AN ORDINANCE PLACING A MORATORIUM
ON THE SUBMISSION, CONSIDERATION AND ISSUANCE OF
BILLBOARD LICENSES AND PERMITS WITHIN THE CITY
WHEREAS, the City desires to study, consider and respond to recently enacted State
Legislation and subsequent j udicial interpretations thereof, and in order to protect the health, welfare
and public safety of its citizens and to properly regulate billboards and other signs within the City.
WHEREAS, the City desires to place a temporary moratorium on the submission,
consideration and issuance of billboard and other outdoor advertising sign permits and licenses in
order to study and refine these issues and to consider the enactment of an ordinance amending the
applicable sections of the Municipal Code ("New Ordinance").
NOW, THEREFORE, be it ordained by the Board of Aldermen of Riverside, Missouri:
Section 1. No applications for billboards or other outdoor advertising signs will be accepted or
considered and no permits or licenses relating thereto shall be issued by the City
until the earlier of (i) 90 days after the date of the passage of this Ordinance or (ii)
the passage of the New Ordinance. After the moratorium has ended, the submission,
consideration and issuance of such applications, licenses and permits shall be in
compliance with any and all ordinances then in effect.
Section 2. This ordinance shall take effect immediately.
