in
Valley and Woodland and these are neeiing repairs. The Mayor,
said that this is going to be taken care of very shortly.
Bobbie Webster of Riverside, aske3 if it was okay to shoot
fireworks on the back road in the bottoms. The answer seemed
to be that if it was private property, the person should get
permission and if it were public property, nothing could be
done about it. F_nother matter brought up was Manning's
property on N.W. Platte Road. It appears that this should be
cleaned up. (The M:tyor said they woi.:~d talk to Mr. Manning
about it.) Another matter Bobbie Webster brought up was the
race track and wante:i to know if something could be done about
this. (Mayor Burch said that she thin}~s that something will be
done about this very shortly) Bobbie Webster inquired about
the T-P Carwash and panted to know if something could be done

about this. It appeared that this matter would be looked into.
The 1989-90 Budget was discussed.
Chief Fred McDaniel said that $46,000.00 would amply cover
the cost of the new radio system, including the antenna and
nine car radios and 10 portables. It was decided to try to
repair and paint the pumper truck and within the next two years
should purchase new equipment.
The Budget was balanced.
Karr recommended that we approve the 1989-90 budget as
presented and that this be Bill No. 89-43 and placed on its
first reading, seconded by Teters, the vote was as follows:
Richardson, Kuhlman, Rule, Shepard, Teters and Karr voted aye.
Rule moved that Bill No. 89-43 be placed on its second
reading, seconded by Kuhlman, the vote was as follows:
Richardson, Kuhlman, Rule, Shepard, Teters and Karr voted aye.
Whereupon, the Bill having been made available for public
inspection prior to the consideration of the Board of Aldermen,
Bill No.89-43 was passed.
Richardson moved that Bill No. 89-44, be placed on its
first reading, said Bill provides for the payment of certain
fire fighting equipment be paid out of the 1988-89 budget,
seconded by Rule, the vote was as follows: Rule, Teters,
Kuhlman, Shepard, Richardson and Karr voted aye.
Karr moved that Bill No. 89-44 be placed on its second
reading, seconded by Kuhlman, the vote was as follows: Rule,
Teters, Kuhlman, Shepard, Richardson and Karr voted aye.
Whereupon, the Bill having been made available for public
inspection prior to the consideration of the Board of Aldermen,
Bill No. 89-44 was passed.
Kuhlman moved that Bill No. 89-45 be placed on its first
reading, said Bill provides for the appropriation of money out
of the general fund for the payment of certain indebtedness as
listed therein (namely the Workmen's Compensation Insurance),
seconded by Richardson, the vote was as follows: Shepard,
Karr, Richardson, Teters, Kuhlman and Rule voted aye.
Shepard moved that Bill N0.89-45 be placed on its second
reading, seconded by Karr, the vote was as follows: Shepard,
Karr, Richardson, Teters, Kuhlman and Rule voted aye.

Whereupon, the Bill having been made available for public
inspection prior to the consideration of the Board of Aldermen,
Bill No. 89-45 was passed.
Chief Fred McDaniel presented a schedule for the Fire
Watch over the 4th.of July Holiday and the overtime to be
considered.
Shepard moved that we accept the schedule as presented by
Chief McDaniel, seconded by Richardson, the vote was as
follows: Karr, Richardson, Shepard, Rule, Kuhlman and Teters
voted aye. ,~
Richardson suggested that the City have a Budget Officer
for the 1989-90 Budget.
Mayor Burch appointed Richardson as the Budget Officer for
the 1989-90 Budget.
Richardson suggested that the City patch the holes in the
street and said that we would need a roller to complete the
job.
The Finance Committee said that the City should go out for
bids on $500,000.
Teters moved tkeat Bill No. 89-46 be placed on its first
reading, said Bill provides for the Finance Committee to go out
for bids on $500,00'0, seconded by Shepard, the vote was as
follows: Teters, Shepard, Kuhlman, Richardson, Rule and Karr
voted aye.
Kuhlman moved that Bill No. 89-46 be placed on second
reading, seconded by Karr, the vote was as follows: Teters,
Shepard, Kuhlman, Richardson, Rule. and Karr voted aye.
Whereupon, the Bill having been ma 3N available for public
inspection prior to the consideration of the Board of Aldermen,
Bill No. 89-45 was passed.
There being no further matters to come before the Board,
upon motion duly iAade, seconded and passed, the meeting
adjourned at 10:30 p.m.
