HomeMy WebLinkAbout1989-07-180' MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI JULY 18, 1989 A regular meeting of the Board of Alden Riverside, Missouri was held in the City Hall on July 18, 1989, at 7:30 p.m. Aldermen Shepard, Rule and Richardson were present; portion of meeting. Kuhlman, Teters, Karr absent this to order by Mayor It was decided to dispense with the reading of the Minutes of July il, 1989, for the present time. Harold Glenn, 3523 N.E. 49th Terrace, K. C., MO. 64119, presented special use permit to sell used cars at 2701 N.W. Vivion Street. This matter was discussed. It appeared that this area where the cars were parked to be sold was not black topped or curbed as the ordinance required. It also appeared that there were too many marked spaces for cars to be parked in the front of the building. Mr. Glenn said that they could remark the plot plan and also the curbing and asphalting was not a problem. (Karr present this portion of meeting). It was brought out that the Planning Commission had discussed this matter further and they decided that the lot was not blacktopped and they wanted to withdraw their approval because of it not being black topped and also it appeared there were too many parking places in front and it was not curbed all around the lot. A poll of the board was taken and it was decided that the Special Use Permit should go back to the Planning Commission. Mike O'Dell, 8964 Hall Drive, Lenexa, Kansas, presented the following: Special Permit for operating a business in the Flood Area; A Special Use Permit, Site Plans for grading and Building Application for Holiday Sand and Gravel Co. These matters were discussed. Karr moved that we accept the Special Permit, seconded by Rule, the vote was as follows: Rule, Karr, Teters and Kuhlman voted aye; Richardson and Shepard voted nay. Rule moved that we approve the Special Use Permit in Flood Hazardous Area, seconded by Karr, the vote was as follows: Kuhlman, Karr, Teters and Rule voted aye; Richardson and Shepard voted nay. Karr moved that the Grading Permit be approved, seconded by Rule, the vote was as follows: Shepard and Richardson voted nay; Rule, Teters, Karr and Kuhlman voted aye. r Minutes of Reg. Meeting Page 2, 7-18-89 E. H. Young was present and spoke to the Mayor and Board concerning his remodeling the building where Lee's Used Cars is doing business. He inquired whether or not he would need to have architectural drawings and the Board advised that he would need to have them. Mr. Brown inquired whether he could get permission to build a building so he could wholesale and retail fireworks, either in the area between Beverly Lumber and the vacant lot where Kellys burned or another place in Riverside. This matter was discussed. The Board was polled to see if they would be in favor of a wholesale fireworks building between Beverly Lumber Company and where Kellys was the votes were as follows: Shepard, yes; Karr, No; Teters, passed (disqualified herself), Kuhlman, no; Rule, no; Richardson - don't object to wholesale, probably would allow at another location. Mayor Burch explained to Mr. Brown that the subject of selling fireworks within the City for the coming year may be put to a vote for t?'ie people at the November Election. This matter is to be discussed further concerning whether or not to allow the selling cf fireworks and shooting fireworks within the city. A poll of the Board was taken as whether in favor of allowing the retail sale of fireworks and the vote was as follows: Shepard, Richardson, Rule and Karr yes, Teters passed, and Kuhlman No. A poll was taken of the Board to ban the use of fireworks in the City and the votes was as follows: Shepard, Teters, Rule, Richardson voted nay; Karr and Kuhlman voted aye. Rule said he was apposed to the use of bottle rockets. A letter was rezoning request Riverside for the like to have Rive and everyone was Mr. Garvey. received from Charles Garvey, advising of the he has requested for his property adjoining new addition of housing development and would rside's approval of same. This was discussed in favor of the project and would so advise It appeared the warning light at Burlington and VanDePopulier Street: is a County Project. Shepard moved that Bill 89-49 be placed on its first reading, said bill provides for the appropriation of money out of the General Funds of the City of Riverside for the payment r r Minutes of Reg. Meeting Page 3, 7-18-89 of certain indebtedness as listed therein, seconded by Rule, the vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richardson voted aye. Shepard moved that Bill No. 89-49 be placed on second reading, seconded by Rule, the vote was as follows: Kuhlman, Teters, Karr, Shepard, Rule and Richardson voted aye. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 89-49 was passed. Mayor Burch said that the 1975 Ford Tractor was badly in need of repair and also needs two tires - Repairs would run approximately $830.00 and the two tires would be approximately $319.38. It was brought out that this tractor is used for loading salt in the winter time. Kuhlman moved that the 1975 Ford Tractor be repaired and two tires replaced at the above costs, seconded by Rule, the vote was as follows: Teters, Rule, Shepard, Karr, Richardson and Kuhlman voted aye. The matter of application for Special Use Permit for used car lot for Don's Used Car Lot was discussed and Fred Wilkin will check out the lot to see if there are curbs and it is black topped. i The matter of Marty Rowe salary was discussed. A recess was called. Meeting reconvened on Thursday, July 20, 1989 at 7:00 p.m. Those present were Kuhlman, Rule, Teters, and Richardson, Karr and Shepard absent. Mayor Burch presided over the remainder of the meeting. This portion of meeting was to drive over the streets of the City and check out the drainage, condition of roads, etc. The first area was on No. 9 Highway to VanDePopulier Street and looked over the road in front of MO-Kan Container, checking out the drainage and discussing the width of the Road. The Group travelled South on VanDePopulier road to the end and then west to Mattox Road. Zeke Road was then observed. Karr joined the group at NW Gateway and NW Platte Road. Northwest Gateway and Indian Hills were travelled and then Ridgewood Estates. There being no Further business, eeting 3ourned at 9:00 r
